Michael Levin: He has concerns regarding the fact that the Emporium façade has been painted.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i He introduced the Planning Department new staff members Tim Frye and Matt Weintraub.

i On May 4th the landmark designation for557 Asbury Street will be heard by the Planning Commission. The Inner Mission North Informational Presentation has been rescheduled to May 25, 2006 Planning Commission agenda. The endorsement hearing for the Inner Mission North Survey will be heard June 15th and the landmark designation for the Doggie Diner Head will be heard on June 1st by the Planning Commission.

i He announced that in the Board Members packets there is a draft Citywide Cultural Resource Survey Work Plan that was requested by Supervisor Peskin.

i Deputy City Attorney Marlena Byrne provided a memo regarding procedures for Board Members to conduct site visits of properties that are the subject of pending matters before the Board.

3. MATTERS OF THE BOARD

Robert Cherny

i He has concerns about the Music Concourse. There have been a lot of trees replanted but not the trees in front of the bandshell. The fences are down and the skateboarders have returned and there has been new damage done to the historic material. He suggested encouraging the Park & Recreation Department to protect the historic material from the skateboarders.

Bridget Maley

i She requested a report from staff on the status of the maintenance plan and information on why the trees have not been replanted at the Music Concourse.

Alan Martinez

i He requested a follow-up on his previous request regarding DBI enforcement. Would like to have an informational presentation from DBI on their procedures when a Certificate of Appropriateness is issued.

4. LANDMARKS WORK PROGRAM 2005-2006 UPDATE

Mark Luellen, Preservation Coordinator:

iThere is no update on the DelMonte Warehouse. On May 4th the Planning Commission will hear 557 Ashbury St. The Doggie Diner Head will be heard by the Planning Commission on June 1st.

March 15, 2006 – April 19, 2006

March 15, 2006: It was moved by Board Member Cherny (seconded by Street) to adopt the draft action minutes.

April 19, 2006 It was moved by Board Member Street (seconded by Damkroger) to adopt the draft action minutes with the following corrections: On page 4 change . to ? (line #2) and add the Board was concerned that the value engineering may affect the character of the proposed building. On page 5 add the exhibit material must be able to withstand weather conditions and a standard contract with provision to ensure that permanent materials are used.

PERMIT TO ALTER

6. 2004.0165H (A.LIGHT: 415/558-6254)

1 KEARNY STREET (a.k.a. 700-704 Market Street), northwest corner of intersection with Market Street, Lots 3 and 10 in Assessor's Block 312. Request for a Permit to Alter to construct an eleven-story horizontal addition to the Mutual Savings Bank Building, a 12-story, steel frame, terracotta and limestone-clad French Renaissance Revival office building. The subject building is also a Category I (Significant) Building in the Kearny-Market-Mason-Sutter Conservation District. The proposed project would also include restoration work on the principal Market Street and Geary Street facades and some modifications to the exterior of a Charles Moore-designed 1960s "gore corner" addition to the subject building. The subject building is in a C-3-O (Downtown, Office) Zoning District and an 80-130-F Height and Bulk District.

Preliminary Recommendation: Adoption of a Resolution recommending approval of the requested Permit to Alter application to the Planning Commission

(Continued from April 19, 2006 hearing. Public Hearing has been closed, but may be reopened at the Landmarks Board's discretion.)

Board Comments:

The project sponsors have made some good improvements. Does article 11 apply to the Charles Moore addition to the building? Suggested further study be performed on the west side of the building on how the glazing meets the wall of the older building. Have some concerns with the visibility of the west gable from the street especially the impact of the horizontal buttress. The west building upper spandrel needs to be reviewed again (for material and/or slimmer in size). Recommended that the bricks should remain because it is part of the design of the Charles Moore Building. Suggested no distinguish coloring in the new glazing. Encourage the project sponsors to continue to study refining the top of the west addition as to how it relates to the 1902 building and it visibility from the street.

Commissioner Chan left the hearing at 1:55 and returned at 2:10 p.m. She did not vote on this item.

INFORMATION PRESENTATION

7. (ANDREW MURRAY)

Multiple Assessors Blocks and Lots (Citywide). Informational Presentation on the draft a context statement that the City could use to create a San Francisco Neighborhood Movie Theater non-contiguous multiple property historic district.

Andrew Murray, Office of the Legislative Analyst: He gave an information presentation on behalf of the Supervisor Alioto-Pier request. In 2002 the National Trust for Historic Preservation identified historic movie theaters as among the 11 most endangered resources. Movie theaters have been a central part of America's consciousness from their beginnings. Movie theaters are an important element of our heritage, a unique building type, and in some cases the best existing representation of important architectural styles of the past. They are also important cornerstones of neighborhoods in many cases. They represented gathering places within communities that largely ignored social, economic, and political differences, and served as a focal point for nightlife and a place to experience luxury and suspend reality for a modest ticket price.

Board Comments:

Suggested that the whole period of significance needs to pre-date the earthquake and be 1900's. Add the seating capacity for the movie palaces. Suggested mentioning how the movie theaters help to homogenize the American culture and of how the big studios vertical integration controlled the industry in the 1920's. On page 21 suggested including construction of some theaters and removing  In the Soviet period Art Nouveau was regarded as a phenomenon of bourgeois culture. Suggested a discussion on foreign language theaters. In terms of the character-defining features on the exteriors - suggested mentioning the pavement and tile as an exterior building material and mention the painting and tile for the interior. Is the intent to pursue local historic district designation? Recommended mentioning independent entrepreneurship to the context statement. Recommended reviewing literature from Downtown Los Angeles to incorporate into the context statement.

28 HILL STREET, north side between Valencia and Guerrero Streets. Assessor's Block 3617, Lot 55 - Request for Certificate of Appropriateness to construct a new two- and three-story rear horizontal extension and a new fourth story vertical addition. The project also includes interior renovation and modification to the front façade. The subject property is within the Liberty Hill Historic District, is zoned RH-3 (Residential, House, Three-Family) District and is in a 40-X Height and Bulk District.

Preliminary Recommendation: Approval as revised

The Board appreciates the changes and believes that their concerns have been addressed with regards to the size, scale, and impact of the proposed addition.

599 2ND STREET, Los Angeles Soap Company Warehouse, northeast corner of 2nd Street and Brannan Street, Block 3774, Lot 031. Request for a Certificate of Appropriateness to replace existing doors and windows at the ground and mezzanine levels along with other minor improvements. The subject property is contributory to the South End Historic District, has been given a "C" rating by San Francisco Architectural Heritage, and has been given a National Register Status Code 3D (Appears eligible for the National Register as a contributor to a National Register eligible district). It is within the SS0 (Service / Secondary Office) District and a 50-X Height and Bulk District.

Preliminary Recommendation: Approval with conditions

Board Comments:

Suggested that the historic windows should remain. Would prefer to see retention of as much fabric from the building as possible. The windows appear to be in good condition.

It was moved by Board Member Martinez (seconded by Chan) to accept the recusal of Board Member Shatara from this item. The vote was unanimous.

It was moved by Board Member Street (seconded by Chan) to approve the Certificate of Appropriateness based on staff recommendations.

10. 2006.0065A (A. HESIK: 415/558-6602)

1735-1737 WEBSTER STREET, west side between Bush and Sutter Streets. Assessor's Block 677, Lots 116 and 117. Request for a Certificate of Appropriateness to construct an addition at the rear of the building and replace existing glazing at the front and side of the building. The subject structure is a three-story, wood frame residential building built in 1885. Originally located at 773 Turk Street, the building was moved to its present location in 1974. The building is a Contributory Building in the Bush Street – Cottage Row Historic District, is individually listed in the National Register and California Register, and is listed in the City's 1976 Architectural Survey. The building is within an RM-1 (Residential, Mixed, Low Density) District and a 40-X Height and Bulk District.

Preliminary Recommendation: Approval with conditions

Are the walls/fireplace that are being proposed for removal original? Suggested monitoring the new windows during the first winter to ensure that they were properly installed. Can the original materials that are proposed to be removed be documented?

It was moved by Board Member Street (seconded by Chan) to approve the Certificate of Appropriateness based on staff recommendation. The vote was unanimous.
