PUBLIC COMMENT

Ed Bedard: The Friends of 1800 are concerned that proposed projects on buildings with historical significance are not coming before the Landmarks Board. Suggested the Landmarks Board request that proposed garage addition to historic significant buildings be required to come before the Landmarks Board for a hearing.

Judith Hoyem: Requested that the LPAB calendar a discussion with MEA on historic resource that have major alteration/demolition application. Suggested having staff initiate new survey areas in Eureka Valley and Castro areas.

Melinda Milligan: She spoke in support of Ed Bedard and Judith Hoyem. Concerned with the on-going cumulative effect of changes to the character of historic fabric.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

iHe provided an update from the Department of Building Inspection on St. Brigid's Church. The contractors had the required sidewalk permit, in order to repair the building's sewer system and the cherry picker machine was used for the exterior painting and installation of pigeon control materials.

iOn May 12, 2006 the National Park Service certified the Port District Nomination and that the Port staff will be hosting a celebration – he will keep the Board posted when additional information is received regarding the celebration event.

iOn June 9, 2006 the Land Use Committee approved the landmark nomination of 557 Ashbury Street, which will now be forwarded to the Board of Supervisors for approval.

iThe Doggie Diner Head Landmark Designation will be forwarded to the Land Use Committee for approval.

iOnApril 10, 2002 a staff approved modification to a existing Certificate of Appropriateness was approved to the Potrero Hill Neighborhood House. The original proposal was to replace 60% of the existing wood casement windows on the building. They have changed their proposal to install true divide light windows instead of fiberglass windows, which is an improvement.

iMark Paez is working with the project sponsor for 1500 Sansome Street (the Roundhouse) on determining what size of equipment is necessary.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

3. MATTERS OF THE BOARD

Alan Martinez

i Requested the status on the letters to DBI regarding Certificate of Appropriateness enforcement, the Board of Supervisors and the Mayor regarding the Citywide Cultural Resource Survey. Requested to schedule hearings on: 1) the criteria use for approval of garage additions and Victorians and 2) categorical exemptions.

i Requested to schedule a hearing regarding the current guidelines for CEQA.

4. LANDMARKS WORK PROGRAM 2005-2006 UPDATE

No information for: Musicians Union Hall, Temple of Emmanuel, Mother's Building, and Arab Cultural Center.

In progress: Richard P. Doolan/Norman T. Larson Residence and Storefronts, Bath House for Fleishhacker Pool, Sailors' Union of the Pacific Building, and Forest Hills Clubhouse.

5. HISTORIC PRESERVATION FUND COMMITTEE UPDATE

i The NOFA have been posted on the city website. The final RFP/IT language is in progress. The NOFA will also be mailed to neighborhood groups in order to make them aware that funds are available for preservation projects.

i The Historic Preservation Fund Committee passed a resolution pledging $300,000 for the Citywide Survey over the next three years for the survey program.

INFORMATIONAL PRESENTATION

6. 220-226 JESSIE STREET, The Jessie Street Substation, north side of Mission Street, (Jessie Street now vacated) between Third and Fourth Streets. Assessor's Block 3706, Lot 70. A one story, brick and terra cotta, utilities substation building constructed in 1906. The subject property is Landmark 87, is zoned C-3-R, (Downtown Retail) District and is in a 400-I Height and Bulk District. Informational Presentation on the adaptive reuse and addition project that will become the new home of The Contemporary Jewish Museum.

Board Comments

iQuestioned what the existing arch doorway would be used for? Recommended retaining some of the original fabric/openings. Suggested to rethink the openings below the windows and ask if all the openings were necessary and if the opening below the windows violated the character of the facade? What historic features will be preserved? Will the terra cotta be replaced? What treatment will be used for the bricks around the perimeters? Questioned if the LPAB had any jurisdiction with the redevelopment agency? Suggested making it clear that the current LPAB does not support facadism. Thanked the project sponsor for their presentation.

88 5th STREET, Old San Francisco United States Mint, Assessor's Block 3704, Lot 011, bounded by Mint Street on the north, 5th Street on the east, Mission Street on the south and Jessie Street on the west. The subject building was designated as San Francisco Landmark No. 236. It is zoned P (Public Use) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to rehabilitate the existing historic structure into the San Francisco City History Museum and Historical Society with secondary uses being retail, restaurant and offices.

Preliminary Recommendation: Approval with conditions

Board Comments

Questioned how the electrical lighting and interior will be handled. Would like for the project sponsors to respond to the issues raised in the staff report and the Historic Preservation consultants. The interior offices need to be treated correctly. Concern with the courtyard openness. What type of treatment will be used for the front yard landscape and the railing? Are there any plans for putting the flagpole back? Are there any plans of moving the Jessie Street building away from the Mint building? Questioned if the sponsors had a preference on the covering for the courtyard?

It was moved by Board Member Martinez (seconded by Chan) to continue this item until a special hearing can be scheduled on June 28, 2006 at 2:00 p.m. The vote was unanimous.

230 FILBERT STREET, north side of the Filbert Street steps and east of Darnell Place, between Montgomery and Sansome Streets, in Assessor's Block 085, Lot 38. Request for a Certificate of Appropriateness for exterior alterations at the one-story, single-family, wood frame vernacular cottage built in 1858. The subject property is a Contributory/Compatible Building to the Telegraph Hill Historic District and is listed in the City's 1976 Architectural Survey and in Here Today, page 63, and is located within an RH-3 (residential, House, Three-Family) District and a 40-X Height and Bulk District.

Preliminary Recommendation: Approval with conditions

It was moved by Board Member Dearman (seconded by Chan) to approve the request for a Certificate of Appropriateness with the conditions to retain a majority of the siding and to change the sentence from  unnecessary to  the structure shall not be raised during the construction process and that the drawing be modified to show the extent of the area to be repaired for the siding. The vote was unanimous.

33 ALTA STREET, south side between Montgomery and Sansome Streets, Assessor's Block 106, Lot 017D. Request for a Certificate of Appropriateness to replace a wood-sash casement window in the rear wall of the building with fixed, dual-pane, fire-rated window with a metal sash. The subject structure consists of a two-story, wood-frame residential building constructed c. 1865 and an addition constructed c. 1930. The structure is Contributory to the Telegraph Hill Historic District. It is within an RH-3 (Residential, House, Three-Family) District and a 40-X Height and Bulk District.

Preliminary Recommendation: Approval

TELEGRAPH HILL HISTORIC DISTRICT, ADDITIONS AND AMENDMENTS. Assessor's Block 106 Lots 2, 3, 4 and 42, and Block 113 Lots 9, 10, 19, 40 and 41. Consideration to amend Appendix G of Article 10 and to include additional properties in this Historic District, adopt a resolution recommending designation of additional properties for inclusion in the District to the Planning Commission, and adopt a resolution recommending amendments to Appendix G of Article 10 to the Planning Commission.
