THE ARC MEETING WAS CALLED TO ORDER BY COMMITTEE CHAIR SHATARA AT 12:05 P.M.

900 North Point Street, (aka 851 Beach Street), Ghirardelli Square, is the block bounded by Beach Street on the north, Larkin Street on the east, North Point Street on the south, and Polk Street on the west. Assessors Block 0452, Lot 001, and located within an C-2 (Commercial, Community Business) Zoning District and 40-X Height and Bulk District. Ghirardelli Square is designated San Francisco Landmark No. 30 under Article 10 of the Planning Code and is individually listed on the National Register of Historic Places (1S CHRIS Status Code). Request is for Architectural Review Committee review and comment on a proposal to construct a new masonry public restroom building. This building will be located between the Wurster Building and the Fountain Plaza Shop, both constructed in 1964 by Wurster, Bernardi & Emmons.

ARC comments and recommendations:

Questioned if the existing fixtures would be demolished? Asked if there was another location to place the restrooms. Asked if the sponsors looked into a smaller building that wouldn't affect the columns. Asked if the retail space in the plaza was empty? Suggested retaining some of the columns. What is the current activity level in the restroom area? Suggested splitting up the restrooms or making the restrooms smaller. What is the transition between the new and the existing buildings. Questioned why the roof is at that level? Believes the location for the restrooms looks awkward because it looks like the restrooms are squeezed into a space. The committee believes that the proposed project is not up to the standards of a landmark addition. Suggested saving the greenery and adding vegetation. Agrees with staff comments, not comfortable with the infill. Suggested retaining the bricks from the original building and saving some of the historic fabric.

PUBLIC COMMENT

Nathan Lane: He requested the Landmarks Board support in preserving the building at 2870-2878 Washington Street that was built in 1905. This building is being proposed for a sixteen-car garage to be installed.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

iHe announced thatthe US Mint proposes to come back before the LPAB on August 16, 2006.

iThe hearing regarding the department'sCEQA review is tentatively scheduled for August 16, 2006, Neil Hart and a MEA planner will be assisting.

iThere will a public meeting on Tuesday, August 1st from 6:30-8:30pm at the LGBT Community Center (1800 Market Street) regarding the Historic Resource Survey for the Octavia/Market Street plans.

iThe Board Members have been provided with copies of the letters to Supervisor Mirkarimi (re: The Music Concourse), Amy Lee (re: Certificate of Appropriateness enforcement), and to the Mayor/Board of Supervisors (re: Citywide Cultural Resource Survey). A letter was sent to DPW regarding the Doggie Diner plague, which have now been installed.

iA memorial service for Joe Dignan (member of the Committee to Save St. Brigid Church) will be held on Thursday, July 20th at St. Brigid's Church.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

On Wednesday, July 26th from 11:00am-1:00pm at City Hall (South Light Court) the Mayor's Office on Disability and the Disability Commission will be hosting a celebration for the 16th Anniversary for the American with Disability Act.

3. MATTERS OF THE BOARD

i She requested an update on 74 New Montgomery regarding the window survey. Requested copies of the existing CEQA guidelines and questions from Landmarks Board Members in advance, in order to prepare for the hearing. She requested an update on the Belli and former Ernie's restaurant buildings.

iHe requested staff to check on the plan for repairing the damage on two of the murals panels (panels 18 & 19 northwest corner) at Rincon Center. Has any work be done at the Music Concourse?

  1. LANDMARKS WORK PROGRAM 2005-2006 UPDATE

The landmark designation for 557 Ashbury Street was heard and we are waiting for ordinance to be signed by the Mayor. The Doggie Diner Head sign has been forward to the Land Use Committee. In progress: Fleishhacker Pool, Sailors' Union, and the Transit Shelter.

5. HISTORIC PRESERVATION FUND COMMITTEE UPDATE

i He announced receiving the first NOFA application from Mission Doloris. The two RFP's are at the Mayor's office waiting to be finalized and distributed.

6. APPROVAL OF THE DRAFT ACTION MINUTES:

June 21, 2006 It was moved by Board Member Street (seconded by Chan) to adopt the draft minutes with corrections. The vote was unanimous.

June 7, 2006 It was moved by Board Member Cherny (seconded by Chan) to adopt the draft action minutes with corrections. The vote was unanimous.

April 20, 2005, April 06, 2005, March 16, 2005, March 2, 2005

It was moved by Board Member Street (seconded by Dearman) to adopt the draft action minutes with correction to April 6, 2005, item #9. The vote was unanimous.

CERTIFICATE OF APPROPRIATENESS

7. 2006.0609A (T. SULLIVAN-LENANE: 415/558-6257)

1260-1262 FULTON STREET is located on the north side of Fulton Street between Divisadero and Scott Streets. Assessor's Block 1180, Lot 011. Constructed in 1883, 1260-1262 is an Italianate-style building designed by Henry Geilfuss and built by F. Klatt. The building is a contributory building to the Alamo Square Historic District and was included in the 1976 Architectural Survey. It is located within an RH-3 (Residential, House, Medium Density) Zoning District and 40-X Height and Bulk District. Request for Certificate of Appropriateness to construct a two-story flat-roof rear yard addition to the exiting building featuring wood clapboard siding, wood windows, and an egress stairway on the western side of the proposed addition.

8. 2006.0464A (A. HESIK: 415/558-6602)

38-42 HOTALING PLACE, east side between Jackson and Washington Streets, Assessor's Block 196, Lot 18. Request for a Certificate of Appropriateness to conduct exterior alterations, including modification of the existing storefront; construction of a stair penthouse and roof deck; and installation of a fire escape and fire-rated window at the rear elevation. Known as the Hotaling Stables, the structure is a three-story masonry building originally constructed c. 1860 as two buildings, a warehouse and a stables, which were later merged into one building with a single facade. The Hotaling Stables is City Landmark No. 11 and is Contributory to the Jackson Square Historic District. It is within a C-2 (Community Business) District and a 65-A Height and Bulk District.

1160 FULTON STREET, north side of Fulton Street, between Scott and Pierce Streets, in Assessor's Block 777, Lot 10. Request for a Certificate of Appropriateness for exterior alterations at the two-story, Edwardian-style single-family home, built in 1902. The subject property is a Contributory/Compatible Building to the Alamo Square Historic District and is listed in the City's 1976 Architectural Survey, and is located within an RH-3 (residential, House, Three-Family) District and a 40-X Height and Bulk District.

Recommendation: Approval

INFORMATIONAL PRESENTATION

10. (MICHAEL YARNE)

MINT PLAZA DESIGN, Jessie Street, contained between Market, Mission, 5th and 6th Streets (north and adjacent to the Old San Francisco United States Mint). The proposed project would involve the vacation of Jessie Street and redesign of this space for use as a public open space. This presentation describes alternative design approaches for the plaza and the process involved in order to implement the project.

Board Comments

Questioned if raising the grade would affect the Mint doors? Questioned who is responsible for what areas? What is the circulation (traffic pattern) for vehicles in the area? Recommend keeping the historic street name. Will the arbor be blocking the view of the Mint building? Questioned if the existing curb on the north side of the Mint was granite, if so can it be retained? Suggested retaining or reusing the manhole covers that date back over 50 years because they add character. How has the design of the plaza responded to the architecture of the Mint and the fact the Mint has a front yard (the Mint Plaza from the US Mint Building). Suggested installing a sculpture and/or water fountain. Is there anyway to persuade the Mint to move its restaurant (to face the plaza)? Have concerns with the 10-inch re-grading, would it require a Certificate of Appropriateness? What type of plant materials will be used? Suggested that the landscaping should be compatible with the Mint's plans. The Mint Plaza is a great idea.
