i Announced that Andrea Green’s replacement will be Sonya Banks as the Landmarks Preservation Recording Secretary.
2. PRESIDENT’S REPORT AND ANNOUNCEMENTS
On February 2, 206 the State Historic Commission will hear the nomination for the Embarcadero Waterfront Historic District – Boundaries adjusted – Music Concourse Landmark Designation Ceremony will be held with the Mayor at City Hall, February 9, 2006 at 5:30 p.m. – Requested to add Historic Preservation Fund updates to the agendas.

Assessor’s Block 0175, Lot 029 - Request for Certificate of Appropriateness to install a 23-inch tall by 84-inch wide, non-illuminated, business sign to be located within the recessed entry area, above the building’s primary entry doors, approximately 15’-6” above sidewalk grade. The subject property is a non-contributor to the Jackson Square Historic District. The site is within the C-2 (Community Business) District and a 50-X Height and Bulk District.
Board Actions:
It was moved by Board Member Martinez (seconded by Damkroger) to approve staff recommendation for a Certificate of Appropriateness. The vote was unanimous.

2400 THIRD STREET, west side between 20th and 22nd Streets. Assessor’s Block 4108, Lot 030 - Request for Certificate of Appropriateness to modify an existing Wireless Telecommunications Services (WTS) facility that would consist of adding one antenna to the south façade and slightly rotating an existing antenna on the north side. The subject property is a non-contributor to the Dogpatch Historic District, and was included in the Central Waterfront Survey (National Register Status Code 4D2). It is within the M-2 (Heavy Commercial) District and a 50-X Height and Bulk District.
Preliminary Recommendation: Approval

It was moved by Board Member Cherny (seconded by Damkroger) for a continuance until the February 15, 2006 Landmarks hearing. The vote was unanimous.

275 10TH STREET / 1350 FOLSOM STREET / 64 DORE STREET, an L-shaped lot that has frontage at the northwest corner of Folsom and Dore Streets and on the east side of 10th Street between Folsom Street and Howard Street. Assessor’s Block 3518, Lots 14, 17, and 29 -- Request by the Mayor's Office of Housing for Federal Code Section 106 Certified Local Government (CLG) Review of a proposal to demolish the three structures and construct a new structure that would contain 134 supportive housing units for homeless adults. The subject site is within an SLR (Service / Light Industrial / Residential) District and a 50-X Height and Bulk District.

Board Comments:
iThe Landmarks Board voiced concern about the loss of the resources (particularly 275 10th Street), about the quality of the project materials submitted to the Department and the Board, and about the 106 Review process in general. We were particularly concerned that preservation alternatives had not been sufficiently formulated for our review.
iThe Landmarks Board wanted to further convey to the State Historic Preservation Officer that we did not believe the alternatives for preserving parts of the site’s historic fabric had been adequately explored or documented. In devising such alternatives, the Landmarks Board believes that the entire site should be considered so that one of the buildings, or a portion thereof, can be preserved. As noted earlier, the Landmarks Board expressed particular desire to see 275 10th Street considered for preservation.
iThe Board has ongoing concerns for the historic resources located in the South of Market area. While we understand that much needed housing is being proposed for this area, we also know that there are many unrecognized resources that may be lost. To fully understand the implications of the area’s further growth, we think the citywide survey efforts should focus on this area.
Board Actions:
It was moved by Board Member Damkroger (seconded by Maley) to approve the recusal of Board Member Street. The vote was unanimous.
9.Certificate of Appropriateness Submission Requirements Update.

The Department’s current Certificate of Appropriateness application requirements will be discussed.
