843-847 MONTGOMERY STREET, west side of the street between Jackson and Pacific Streets. Assessor's Block 176, Lots 3 and 3A. The project proposes to remove and replace the ground floor storefront and add two additional floors and two stair penthouses to the building's roof that will be set back from the façade. The building would be converted into a 13-unit condominium building with approximately 3200 gross square feet of retail space. New window openings are also proposed on the south and west elevation of the historic building. The subject property is within the Jackson Square Historic District, is zoned C-2 (Community Business) District and is in a 65-X Height and Bulk District. Request for the Architectural Review Committee to review and comment on proposed surface materials for the addition's exterior. The project was approved at the August 17, 2005 Landmarks Board hearing.

  • Agrees with darker color for material with staggered running bond to match the brick. Suggested choosing the color with the least variation in color with the tile.

851 BEACH STREET (aka 900 NORTH POINT STREET), Ghirardelli Square, at the corner of Larkin and North Point Streets. Assessor's Block 452, Lot 1 - Request for Certificate of Appropriateness to convert most of the upper floor spaces in the Clock Tower, Mustard, Cocoa, Chocolate, and Pioneer Woolen Mills buildings to hotel use while retaining the retail use of most street and plaza level spaces. Removal of roof top equipment. The project also includes the stairs, upper deck, and a portion of the plaza contiguous to the north elevation of the Clock Tower, Mustard, and Cocoa buildings. The subject property is a complex of brick buildings covering an entire block, constructed between 1859 and 1922. Notable structures include the 1859 Woolen Mill, the 1916 Clock Tower, and the 1926 Ghirardelli sign. The building is Landmark No. 30, listed on the National Register of Historic Places, listed in Here Today, included in the 1976 Architectural Survey, is zoned C-2 (Community Business) District and is in a 40-X Height and Bulk District.

iSuggested keeping the color scheme and metal work and to avoid gutting the building as much possible.

Board Action:

It was moved by Board Member Chan (seconded by Street) to recommend approval of the Certificate of Appropriateness based on staff's recommendation and adding to finding maintaining something similar and  no chrome .

5. 2005.0717A (A. LIGHT: 415/558-6254)

1010 GOUGH STREET, northeast corner of intersection with Eddy Street. Assessor's Block 737, Lot 9 - Request for a Certificate of Appropriateness for restoration work on Landmark No. 111, the Family Service Agency building. Restoration work includes replacement of some non-original windows with new window sash and doors matching the original design by Bernard Maybeck, as well as the restoration of parapet crenalations and balusters. The subject property is zoned in an RM-4 (Residential, mixed, high-density) District, and an 80-B Height and Bulk District.

Preliminary Recommendation: Approval

6. 2004.1220A (A. LIGHT: 415/558-6254)

500 VAN NESS AVENUE, northeast corner of intersection with McAllister Street. Assessor's Block 766, Lot 6 - Request for a Certificate of Appropriateness to legalize a corner entrance vestibule, awnings and signage that were installed in some cases without either proper Planning Department and Landmarks Board review, or proper building permits. Alterations include several large blue awnings with signage, wall signage, and a glass infill of the corner recessed entry. The subject property is a contributor to the Civic Center Historic District, is zoned in a C-2 (Community Business) District, and a 70-X Height and Bulk District.

Preliminary Recommendation: Partial Disapproval, partial approval with Conditions

700 MONTGOMERY STREET (586 WASHINGTON STREET), north side of Washington Street, also fronting on both the east side of Montgomery Street and the west side of Hotaling Place. Assessor's Block 196, Lot 8 - Request for a Certificate of Appropriateness to construct an elevator penthouse and roof deck with windscreen as part of a project to convert the upper two levels of the subject three-story building from office use to 12 residential units. The subject property is comprised of four formerly separate three-story, office buildings with ground floor retail built in 1907 and later merged together as one structure. The subject property is a Contributory Building to the Jackson Square Historic District (the western-most portion of the property is San Francisco Landmark No. 212), is zoned C-2 (Community Business) District and is in a 65-A Height and Bulk District.

Permit to Alter

450 SUTTER STREET, north side between Powell and Stockton Streets. Assessor's Block 3707, Lot 33 - Request for a Permit to Alter to replace deteriorated original steel frame casement windows with new aluminum casement windows matching the original windows in profile and appearance. The subject property is a 26-story, steel frame, terra-cotta clad office building built in 1929 and designed by Timothy Pfleuger. It is a Category I Building within the Kearny-Market-Mason-Sutter Conservation District, has been determined eligible for separate listing on the National Register of Historic Places, and is in the C-3-R (Downtown, Retail) Zoning District, and an 80-130-F Height and Bulk District.

Replace terracotta in-kind where possible. Prefer terracotta instead of cast stone. Suggested keeping a couple of the windows on display. The proposed new windows profiles are close around the edge like the original windows.

Permit to Alter Design Update

9. 2004.0953A (A. LIGHT: 415/558-6254)

74 NEW MONTGOMERY STREET. west side of street between Market and Mission Streets, Assessor's Block 3707, Lot 33. The Project Sponsor is returning to the Landmarks Preservation Advisory Board to present design details for the project, including materials for a proposed penthouse addition, ground level alterations, and window sash restoration/alteration/replacement on this existing seven-story commercial office building being converted to residential units, with ground level retail remaining. With the Landmarks Board's advice, a Permit to Alter was approved by the Planning Commission on May 5, 2005. As a condition of approval requested by the Landmarks Board, the Planning Commission has required that the Project Sponsor return to the Landmarks Board for advice on above-mentioned final materials and exterior alteration details. The subject property is located in a C-3-O (Downtown, Office) Zoning District, as well as 150-S and 300-S Height and Bulk Districts.

Encourage the project sponsor to do a window survey. If the windows are replaced, suggested doing a mock up to be reviewed by planning staff. Paint should not be intrusive, suggested slightly darker in color.
