B. STAFF REPORT AND ANNOUNCEMENTS
1. Director’s Report
Director Rahaim announced that a written Director’s Report for the HPC and the Planning Commission (PC) would become a regular item roughly every two weeks to give a more detail breakdown of current activities of the Planning Department. He called attention to two up-coming events: 1) The Green Connections, the work through a grant and in partnership with the SF Parks Alliance, Walk SF and Nature in the City, would meet March 10th, from 1-3 PM, and 2) a community meeting regarding the new park site that the Department has been working on at 17th and Folsom Street would meet March 11th from 3-5 PM.
2. Preservation Coordination gave a Review of Past Week’s Events at the Planning Commission.
· February 23rd, the PC elected Rodney Fong as Planning Commission President, and Cindy Woo as Vice President; the PC heard and approved the Conditional Use Authorization for Landmark 120, the St. Joseph Church
· March 1st, PC continued Supervisor Chiu’s legislation in the three phases. The PC approved the first phase per staff recommendations and minor modifications on assigned awnings, canopies, bike parking and reinstituting commercial uses through Conditional Use approval; PC also recommended and approved modifications to the TDR Program. The second and third phases of the legislation would be heard April 15th and 12th, respectively.

5. Disclosures
Commissioners Damkroger and Martinez received a letter from Nancy Shanahan, Telegraph Hill Dwellers, regarding 120 Alta Street.
6. Commissioner Comments/ Questions
Commissioner Martinez would like to 1) calendar Mills Act as part informational and part action item to discuss making Mills Act easier to work and to expedite the paper work; 2) start participating in the Soft Story Program with Department of Building Inspection (DBI); and 3) schedule an informational presentation on the Residential Design Guidelines since it has never been reviewed by the HPC. Preservation Coordinator Frye responded that on 1) Planning Staff is working with the City Attorney Office, the Assessor Office and Supervisor Wiener’s Office on amending the Mills Act and once there is something to report, would present the work to the HPC; 2) Staff is meeting with Lawrence Kornfield from DBI and would present a plan when devised; 3) Staff would make a presentation to the HPC on how Residential Design Guidelines is applied.

814-816 SCOTT STREET– east side between McAllister and Fulton Streets; Lot 017 in Assessor’s Block 0777 – Request for Certificate of Appropriateness to replace eight (8) windows at the first floor level and nine (9) windows at the second floor level of the subject building at the front (west) and side (south) facades. The subject property is a contributing building within the Alamo Square Landmark District and is located within a RH-3 (Residential, House, Three-Family) Zoning District and a 40-X Height and Bulk District.

17 ALTA STREET – south side at dead end of street, Assessor’s Block 0106, Lot 040. Request for a Certificate of Appropriateness for two-story horizontal rear addition and repair/restoration of horizontal wood siding at front facade. The subject property is a contributing structure to the Telegraph Hill Historic District and is located within a RH-3 (Residential, House, Three-Family) District with a 40-X Height and Bulk limit.
Preliminary Recommendation: Approval with conditions

ACTION: Approved with modification that the upper master bedroom windows facing east mimics the two new panes of the windows below.

INFORMATIONAL PRESENTATION ON FY2011/2012 LANDMARK DESIGNA-TION WORK PROGRAM QUARTERLY REPORT – Informational presentation by Planning Department staff on the current status of projects included in the FY 2011/2012 Landmark Designation Work Program. Informational presentation to include discussion of the third quarterly report for FY 2011/2012 and to initiate discussion of prioritization of future projects for the FY 2012/2013 Work Program.
ACTION: Information only – no action required.
