A.        PUBLIC COMMENT

B.        STAFF REPORT AND ANNOUNCEMENTS

1.            Preservation Coordinator Frye gave a Review of Past Week’s Events at the Planning Commission (PC).

·         On May 3rd, PC initiated Planning Code, Zoning Map, and General Plan Amendments associated with the Transit Center District Plan. PC would consider certification of the final EIR report at the May 24th hearing.  HPC would provide Responses and Comments (R/C) on the overall plan and make final recommendations regarding the reclassification of buildings and the proposed boundary change of the conservation district bounded by New Montgomery, Market and 2nd Streets at the June 6th hearing.

·         On May 10, PC granted Conditional Use Authorization for 601 Townsend for a change of use and office allocation from Business Service to Offices in the basement level.  (HPC provided R/C on this Authorization at its April 18th hearing.) 

·         On May 8, Board of Supervisors (BOS) heard the proposed Amendment to Articles 10 and 11 of the Planning Code.

-       Supervisor Wiener clarified several points of amendments:

1)    that any member of the public may request the HPC to initiate landmark designation; 2) that the minimum of 80% of the units must be subsidized for the project to qualify for subsidized housing provision; 3) that residential occupants must be notified of any designation.

-       Supervisor Avalos moved to re-refer the amendments to the Land Use Committee, but the motion failed (3, -8).

-       Supervisor Avalos moved to amend to clarify that those projects eligible to use the subsidized housing program must be for sale to residents earning 120% of AMI or below, or for rent to residents earning 100% of AMI.  The motion was passed (6, -5).

-       Supervisor Campos move to amend to delete the written vote on survey of property owners in the proposed district and the 50% participation goal for Articles 10 & 11.  The motion passed (6, -5).

The Amendments were then passed by a (11, -0) vote.

·         On May 15, the BOS received a second reading of the proposed Articles 10 & 11 Amendments.  They were passed by a (8,-3) vote with Supervisors Avalos, Mar and Campos voting against them.

·         On May 15, at the BOS, Supervisor Wiener introduced amendments to the Miles Act Program that included application fee reduction to encourage broader use.

              a.        Draft minutes of the April 18, 2012 Special Hearing

              b.        Draft minutes of the April 18, 2012 Regular Hearing

4.         Disclosures

Vice President Damkroger received a call from Cathy Howard to remind her that the Response and Comments to Beach Chalet Soccer Field was going to the PC on May 24, 2012; she also received email re 55 Laguna Street.

Commissioners Johns, Martinez, Matsuda also received email re 55 Laguna Street.

President Chase attended a meeting in Supervisor Wiener’s office on 55 Laguna Street. Representatives from the community and the project sponsor were present.

5.         Commissioner Comments/ Questions

Commissioners Johns thanked Mr. Frye for alerting all the commissioners to the Conference held in Oakland.  He thought the conference was valuable.

D.        REGULAR CALENDAR

6.         2012.0033A                                          (SHELLEY CALTAGIRONE: 415/ 558-6625)

55 LAGUNA STREET – two blocks bound by Laguna, Haight, Buchanan, and Hermann Streets; Lots 001 and 001a in Assessor’s Block 0857 and Lots 001, 002, and 003 in Assessor’s Block 0870 – Request for Certificate of Appropriateness to rehabilitate Richardson Hall for use as senior services, senior housing, and retail and/or office space; to rehabilitate Woods Hall for use as housing; and, to rehabilitate Woods Hall Annex for use as a community center. The property contains San Francisco Landmark Nos. 257, 258, and 259 - Burke-Richardson Hall (a.k.a. Richardson Hall), Anderson-Woods Hall (a.k.a. Woods Hall), and Anderson-Woods Hall Annex (a.k.a. Woods Hall Annex). The buildings also contribute to the National Register-listed San Francisco Normal School/State Teacher’s College campus. It is located within a RH-3 (Residential, House, Three-Family) Zoning District and a 40-X Height and Bulk District. The site is zoned RM-3 (Residential, Mixed, Medium Density District)/ 40-X Height and Bulk District; and NC-3 (Moderate-Scale Neighborhood Commercial District)/ 85-X Height and Bulk District.

Preliminary Recommendation:  Approval with Conditions

PRESENTER:   Steve Vettel - Farella Braun + Martel LLP, represented Project Sponsor; Elisa Skaggs – Page and Turnbull, Preservation Architect for the project.

SPEAKERS:  Cynthia Servetnick, from Save the Laguna Street Campus, was concerned about processes for Certificate of Appropriateness (C of A), Haight Street façade design, new findings and variances for the project.

SPEAKERS in support of the project but would like to have a few issues resolved:  Peter Strauss, resident of Pierce Street; Vallie Brown, Activist for Lower Haight Division; Tes Welborn; Jim Warshell; Ray Rudolph, long time nearby resident of the project.

ACTION:        Approved the revised draft motion with the new findings handed to the Commissioners today, and to incorporate the changes made by Commissioners Martinez and Chase.

ADMINISTRATIVE CERTIFICATE OF APPROPRIATENESS DELEGATION -Renewal of Motion No. 0122 to delegate to Planning Department Preservation staff the review and approval of administrative Certificates of Appropriateness for individual Landmarks and Landmark districts regulated under Article 10 of the Planning Code to the Planning Department pursuant to City Charter Section 4.135.

Preliminary Recommendation:  Approval

SPEAKERS:  None

ACTION:        Approved delegation of Administrative Certificates of Appropriateness to Planning staff for an interim period of six months with the two exceptions brought up by Commissioner Martinez in regards to developing some language for exterior alterations to non-contributing buildings and window replacements on small buildings.
