i He welcomed newly appointed Board Member Johanna Street to the LPAB.
i The Planning Commission will hear the landmark designation for 110 Taylor Street on April 12, 2005.
i The LPAB will h old its election of officers at the next hearing.
i The planning staff attended the APA Annual Conference held in San Francisco.

THE EMPORIUM BUILDING. Discussion and comment on the status of the Emporium Project with respect to historic features, including a presentation by the project developer on the reconstruction of the front sixty-five foot (65') of the top three floors of the Emporium Building's former office tower.

40-44 FAIR OAKS STREET, west side between 21st Street and 22nd Street, Block 3618, Lot 044 - Request for a Certificate of Appropriateness to construct two small additions. Constructed in 1888, this three-family structure was originally a single-family house designed in the Stick style; it has since been altered with the removal of the original finish and detailing, and the addition of Mission Revival detailing. The subject property is a "Potentially Contributory" structure to the Liberty Hill Historic District and is within the RH-3 (House, Three-family) District and a 40-X Height and Bulk District.

The subject Stick-Eastlake style single-family residence is a contributory building in the Dogpatch Historic District; it is zoned RH-2 (House, Two-Family) and is in a 50-X Height and Bulk District.

Assessor's Block 0777, Lot 020 - Request for a Certificate of Appropriateness to construct a new garage on the ground floor of a two story-over-basement, wood frame, two-family residential building built in the late 19th century. The subject property is an Eastlake Stick style, contributory building in the Alamo Square Historic District and is listed in the City's 1976 Architectural Survey. The property is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District.

900 INNES AVENUE, northeast side between Griffith and Winters Point Boulevard. Assessor's Block 4646 and Lot 007 – The proposal is to designate the property as City Landmark No. 250. On August 25, 2004, the Board of Supervisors adopted Resolution No. 553-04, initiating the designation of 900 Innes Avenue as a City Landmark. On October 6, 2004, the Landmarks Preservation Advisory Board adopted Resolution No. 582, that did not make a recommendation to the Planning Commission on the proposed designation, but rather, recommended that a full Landmarks Designation Report be developed and recommended that the Planning Commission refer the case back to the Landmarks Board when a designation report was developed. The purpose of this hearing is to facilitate the formulation of the Landmarks Preservation Advisory Board's comments on the merits of the prepared Landmarks Designation Report and to prepare written comments for the Commission's consideration if the Board so chooses.

Board Comments:
The front façade should be preserved. It is not clear how much of this building exist. Recommended to minus the front appendix (footprint). Suggested the year to the same as the sandborn map. The Board feels the building does not have integrated because none of the windows are original. The building retain substantial integrated of location, design, setting, exterior material, workmanship, feeling and association – suggested crossing out the word substantial, setting, material and other elements did not have integrate of materials, the only remaining dwelling, criterion A and C - keep location, design, feeling and association, workmanship, front façade and siding . Questioned the door was original and if there was any evidence of decorative ship molding? Recommended forwarding the LPAB comments to the Planning Commission.

Kennedy Drive, plus a perimeter of land around the drives. Assessor's Block 1700, Lot 1. Review, comment and consideration of and decision to send a letter to the Arts Commission regarding the statue of Leonidas. (MARTINEZ)
