Gee Gee Platt: She requested that the Landmark Board calendar the Belli Building on their agenda. She stated that there is no work being performed.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i He introduced the Planning Department new staff members Sophie Middlebrook and Tara Sullivan.

i The Board of Supervisors passed the proposed landmark designation for 150 Otis Street. On June 1st the Planning Commission recommended landmark designation for the Doggie Diner Head sign. The Land Use Committee will hear 557 Ashbury on June 16th. The Market/Octavia contract for the historic resource survey of this area has been signed, a kick-off meeting will be held on June 15th.

i The Planning Department has received $15,000 for the Department of Historic Preservation as part of the CLG grant survey.

i There was one change in the fee schedule that was presented do May 17th - the Residential Mills Act was reduce from $5,000 to $1,000 and will now move forward to the Board of Supervisors on June 28, 2006.

i Requested that staff check into what type of activities are going on at St. Brigid's Church.

i Requested staff to investigate the Telegraph Hill Dwellers concerns about the Round House. The NOFA has been issued this is for the settlement money for the Emporium. The funds may be used for feasibility studies, architectural, structural, economic, & planning, for research and documentation, nomination of properties, and for context statements and architectural surveys. The grants are going to be limited to $25,000 or less and have to be sponsored by a non-profit. He received a final draft of the IT request for proposal, which should be issued soon to update the software and technology of how to track properties and documents related to historic preservation. The Preservation Fund Committee will be funding the Western South of Market, Central Waterfront and showplace square context statement. for a total of $45,000. He requested agendizing a draft letter supporting funding for the citywide survey.

  • LANDMARKS WORK PROGRAM 2005-2006 UPDATE

The Board of Supervisors passed the proposed landmark designation for 150 Otis Street. On June 1st the Planning Commission recommended landmark designation for the Doggie Diner Head sign. The Land Use Committee will hear 557 Ashbury on June 16th. The Friends of the Street Car will be working to calendar a meeting on the 21st Street Transit Shelter in July. In the summer a student will start researching the Arab Cultural Center. Waiting for the go ahead from staff regarding the Sailors' Union of the Pacific Building.

6. General discussion regarding the current tree replacements at the Music Concourse and the consideration of sending a letter to Supervisor Mikarimi requesting him to urge the Department of Recreation and Parks to fund and create a Management Plan for the Landmark Music Concourse in Golden Gate Park.

iRequested including the following into the letter - the deviation from the grid and approved plans are unacceptable and the Board Members are encouraged by what they heard today with regards to the management plan and making sure the contractors repair their errors.

7. Consideration of sending a letter to the Department of Building Inspection (DBI) Director, Amy Lee requesting an informational presentation regarding DBI's procedures for inspection and enforcement of alterations to Landmarks Buildings.

It was moved by Board Member Martinez (seconded by Damkroger) to send the letter to the Department of Building Inspection with excerpts from the mayor's letter and having an introduction statement regarding the settlement agreement. The vote was unanimous.

  • Consideration of sending a letter to the Department of Public Works to request that an interpretive display be placed near the proposed Landmark Doggie Diner Head sign.

INFORMATIONAL PRESENTATION

9. (M LUELLEN/415 558-6478)

88 5th STREET, Old San Francisco United States Mint, Assessor's Block 3704, Lot 011, bounded by Mint Street on the north, 5th Street on the east, Mission Street on the south and Jessie Street on the west. The subject building was designated as San Francisco Landmark No. 236. It is zoned P (Public Use) District and is in a 40-X Height and Bulk District. The Old Mint constructed between 1869 and 1874, its history is has had various uses and has been vacant since 1994. The proposed project would be to rehabilitate the existing historic structure into the City History Museum with secondary uses being retail, restaurant and offices.

Board Comments

What are the plans for the chimneys and are the chimneys stable in case of a seismic event? Have concerns with the treatment for the exterior sandstone. Questioned if one of the designs had fewer structural elements than the other regarding the covering for the courtyard? Will covering on the courtyard have an effect on the sandstone interior? Is the roof gallery going to be removed? What type of materials will be used in the courtyard? Is the fiberglass cornice deteriorating or is it just the waterproofing? Requested copies of Heritage's comments, the designation report, the National Register listing and local landmark designation, particularly information on specific features and interior spacing. Requested a presentation on the interior finishes (windows hardware, door hardware, etc.) from the project sponsors before requesting the Certificate of Appropriateness. When the project sponsors return to the LPAB we will be looking for mitigation in the form of interpretation that deals with the history of the building and what the building was like originally when it was a workplace. Questioned if the glass roof would end up providing greenhouse affects. The Board members like the reduction of materials for the bridges, staircases and the removal of the elevator and are looking forward to the next steps.

LANDMARK DESIGNATION

MISSION HIGH SCHOOL, 3750 18th Street - Bounded by Dolores, Church, 18th, and Dorland Streets. Consideration to initiate landmark designation, adopt a resolution recommending landmark designation to the Planning Commission the Mission High School as Landmark No. 255.

i Suggested attaching colored photos as addendum to the designation report, producing a plaque regarding the history of the school, including windows to the description of the exterior and adding a site plan of the building. Recommended developing a context statement for schools. On the resolution: under D include all three levels, delete the word house from the title and on #2 delete historic district, #8 add windows as part of exterior elevation and delete the ayes.

It was moved by Board Member Cherny (seconded by Chan) to adopt the resolution recommending landmark designation for Mission High School to the Planning Commission with changes as mentioned above. The vote was unanimous.

625 3rd Street, Transcontinental Freight Co. Building, Contributory-Altered to the South End Historic District. Assessor's Block 3788; Lot 045, Certificate of Appropriateness to reface an existing flat-panel non-illuminated sign with a new non-illuminated sign and install new address decal numbers above main entrance.

THE BOARD HEARD ITEM # 13 NEXT.

12. (M. SNYDER: 415/575-6891)

1100 Tennessee Street (A.K.A. 807 22nd Street), southwest corner of 22nd Street and Tennessee Street, Block 4171, Lot 001. Request for Certificate of Appropriateness to install an exhaust vent on front façade in association with the establishment of a new restaurant in the ground floor commercial space. The subject building is a flat front Italianate mixed-use structure that was constructed in 1886. It is a Contributory structure to the Dogpatch Historic District has been assigned a National Register Status Code 5D1, and was included in the Planning Department's Architectural Survey of 1976. It is within the NC-2 (Neighborhood Commercial, Small-scale) District and a 50-X Height and Bulk District.

Preliminary Recommendation: Approval

13. (D. DIBARTOLO: 415/558-6291)

57-65 POST STREET, The Mechanics Institute, south side between Montgomery and Kearny Streets, Assessor's Block 311, Lot 13. Request for a Certificate of Appropriateness for modifications to a non-original storefront on the ground floor of the subject landmark building. The subject structure is a nine-story, mixed-use building, steel frame and brick construction, designed by Albert Pissis and constructed in 1909. The subject property is Landmark Number 134 under Article 10, and Category I (Significant) under Article 11 of the Planning Code. The landmark is located within the C-3-O (Downtown Office) District and is in a 250-S Height and Bulk District.

iQuestioned if the tile in the entry was original? Is the glass translucent? Suggested making the storefront entrance angled instead of curved.
