1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Planning Staff:

i Today, August 3, 2005 at 1:00 p.m. the Land Use Committee will hear the landmark designation for 1110 Taylor Street.

i Thelandmark designation for 900 Innes Street has been continued from the August 11th due to the cancellation of the commission hearing for that day and is now scheduled to be heard on September 2nd.

i There will be a public meeting to review proposed changes to the State Historic Building Code on August 26th from 1:30 to 3:00 p.m. at 1660 Mission Street, Room 200.

i The Planning Department mailed out notification on the Notice of Hearing on the Landmark Designation Work Program, which is scheduled for Wednesday, August 17th. The notification will out to all the neighborhood organizations.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

She shared with the other Board Members several letters that she received concerning the Doyle Drive project. She suggested that a LPAB Member should attend the State Historic Building Code meeting because she will be out of town and unable to attend.

3. MATTERS OF THE BOARD

i She announced the tentative date for the dinner honoring Neil Hart's service to the landmarks board. (Wednesday, August 17th at 6:00 p.m.) She extended an invitation to the public if they wanted to attend. She requested that everyone RSVP their ability to attend with Andrea Green or Mark Luellen.

4. 2004.0924A (M. LUELLEN: 415/558-6478)

843-847 MONTGOMERY STREET, west side of the street between Jackson and Pacific Streets. Assessor's Block 176, Lots 3 and 3A - Request for Certificate of Appropriateness to remove and replace the ground floor storefront and add two additional floors and two stair penthouses to the building's roof that will be set back from the façade. The building would be converted into a 13-unit condominium building with approximately 3200 gross square feet of retail space. New window openings are also proposed on the south and west elevation of the historic building. The subject property is within the Jackson Square Historic District, is zoned C-2 (Community Business) District and is in a 65-X Height and Bulk District. (Note: Continued from January 5, 2004 Hearing)

i It was requested that the entire LPAB Members attend a tour of the proposed site. Questioned if the fire department and DBI had review the project to make a determination about excess of the bedroom windows? Questioned what happened to the cooper and do you have an example of the limestone? What treatment will be used on the brick and stone on the façade? Will the masonry be disturbed and are you striping the graffiti and will the sign be removed? Recommended that the sponsors do extensive testing when dealing with masonry and striping. What is the relationship between the proposal and height limit? What is the situation with the open space, it looks like all the open space is private. Questioned if the penthouse would be an exemption? How will the structural system work? Why did the project sponsor choose to use limestone over cooper?

#1 It was moved by Board Member Street (seconded by Skrondal) to continue the Certificate of Appropriateness for 843-847 Montgomery Street to August 17, 2005 hearing. The vote was unanimous.

355 9th AVENUE, Richmond Branch Carnegie Library, situated on a large, mid-block and through lot on 9th Avenue between Clement and Irving Streets. Assessor's Block 1441, Lot 007 - Request for Certificate of Appropriateness to renovate the existing branch library and to construct an addition on the north and south elevation. The project also includes site improvements, seismic upgrades and accessibly work. The subject property was designated Landmark 247. It is zoned Public (P) and is in an Open Space (OS) Height and Bulk District.

3635 20TH STREET, south side between Guerrero and Valencia Streets, Assessor's Block 3608, Lot 69 - Request for a Certificate of Appropriateness for replacement of several existing windows, the creation of new window openings along the side, east elevation and at the rear, and the installation of flush-mounted solar panels on the roof. The subject two-unit Italianate style residence is a contributory building in the Liberty Hill Historic District, is listed in the Here Today survey and the 1976 Architectural Survey; it is zoned RH-3 (House, Three-Family) and is in a 40-X Height and Bulk District.

201 SANSOME STREET, northwest corner of the intersection with Pine Street. Assessor's Block 260, Lot 5 - Request for a Certificate of Appropriateness to permit the restoration of two historic entrance doorways on the ground floor of the Pine Street facade on this 11-story-over-basement, steel frame, brick-clad, Georgian revival, former office building, built in 1907. The subject building is San Francisco Landmark No. 160 (The Royal Globe Insurance Building), is a Category I Building in the Pine-Sansome Conservation District. and is in a C-3-O (Downtown, Office) Zoning District, and a 150-S Height and Bulk District.

9TH AND JESSIE STREETS. west side between Market and Mission Streets, Lots 26, 27, and 13 in Assessor's Block 3508 - Request by the Mayor's Office of Housing for Federal Code Section 106 Certified Local Government (CLG) Review of a proposal to build a 12-story, 107-unit senior housing facility. The subject property is in a C-3-G (Downtown, General) Zoning District, and a 120-X Height and Bulk District. (Note: Item is continued from the July 20, 2005 Landmarks Board Hearing.)

Board Comments:

iLike the direction the project is going, suggested simplifying the9th Street façade and the upper stories. Recommended focusing on the base of the building. Suggested using the terracotta at the base and the roof deck to be used. Board members are now comfortable with the status of the other three buildings.

9. 2003.0347E (R. AHMADI: 415/558-5966)

MARKET AND OCTAVIA NEIGHBORHOOD PLAN. Public Hearing to assist the Landmarks Preservation Advisory Board to prepare comment letter on the Draft Environmental Impact Report. The project area is located in the central city neighborhoods along Market Street from about 9th Street to the east to Noe Street to the west, north along the former Central Freeway alignment at Turk Street, and south along Howard and Sixteenth Streets. The project site encompasses about 85 city blocks. The proposed neighborhood plan would reclassify the existing zoning from Residential (R), Neighborhood Commercial Districts (NCDs), Heavy Commercial (C-M), and Downtown General Commercial (C-3-G) Districts to Residential Transit Oriented (RTO), Neighborhood Commercial Transit (NCT), and Downtown Residential (DTR) Districts. It would also increase height limits in certain areas and reduce the existing height limits in other areas. The proposed zoning and height reclassifications would increase the potential for residential development in the area. NOTE: The Draft Environmental Impact Report (EIR) was published on June 25, 2005. The Planning Commission will hold a public hearing to receive comments on the adequacy, accuracy, objectivity and completeness of information in the Draft EIR on July 28, 2005. This hearing is intended to assist the Landmarks Board such that the Board may prepare written comments on the Draft EIR to submit to the Planning Department. Written comments on the Draft EIR will be accepted at the Planning Department until 5:00 p.m. on Tuesday, August 9, 2005.

i Recommended abetter analysis of the impact on the resource in terms of the height limit changes. Suggested a potential map that provided the net change for each area in terms of height change. Asked if the staff was relying on a 20 year-old survey data? Height limit

88 5TH STREET, Old San Francisco United States Mint, Assessor's Block 3704, Lot 011, bounded by Mint Street on the north, 5th Street on the east, Mission Street on the south and Jessie Street on the west – Informational Presentation on a proposed project that would rehabilitate the existing historic structure into the City History Museum with secondary uses being retail, restaurant and offices. The existing building will be retained, and generally, the historic building envelope will not be expanded; however, additional square footage and an additional story will be added within the existing courtyard, and a glass roof would be installed over the court yard to protect the exhibits and activities below. The subject building was designated as San Francisco Landmark No. 236. It is zoned P (Public Use) District and is in a 40-X Height and Bulk District. The Old Mint constructed between 1869 and 1874, its history is has had various uses and has been vacant since 1994.
