599 2ND STREET, Los Angeles Soap Company Warehouse, northeast corner of 2nd Street and Brannan Street,  Block 3774, Lot 031.  Request for Architectural Review Committee review of a proposal to replace existing doors and windows at the ground and mezzanine levels along with other minor improvements.  The subject property is Contributory to the South End Historic District, has been given a "C" rating by San Francisco Architectural Heritage, and has been given a National Register Status Code 3D (Appears eligible for the National Register as a contributor to a National Register eligible district).  It is within the SS0 (Service / Secondary Office) District and a 50-X Height and Bulk District.

 

            ARC comments and recommendations:

Questioned what is the relationship between the South End Historic District and the installation of the previous windows?  Are the windows proposed going to be operable?  Was there an attempt to remove the paint?  Requested to view the original drawings.  Recommended keeping the original windows.

Francisco DaCosta, Environmental Justice Advocacy:  Would like to see the Landmarks Advisory Board reformed into a Commission.

 

Michael Levin:  Thanked Andrea Green for her assistance and dedication while serving as the Landmarks Board secretary.

REPORTS

 

                        1.         STAFF REPORT AND ANNOUNCEMENTS

 

Mark Luellen, Preservation Coordinator: 

i He reminded the Landmarks Board members to turn in their Form 700 by March 27, 2006 and on March 20, 2006 to attend the mandatory Sunshine training.

i At the Board of Supervisor’s hearing yesterday, ordinance 72-04 was repeal. (690 Market Street conditional Landmark)

 

                        2.         PRESIDENT’S REPORT AND ANNOUNCEMENTS

           

President Maley announced that Board Member Cherny and herself attended a productive meeting today with the San Francisco Unified School district regarding school closures.  The school district staff members agreed to discuss and meet with the LPAB regarding our concerns (at April 5th or April 19th hearing).  Requested staff to finalize the meeting.

                                                                       

            3.            MATTERS OF THE BOARD

                       

                                Robert Cherny:

  • He announced the fences around the Music Concourse are down.  There are a lot of trees that have not been replaced in front of the bandstand.  Concerns with the new asphalt.

 

  • LANDMARKS WORK PROGRAM 2005-2006 UPDATE

 

              Mark Luellen, Preservation Coordinator:

              iThe Doggie Diner Head will be on the April 5, 2006.  Vice President Cherny arranged for interns to assist the planning staff with the completion of the reports listed on Landmarks Work Program.

              iSuggested doing multiple projects.

 

 

 

  • HISTORIC PRESERVATION FUND COMMITTEE UPDATE

            6. APPROVAL OF THE DRAFT ACTION MINUTES FOR MARCH 1, 2006, JANUARY 18, 2006 AND NOVEMBER 16, 2005.

           

            Actions:

 

                        March 1, 2006 - Continued, no quorum

 

                        January 18, 2006 - It was moved by Vice President Cherny (seconded by Damkroger) to adopt the draft action minutes with typographical corrections.  The vote was unanimous.

 

                        November 16, 2005 - It was moved by Board Member Street (seconded by Martinez) to adopt the draft action minutes with typographical corrections.  The vote was unanimous.  Board Member Damkroger was unable to vote because she was not a member of the LPAB at that time.

3352-3354 21ST STREET, a contributory structure to the Liberty Hill Historic District, north side between Guerrero Street and Valencia Street, Block 3608, Lot 018.  Request for a Certificate of Appropriateness to establish a garage at the basement / ground floor and construct a rear addition.  Constructed in 1876 in the Stick style, the structure is contributory to the Liberty-Hill Historic district, is listed in "Here Today" (page 300), and was included in the Planning Department's Architectural Survey of 1976. It is within the RH-3 (House, Three-family) and a 40-X Height and Bulk District.

The Landmarks Preservation Advisory Board will consider the following actions:

 

  1. Endorse the revised 2005 Inner Mission North Cultural Resource Survey Context

            Statement.

  1. Endorse draft DPR 523D forms for:
    1. Guerrero Street-Fire Line National Register eligible district
    2. Ramona Street National Register eligible district
    3. Hidalgo Terrace California Register eligible district
    4. South Van Ness Avenue-Shotwell-Folsom Streets California Register eligible

      district.

  1. Inner Mission commercial corridor locally significant area
  2. Inner Mission reconstruction locally significant theme
  3. Inner Mission 1906 Earthquake Survivor theme

 

  1. Endorse the Inner Mission North Areas 1 and 2 findings consisting of California Department of Parks and Recreation Survey Forms for 593 properties within the survey area (DPR 523A, 523 B, 523D and 523L) pursuant to Article 10 of the Planning Code.
  2. Recommend the Planning Commission: endorse the Inner Mission North Cultural Resource Survey Context Statement; endorse the 7 draft DPR 523D forms; and endorse the California Department of Parks and Recreation Survey Forms (DPR 523A, 523 B, and 523L) for 593 properties within the survey areas.

iFocused their comments to the draft context statement.  Pleased with the development of the context statement.  Provided some editorial suggestions.  Concerned with the period of significant.  Are things in the public realm being documented?  Is the context statement currently available online and does the department share that information with libraries so the information can be more publicly accessible for researchers and property owners.  How does the department deal with environmental review?  Suggested expanding page 8 at a later date.  Requested that the Board be provided with copies of the reports.

 

              Actions: It was moved by Board Member Cherny (seconded by Damkroger) to continued the Inner Mission North Survey Area I and II until the April 5th Landmarks Board hearing.  The vote was unanimous

                        Board Comments:

i            President Maley read for the record emails received from concern citizens and organizations to be given to the project sponsors regarding the inadequacy of the report.  Concerned with the significant of the building. The report seems inadequate and lacking historic context, need more information about surrounding buildings and it should include the labor history of San Francisco both milling and warehouse work?  Suggested further research be done and requested to see a plan showing the location of the restored surrounding buildings.  Suggested a more in-depth investigation and discussion on the adaptive use issues.  Are the metal brackets original?  Requested more information about the type of building and the loading dock and how they were used and the integrity? 

 

Action:            It was moved by Board Member Damkroger (seconded by Cherny) to approve the recusal of Board Member Street from line item #5.
