REPORTS

 

                        1.         STAFF REPORT AND ANNOUNCEMENTS

 

Mark Luellen, Preservation Coordinator: 

i        Announced that the Palace of Fine Arts has been listed on the National Register as of December 5, 2005. 

i        On April 4th at the Board of Supervisors hearing there was an amendment to the administrative code expanding the definition of a qualified historic property for the Mills Act, this would include all of article 10 buildings and contributors to the districts, Article 11 buildings and contributors to the conservation districts, all National Register listed properties, and contributors to the National Register district.  The Board of Supervisor’s directed the Planning Department to submit a written report developing criteria to be used to evaluate the Mills Act properties applications, evaluating the desirability of adopting a yearly Mill Act property value maximum and recommending amendment to chapter 17 if necessary or desirable.

i        Former Board Member Beth Skrondal sent a thank you card for the dinner held on March 15, 2006 honoring herself and Andrea Green.

i        The California Preservation Foundation announced a call for entries for preservation design awards.

 

Marlena Byrne, Deputy City Attorney:

i        Provided clarification to the statement regarding the Mills Act.  The amendments that were made will not go into effect for 6 months.  So any projects that have currently applied under the current code (only buildings that are individually listed on the National Register or individually listed as a city landmark) those applications can still move forward, but any new applications for contributors will have to wait until the 6 month effective date of the amendment.

 

                        2.         PRESIDENT’S REPORT AND ANNOUNCEMENTS

           

She met with Dr. Ted Scourkes a former principal at Mission High School.  Dr. Scourkes is active with their alumni association, which has collected memorabilia that is being housed at Mission High School.  Mr. Scourkes has drafted a landmark designation report for Mission High School that she and Mark will be working with him to move it forward and there should be a discussion to initiate the landmarking in June 2006.  She shared with the Board Members a letter she received from the Mission Preservation Partners, owner of the Mission Armory, expressing concerns about constraints with their project.

                                                                       

            3.            MATTERS OF THE BOARD

                       

                                Johanna Street

                                                i        She asked if there were any updates on 900 Innes Avenue and 72 Townsend Street.  She suggested at the next LPAB hearing that Board Members bring in pictures or stories about the 1906 earthquake.

 

4.                  LANDMARKS WORK PROGRAM 2005-2006 UPDATE

 

              Mark Luellen, Preservation Coordinator:

              iToday we have the Doggie Diner Head, nothing to report on the Del Monte Warehouse, the Musicians Union Hall (smaller group discussion needed), 557 Ashbury St. will be heard by the Planning Commission on May 4th, Temple of Emmanuel Board Member Cherny has provided the staff with a graduate student that will be working on this project, the Bath House for Fleishhacker Pool and the Mother’s Building –Member Damkroger, Rachel Force and myself met with members from the Zoo and SPEAK to discuss the process and everyone is in agreement to move forward, nothing to report on 21st Street Transit, Arab Cultural Center, Moses Corrette has met with the student interns regarding Sailors’ Union of the Pacific Building and Forest Hills Clubhouse in preparation of the designation reports.

 

              Board Comments

                        Bridget Maley:

                        iSuggested a smaller group discussionregarding the Musicians Union Hall.  She asked if the Bath House and Mother’s Building where under the jurisdiction of the Department of Park & Recreation. 

                        Courtney Damkroger:

                        iThanked to Richard Brandy, Carey & Co. for providing background reports for the planning staff to review.  The Bath House has been found to be eligible for the National Register.

                        Alan Martinez:

                        iThe 21st Street Transit has been presented to the Board, but no decision has been made as to who will write the report.  He believes there are two other Transit Shelters that were built in 1924. He suggested holding a meeting with interested parties to discuss what the next step should be.

                        Bob Cherny:

                        iArab Cultural Center -He have asked other faculty members who deal with Middle Eastern or Islamic studies if any of their students would be interested in working of this project. 

 

5.                  HISTORIC PRESERVATION FUND UPDATE

                        Alan Martinez:

                        iDrafts of the RFP’s have been submitted to the mayor’s office.  Should have an update after their meeting next week.

6.                  APPROVAL OF THE DRAFT ACTION MINUTES FOR

            March 1, 2006 – March 15, 2006 – February 1, 2006 – October 5, 2005

 

        March 1, 2006: It was moved by Board Member Martinez (seconded by Street) to adopt the draft action minutes with the following corrections (on pg. 2 change Secretary of State to Secretary of Interior Standard and thought the extra story was inappropriate.  On pg. 3 instead of: he has a problem with the drill court to he expressed concerns that the drill court would be demolished and the exterior wall would be retained as a garden wall, which violates the integrity of the building.  Board Members Street, Damkroger and Martinez expressed concerns about the proposed treatment of the drill court that the project was inappropriate). The vote was unanimous with the exception of President Maley who was absent from this hearing.

 

                March 15, 2006:        Continued to verify information.

 

        February 1, 2006: It was moved by Board Member Cherny (seconded by Street) to adopt the draft action minutes.  The vote was unanimous.

 

        October 5, 2005: It was moved by Board Member Cherny (seconded by Street) to adopt the draft action minutes with the following corrections (On Pg. 2 change spelling from VerPlench to VerPlanck and Stone to Stowe Lake).  The vote was unanimous.  Member Damkroger did not vote because she was not a Member of the LPAB at this time.

 

LANDMARK DESIGNATION

DOGGIE DINER SIGN, in the median strip on Sloat Boulevard at 45th Avenue.  Consideration to initiate landmark designation, adopt a resolution recommending landmark designation to the Planning Commission the Doggie Diner Sign as Landmark No. 254.

              Board Comments:

              iAre you suggesting that the Board only adopt a single year, 1966 as the period of significance, the date of construction?  Suggested adding color as a feature to be preserved and a more clear statement regarding the automobile facing (the sign should be oriented toward visibility from a automobile).  On page 2 suggested changing the following sentence from “the name of the hot dog changed over time from dachshund sausages to red hot dachshunds to hot dogs” to “Anthropologist and historian of popular culture do not agree on the origin of the term hot dog, however all agree that the term hot dog has been associated with the dachshund throughout most of the 20th century due undoubtedly to the similarity of shape”.  Suggested having spot lights in the evenings for visibility of the Doggie Diner Head.

 

              Board Actions: It was moved by Board Member Damkroger (seconded by Street) to adopt the resolution recommending initiating landmark designation of the Doggie Diner Head with changes (period of significant, photo documentation about the color, modification to the height).  The vote was unanimous.

28 HILL STREET, north side between Valencia and Guerrero Streets.  Assessor's Block 3617, Lot 55 - Request for Certificate of Appropriateness to construct a new two- and three-story rear horizontal extension and a new fourth story vertical addition.  The project also includes interior renovation and modification to the front façade. The subject property is within the Liberty Hill Historic District, is zoned RH-3 (Residential, House, Three-Family) District and is in a 40-X Height and Bulk District.

              Board Comments

              iHow was it determined that the vertical addition would not be visible?  Has there ever been a fourth story vertical addition added in this district?  What is the notification area for a Certificate of Appropriateness?  Is the 16-foot setback uniformed?  Are the neighborhood design guidelines applied the same way for vertical addition?  A vertical addition could work but it needs to be less bulky.  Suggested more massing study be performed.  Suggested to make the garage door less intrusive so that it doesn’t draw a lot of attention to itself.  The Board felt the vertical addition may be too large for the existing structure and that it could pose an impact to the Liberty Hill Historic District.

It was moved by Board Member Cherny (seconded by Street) to continued this item until May 3, 2006 hearing. The vote was unanimous.

2 SOUTH PARK AVENUE (A.K.A. 544 2nd Street), the Kohler Company Building, northwest corner of 2nd Street and South Park Avenue, Block 3775, Lot 005.  Request for Certificate of Appropriateness to replace one existing wall sign with one new wall sign on each of the building’s two frontages.  Constructed in 1923, the subject property is a contributory structure to the South End Historic District, has been given a “C” rating by San Francisco Architectural Heritage, has been given a National Register Status Code 3D (Appears eligible for the National Register as a contributor to a National Register eligible district), and was included in the Planning Department's Architectural Survey of 1976. It is within the SSO (Service Secondary Office) District and a 40-X Height and Bulk District.

601 TOWNSEND STREET, The Baker Hamilton Building, bounded by Townsend Street on its north, 7th Street on its east, and King Street on its south,  Block 3799, Lot 001.  Request for Certificate of Appropriateness to install a small business sign along the Townsend Street frontage.  The subject property is Landmark No 193, is listed in the National Register, is listed in "Here Today"  (page 295), has been given an "A" rating by San Francisco Architectural Heritage, and was included in the Planning Department's Architectural Survey of 1976. It is within the M-2 (Heavy Industrial) District and a 40-X Height and Bulk District.

1 Bush Street / 523 Market Street (a.k.a. 590 Market Street), the Crown Zellerbach Complex and Site, San Francisco Landmark No. 183, north side of Market Street between Battery Street and Sansome Street, Block 290, Lots 11 and 12. Request for a Certificate of Appropriateness to legalize installed sign faces and security cameras on two existing sign cans attached to the pavilion at 523 Market Street. The Crown Zellerbach Complex and Site, designed by Hertzka & Knowles and Skidmore, Owings, & Merrill and constructed in 1959, was included in the Planning Department's 1976 Architectural Survey and designated a Landmark in 1987. It is within the C-3-0 (Downtown Office) District and a 500-S Height and Bulk District.

                                                i           At the time of the landmark designation report was there any signage?  Is there a picture of what it looked like at the time of designation?  Are there any original photos?  How far does the sign cabinet stick out from the window?  The Board felt that the sign cabinets violate the architecture.  Requested that the surveillance cameras be removed when they are no longer in use.

 

                        Board Action:

It was moved by Board Member Shatara (seconded by Street) to approve the Certificate of Appropriateness to legalize the installed sign faces and security cameras with the condition that the surveillance cameras be removed when they are no longer in use.  The vote was 5-0, Member Martinez abstained.

The Landmarks Preservation Advisory Board will consider the following actions:

 

1.      Endorse the revised 2005 Inner Mission North Cultural Resource Survey Context Statement.

2.      Endorse draft DPR 523D forms for:

a.                  Guerrero Street-Fire Line National Register eligible district

b.                  Ramona Street National Register eligible district

c.                   Hidalgo Terrace California Register eligible district

d.                  South Van Ness Avenue-Shotwell-Folsom Streets California Register eligible district

e.                  Inner Mission commercial corridor locally significant area

f.                    Inner Mission reconstruction locally significant theme

g.                  Inner Mission 1906 Earthquake Survivor theme

 

3.      Endorse the Inner Mission North Areas 1 and 2 findings consisting of California Department of Parks and Recreation Survey Forms for 593 properties within the survey area (DPR 523A, 523 B, 523D and 523L) pursuant to Article 10 of the Planning Code.

4.      Recommend the Planning Commission: endorse the Inner Mission North Cultural Resource Survey Context Statement; endorse the 7 draft DPR 523D forms; and endorse the California Department of Parks and Recreation Survey Forms (DPR 523A, 523 B, and 523L) for 593 properties within the survey areas.

                        Board Comments:

                                                i           Moses Corrette provided a summary of March 15, 2006 Board comments for Member Shatara. For the next survey area the Board suggested further revisions of the context statement.  On page 9, inquired about the period of significance.  Were the previously assessed property re-evaluated?   Suggested a complete set of the survey finding be sent to the main library.  On page 8 - Suggested narrowing down/clarifying and elaborating on the section regarding people and places. 

                                                               

                                                            Concern with the Victorian ironwork noted on the DPR form. On Hill Street there used to be many examples as well as in the Liberty Hill Historic District it is called out in Article 10 and they need a C of A for changes.  Interesting information regarding the Armory and the diverse populations to inhabit the area.  Did you address the new California Register status code in the methodology section? 

 

                        Board Action:

It was moved by Board Member Cherny (seconded by Damkroger) to adopt the resolution endorsing and recommending to the Planning Commission the Inner Mission North Cultural Resource Survey Phases II, III and IV with a change on pages 3, item #7 to insert today’s date (4/5/06).  The vote was unanimous.
