i Preservation Work Program and Budget 2006-2007.
Alicia John-Baptiste, Chief Admin. Officer:
i Presented a summary of the 2006-2007 Budget.

M. Bridget Maley:
i Addressed IT upgrade, requested following-up on Certificates of Appropriateness to ensure implementation, and suggested that more than one staff person to work on the Preservation Elements.
Courtney Damkroger:
i This is a good opportunity to improve the Certificate of Appropriateness process and tracking.
Alan Martinez:
i Suggested scheduling hearing with DBI. Performance Evaluation.
Suheil Shatara:
i DBI is a crucial key. The processing of plans takes place when there’s a historic resource or element to a building. He feels the resources need to be identified in the DBI database.
Robert Cherny:
i Asked what is the intention of the Preservation position at the Port of San Francisco.

2. STAFF REPORT AND ANNOUNCEMENT
Mark Luellen, Preservation Coordinator:
i Welcomed Sonya Banks as the Landmarks Board’s new recording secretary. Andrea Green has been the recording secretary for Landmarks since 1998 and we would like to thank her for all of her assistance.
i Tina Tam has been promoted to a Planner IV.
i The Planning Department has posted the survey position for the inner Mission north survey as well as (3) tech spec. planner positions that will close on March 3, 2006. These positions are open to the public.
i We are in the process of completing the CLG report for October 1, 2004 to September 30, 2005, we are requesting resumes from Board Members Chan, Damkroger, Maley, Martinez and Street.
i The Statement of Economic Interest workshop will be held on March 3, 2006 at City Hall. These forms are due on April 3, 2006 at the Ethics Commission office.
i CPF conference will be held in Sacramento on April 20-22, 2006.
Neil Hart, Chief of Neighborhood Planning:
i Thanked Andrea Green for being the recording secretary since May 6, 1998. She has been very supportive.
i Everyone who applies for the four positions must meet the Secretary of Interior’s professional qualification standards.
3. PRESIDENT’S REPORT AND ANNOUNCEMENTS
M. Bridget Maley:
i Ceremony was held at City Hall for the landmark designation of the Music Concourse.
i There’s a issue with Balboa High School remodeling which is a landmark. Need to schedule a meeting with S.F.U.S.D. to do a informational presentation regarding the project.
4. MATTERS OF THE BOARD
Alan Martinez:
i Stated that it was hard to determine the size of the equipment.
Suggested that future submissions provided larger photos.
Suheil Shatara:
i He had the privilege of touring the old Emporium building. He was impressed with the restoration work. They are willing to give the Board a tour if interested.
Robert Cherny:
i He stated that the language used to describe the Dome set off a warning signal. He asked was there significant changes to the Dome?
Johanna Street:
i She stated that the craftsmanship of the Dome is very impressive.

- LANDMARKS WORK PROGRAM 2005-2006 UPDATE
Mark Luellen, Preservation Coordinator:
i Received a draft on the Ashbury project. He is in the process of reviewing and it should be on the first agenda in April.
- HISTORIC PRESERVATION FUND COMMITTEE UPDATE
Board Member Alan Martinez:
i The goal is to write and issue the first RFP in March. Specificity a general notice of the availability of funds to scope the project and preservation and writing specification for the IT component.

- COMPREHENSIVE SURVEY UPDATE
Mark Luellen, Preservation Coordinator:
i This fiscal year 2005-2006), the Planning Department has received line item funding from the Broad of Supervisors to identify areas in San Francisco to be surveyed under the Department’s Citywide Cultural Resources Survey Program (Citywide Survey). The priority of the program is to generate historical documentation of the neighborhoods and the individual buildings located within the Market and Octavia Area Plan, as well as develop historical contexts that will ultimately be used to evaluate significance and inform the planning process. The Planning Department is seeking the Landmarks Preservation Advisory Board’s comments on the scope of work and the adoption of a resolution on the proposed project outline and proposed scope for request for proposal. This item is a follow up to the Review and Comment hearing at the December 21, 2005 hearing.

M. Bridget Maley:
i In terms of refocusing the funds from 2005-06 to Market and Octavia area, how will this impact the area plan? Suggested outlining or breakdown the roll of the volunteer or asked the consultant to define that roll.
Alan Martinez:
i Suggested prioritizing projects until the surveys are completed. He questioned who would be responsible for the relationship with the neighborhoods.
Courtney Damkroger:
i If the surveys have not been completed and projects proposed within the area plan process, the individual property can be evaluated as part of environmental clearance. How will the selection for the consultant be made?
Johanna Street:
i She questioned how much this will cost.

- The Planning Department is seeking the adoption of a resolution on the proposed project outlined for the Comprehensive Survey and proposed scope of work for the request for proposal.

2400 THIRD STREET, west side between 20th and 22nd Streets. Assessor’s Block 4108, Lot 030 – Request for Certificate of Appropriateness to modify an existing Wireless Telecommunications Services (WTS) facility that would consist of adding one antenna to the south façade and slightly rotating an existing antenna on the north side. The subject property is a non-contributor to the Dogpatch Historic District, and was included in the Central Waterfront Survey (National Register Status Code 4D2). It is within the M-2 (Heavy Commercial) District and a 50-X Height and Bulk District. (Note: Continued from February 1, 2006) Application Withdrawn no action required.

Assessor’s Block 58, Lot 1 – Request for Certificate of Appropriateness to install HVAC equipment on the roof of San Francisco Landmark No. 114, the Belt Line Railroad Roundhouse, a former industrial building that contains approximately 20,000 square feet of office space. The subject property is located on San Francisco Port property, is located in a C-2 (Community Business) Preliminary Recommendation: Approval with Conditions.

Board Action: After hearing public comment, it was moved by Board Member Damkroger (seconded by Cherny) to recommend approval of the Certificate of Appropriateness with conditions (smallest HVAC with least visibility, historical plague, color, digital computer model). The vote was unanimous.

326 & 328 Lexington Street, west side between 20th and 21st Street. Assessor’s Block 3609, Lot 048 – Request for Certificate of Appropriateness to construct new stairs and a rear deck that is approximately 12 feet above grade. The Subject property is a contributory/compatible street to the Liberty Hill Historic District and is within an RH-3 (House, Three-Family) District and a 40-X Height and Bulk District.
