REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

iThe National Trust andPartners in Preservation and American Express awarded grants to the following historic properties: Fallon Building 1800 Market, Haas Lilenthal House, the Japanese YMCA, the Music Concourse in Golden Gate Park.

iThe disapproved Certificate of Appropriateness application to install a garage at 1306 McAllister Street has been cancelled at the request of the project sponsor. The Planning Commission will hear this case on January 11, 2007.

iThe Draft EIR for the J-Pop Center was certified by the Redevelopment Agency on November 7, 2006.

iThe Planning Commission hearing scheduled for November 16, 2006 has been cancelled. The Market & Octavia Plan will be discussed at the hearing on January 7, 2007.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

3. MATTERS OF THE BOARD

Lily Chan:

iShe requested that former Landmarks Board Members be invited to the holiday party to be held on December 5th.

Courtney Damkroger:

iShe requested an update on the status of the Mills Act. She asked the status of 1746 Post Street (J Pop).

Karl Hasz:

i He requested the status of the Firehouse on Pacific Street and the Water Department building on Mason Street that was being proposed for sale. He suggested that the potential buyer be made aware of the historic process.

Bridget Maley:

i The holiday party for the Landmarks Board member will be held on Tuesday, December 5, 2006 at Delancey Restaurant.

Alan Martinez:

i He requested the Landmarks Board members names and phone #'s.

  1. LANDMARKS WORK PROGRAM 2005-2006 UPDATE

Board Member Martinez requested to expand the scope of work for the Transit Shelters to four shelter and two tunnel entrances.

5. HISTORIC PRESERVATION FUND COMMITTEE UPDATE

Received three different inquires – working with the groups involved about getting funds for different preservation projects.

October 18, 2006: It was moved by Board Member Chan (seconded by Cherny) to adopt the draft action minutes with corrections. The vote was unanamious.

CERTIFICATE OF APPROPRIATENESS

7. 2006.1209A (T.FRYE 415/575-6822)

3725 20TH STREET, between Dolores and Guerrero Streets, Assessor's Block 3607; Lot 071. Request for a Certificate of Appropriateness to construct a 1-story rear addition. The subject property is a contributing structure to the Liberty-Hill Historic District. It is within the RH-2 (Residential/House) use district and a 40-X Height and Bulk District.

Preliminary Recommendation: Approval with Conditions

Request for a Certificate of Appropriateness to remove a canopy (installed in 2000) and modify the existing storefront to accommodate new signage and canopy. The subject property is a contributing structure to the South End Historic District. It is within the SSO (Service/Secondary Office) use district and a 50-X Height and Bulk District.

Request for a Certificate of Appropriateness to remove existing outrigger light fixtures and install LED fixtures to illuminate the peak roof of the clock tower. The subject property is a contributing structure to the South End Historic District and historically known as the Schmidt Lithograph Company. It is within the SSO (Service/Secondary Office) use district and a 50-X Height and Bulk District.

943-945 GROVE STREET, south side of Grove Street between Steiner and Fillmore Streets, in Assessor's Block 803, Lot 028. Request for Certificate of Appropriateness to replace four windows at the front façade of the building. Constructed in 1948, 943-945 Grove Street is a modern building and is a non-contributing building in the Alamo Square Historic District. It is located within an RH-2 (Residential, House, Two-Family) Zoning District and 40-X Height and Bulk District.

Preliminary Recommendation: Approval.

ARTICLE 11 REDESIGNATION

11. 2006.1215G (A. HESIK: 415/558-6602)

583-587 HOWARD STREET, south side between First and Second Streets, Lot 99 in Assessor's Block 3736 -- Request for Landmarks Board Review and Comment on a proposal to change the Article 11 designation of the subject property from Category V (Unrated) to Category III (Contributory). The subject property is a three-story, timber-frame commercial building with brick exterior walls constructed in 1912. The subject property is within a C-3-0 (SD) (Downtown Office Special Development) District and a 350-S Height and Bulk District. It is designated as a Category V Building (Unrated) under Article 11 of the Planning Code and is not within a Conservation District. The building is listed in the National Register of Historic Places as a contributor to the Second and Howard Streets Historic District and is listed in a Heritage survey with a rating of C** (contextual importance).

Board Comments

Board Member Cherny requested further information on the transferable development rights and requested that the project sponsor provide the correct quote and that the quote refers to the cable car. Board Member Cherny also requested that the resolution be corrected. If the building was sold, does that mean that the building cannot be destroyed? Board Member Martinez stated that he loves this type of building because it is utilitarian and modest. He also stated that both façades were significant and contributory?

Board Action:

It was moved by Board Member Hasz (seconded by Damkroger) to accept the proposal to change the Article 11 designation of 583-587 Howard Street from Category V (Unrated) to Category III (Contributory). The vote was unanimous.

12. 2006.1121G (A. HESIK: 415/558-6602)

625-631 AND 635-659 PINE STREET, the Notre Dame des Victories School and Marist Center, south side between Grant Avenue and Stockton Streets, Lots 1B and 23 in Assessor's Block 271 -- Request for Landmarks Board Review and Comment on a proposal to change the Article 11 designation of the subject properties from Category V (Unrated) to Category I (Significant). The subject properties consist of a two-volume, four-story concrete building (635-659 Pine Street, Assessor's Block 271, Lot 23) constructed in 1923-24 and a one-volume, four-story concrete addition (625-631 Pine Street, Assessor's Block 271, Lot 1B) constructed in 1949-50. The properties, which feature French-inspired Romanesque Revival architectural elements, have a continuous street frontage and function as a single building. They are within a C-3-G (Downtown General Commercial) District and a 65-A Height and Bulk District. Both properties are designated as Category V (Unrated) under Article 11 of the Planning Code, and neither property is within a Conservation District.

Board Comments

A Board Member asked if the LPAB had dealt with Article 11 designation transferable rights? Has current ownership been discussed? Questioned why the rendering designs were different? Requested that corrections be made within the report.

Board Action:

It was moved by Board Member Hasz (seconded by Chan) to accept the proposal to change the Article 11 designation of 625-631 and 635-659 Pine Street from Category V (Unrated) to Category I (Significant). The vote was unanimous.

  1. The Landmarks Advisory Board reopens item #3  Matters of the Board - The Landmarks Preservation Advisory Board agrees to cancel its December 20, 2006 and January 3, 2007 hearings. The next regular scheduled hearing will be on January 17, 2007.

The Landmarks Members hear item #15 next. Item #15 will be re-opened after item #'s 13 and 14.

13. On November 16, 2006, (continued from the Nov. 2, 2006 public hearing) Planning Department staff will provide a presentation to the Planning Commission and members of the public on the historic preservation aspects of the Market & Octavia Neighborhood Plan. The Landmarks Board will Review and Comment on the Market & Octavia Plan and prepare a letter for distribution to the Planning Commission on November 16, 2006.

Board Comment

The Board members suggested to amend the EIR to include information about historic resources based on available survey information, that is, the completed 523A forms and mapping of historic resources. EIR should be amended to discuss and analyze any potential impacts of the plan policies such as increases in height limits, density and parking on known and unknown historic resources. The EIR should discuss possible mitigations to these policies at the policy level.

It was moved by Board Member Cherny (seconded by Chan) to accept the recusal of Board Member Street from this item. The vote was unanimous.

It was moved by Board Member Cherny (seconded by Dearman) to prepare a letter regarding the Market & Octavia Plan for distribution to the Planning Commission. The vote was unanimous.

14. The Landmarks Board will Review and Comment on the Response to Comments for the Draft Environmental Review Report for the Market & Octavia Neighborhood Plan.

It was moved by Board Member Dearman (seconded by Damkroger) to accept the recusal of Board Member Cherny. The vote was unanimous.

Vice President Cherny left the hearing at 3:22 p.m.
