REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

iHe informed the Board Members that the Mayor had sent out a memo concerning Commissioners and Board Members' attendance; it states that the city is seeking a goal of 100% attendance for Commissioners and Board Members. The memo also states that Board Members should notify the department prior to not attending a meeting and that commission secretaries will inform the mayor's office of three unexcused absences within a fiscal year.

iAt the September 14th Planning Commission hearing the Zoning Administrator introduced proposed policies for garage additions to buildings with a component focusing on historic structures. It received favorable comments. The Planning Commission is requesting the Landmarks Board to review this policy. The policy will be on the October 4th Landmarks agenda.

iOn September 27th at 1:30 pm the Land Use Committee will hear the landmark designation for St. Brigid's Church. The landmark designation for Mission High School and the disapproved garage Certificate of Appropriateness for 1306 McAllister Street will be presented to the Planning Commission on October 11, 2006.

iThe San Francisco Port will be hosting a celebration for the Waterfront National Register designation on October 4th 5:30 – 7:00 pm at Pier 1, Bayside Conference Room.

iBoard folders contain a draft copy of the Programmatic Agreement for Section 106. This document was created by the Mayor's Office of Community Development and will be heard before the Landmarks Board on October 18th.

iWe are in the process of notifying the neighborhood association regarding the establishment of the Landmark Designation Work Program for 2006-07. This item will be calendared for October 18th Landmarks hearing.

iHe providedupdates: 1) the murals at Rincon Center – working with conservators and will draft a condition report which will be included in their next year budget. They will present an information presentation to the LPAB in January. 2) the trees at the Music Concourse – Park & Rec. took over the liability for the health of the trees from the contractor. Several of the trees appear to be unhealthy and one is confirmed dead and will be replaced. The sick trees will be monitored throughout the fall and winter months to determine if they will recover.

3. MATTERS OF THE BOARD

Karl Hasz:

iHe believes that 285 Ashton was approved for a garage addition without neighborhood notification. He requested that staff investigate the 1915 cottage that was lifted to install a garage underneath it.

Johanna Street:

iPartners In Preservation, The National Trust, and American Express have joined together to distribute funds to landmarks in San Francisco through a voting system. You can cast your vote on www.partnersinpreservation.com. She shared an article from the Examiner Newspaper regarding facadism and voiced the hope that there will be a shift in large projects.

Alan Martinez:

iHe asked if the department had the opportunity to review the property located at 2870 Washington Street?

Robert Cherny:

iHe requested to agendize a discussion on facadism that would allow Board Members to draft guidelines that could be used on proposed projects in the future.

  1. LANDMARKS WORK PROGRAM 2005-2006 UPDATE

There are four transit shelters, but two of the shelters need to have evaluated to see if they have enough integrity because they have been altered. Also, the designation may add certain tunnel entrances (Sunset Tunnel and Stockton Tunnel) to the work program.

5. HISTORIC FUND COMMITTEE UPDATE

Alan Martinez:

He stated that some of the applications have not been appropriate but they are corresponding with the applicants to come up with more appropriate projects. Rich Hillis is working on the two RFP's (one for IT and the other for organizing neighborhood group base surveys).

6. APPROVAL OF THE AUGUST 16, 2006, JANUARY 5, 2005, FEBRUARY 16, 2005 AND AUGUST 17, 2005 DRAFT ACTION MINUTES:

August 17, January 5, It was moved by Board Member Cherny February 16, 2005 (seconded by Shatara) to adopt the draft action

minutes. The vote was unanimous.

7. The Planning Department summer intern Dion Good will present his work on the Department's mapping project of City landmarks and historic districts.

BOARD COMMENTS:

Is it possible for the maps to distinguish between contributing and non-contributing buildings? Suggested adding the district boundary to the maps. Asked if all the information was linked to the parcel? Questioned if it was possible to have a map of the city where you click on a parcel, which would then bring up all of the information related to that parcel? Suggested linking this information to Google.

8. The San Francisco Department of Public Works will present its proposed plan to make minor improvements to the landscape and streetscape of Van Ness Avenue between Market and McAllister Streets. Van Ness Avenue runs through the Civic Center Historic District between Golden Gate and Fell Streets.

BOARD COMMENTS:

A Board Member asked if there would be a long-term maintenance plan. The Board questioned if any of the historic light poles would be replaced? Asked if there was any thought of finding another support for the MUNI lines? Questioned if this was part of the initial plan for the Van Ness corridor and could the presenter give a greater vision of Van Ness corridor in terms of landscaping. Will the cultural resource report discuss how the trees fit into the historic district?

It was moved by Board Member Street (seconded by Shatara) to accept the recusal of Board Member Maley from this item. The vote was unanimous.

275 10th Street Supportive Housing Project, Assessor's Block 3518, Lots 014, 017, and 029) in San Francisco's South of Market Area. An informational presentation on the proposed project that will involve the demolition of the existing, onsite buildings and the construction of a new five-story, 50-foot-tall, 86,690-gross-square-foot building containing residential use on floors two through five, accessory office, social service and commercial retail space on the ground floor fronting Folsom Street.

275 10th Street Supportive Housing Project: Public Hearing to assist the Landmarks Preservation Advisory Board to prepare a comment letter on the Draft Environmental Impact Report. The project site comprises three contiguous parcels located at 275 10th Street, 1350 Folsom Street and 64-72 Dore Street (Assessor's Block 3518, Lots 014, 017, and 029) in San Francisco's South of Market Area. The proposed project involves demolition of the existing, onsite buildings and the construction of a new five-story, 50-foot-tall, 86,690-gross-square-foot building containing residential use on floors two through five, accessory office, social service and commercial retail space on the ground floor fronting Folsom Street. The project would include a total of 134 single-room occupancy-type very low-income dwelling units for homeless adults with onsite access to supportive services, and one unit for an onsite resident property manager. Parking would be in an at-grade parking garage accessible from Dore Street with 11 off-street staff spaces. Onsite open would be provided at the ground floor and within a second floor courtyard. The project site is within an SLR (Service/Light Industrial/Residential) Zoning District and 50-X Height and Bulk District. NOTE: The Draft Environmental Impact Report (SCH No. 2006042067) was published on September 2, 2006. The Draft EIR identifies significant unavoidable effects associated with the loss of three contributors as well as a significant project contribution to a cumulative effect on a potential SOMA historic district related to recent, ongoing and future development in the South of Market Area. The Planning Commission will hold a public hearing to receive comments on the Draft EIR on October 12, 2006. This hearing is intended to assist the Landmarks Board such that the Board may prepare written comments on the Draft EIR to submit to the Planning Department. Written comments on the Draft EIR will be accepted at the Planning Department until 5:00 p.m. on Friday, October 13, 2006.

Board Comments:

The Board expressed interest in what has emerged as Alternative C (the partial preservation alternative) on Chapter VI page 76-77. A board member would like to have seen more information about the alternatives and further discussion. Suggested a mitigation measure that would put forward a salvage plan. Recommended that the project sponsors contribute funds towards the survey of resources that need to occur in the SOMA area. What are the plans for deposal of the material - is there a salvage policy? Requested that the Section 106 review be discussed in the summary. Suggested that the MOH review project more accurately to ensure they are complete. The Board members would appreciate the Mayor's Office on Housing giving consideration of retention of historic resources and to look at the alternatives early in the planning process.

The proposed Ordinance is before the Landmarks Board so that it may recommend adoption, rejection, or adoption with modifications to the Planning Commission. Referral from the Board of Supervisors under Planning Code Section 302(b) requesting review of a proposed text change amendments to Planning Code Sections 1004.2 and 1004.3 that would change the time limit from which the Landmarks Preservation Advisory Board has to act on a proposed Landmarks or Historic District designation from the date of Board of Supervisor's referral from 30 days to 45 days; and would establish a time limit of 90-days from which the Planning Commission has to act on the same proposed designation from the date of the Board of Supervisor's referral.

CERTIFICATE OF APPROPRIATENESS

12. 2006.1051A (A. HESIK: 415/558-6602)

8 NAPIER LANE, east side between Greenwich and Filbert Streets (a.k.a. 222 Filbert Street), Assessor's Block 85, Lot 7. Request for Certificate of Appropriateness to expand light well in boardwalk and add new window at the ground level. The subject property is a three-story, wood-frame building constructed in about 1879. The building is Contributory to the Telegraph Hill Historic District. It is within an RH-3 (Residential, House, Three-Family) District and a 40-X Height and Bulk District.

Preliminary Recommendation: Approval

988 VALENCIA STREET between Liberty and 21st Streets. Assessor's Block 3608, Lot 009. 988 Valencia Street is an Italianate-style mixed-use building with ground-floor commercial space and apartments above. Request for Certificate of Appropriateness is to install two projecting awnings, a blade sign and flush pin-letter signage for a full-service restaurant. It is a contributory structure within the Liberty-Hill Historic District. It is located within the Valencia Neighborhood Commercial District and 50-X Height and Bulk District.

Preliminary Recommendation: Approval with conditions

REVIEW AND COMMENT

14. Landmarks Board conversation on how the Planning Department's  CEQA Review Procedures for Historic Resources has been working since its implementation in October 2004. NOTE: Public Comment is closed on this item. The draft CEQA letter will be discussed and reviewed by the Landmarks Board members before submittal to the Planning Department.

Board Comments:

After reviewing the letters the Board members recommended changes: on page 2 in the last paragraph  Limited information is currently provided in the Review Procedures regarding insert (whether) remove (if) properties should be considered potential contributors to historic districts , on page 3 in the last paragraph before #3  When does removal of material cross the line to insert (constitute the) remove (essentially) demolition and reconstruction of the building . On the same page and paragraph  Further, the Review Procedures need to be based remove (in) insert (on) a quantified, etc. . Suggested that the guidelines need to look at a broad range of issues not just looking at the façade. President Maley will work with City Attorney Byrne to review the letter before submitting it to the Director of the Planning Department.
