Planning Department’s Information Technology Director Brian Smith
1. Presentation of the New Property Information Map - He gave a brief account on how the partnership of ERSI and Amazon had allowed the Planning Department’s contract license agreement with ERSI that helped publish the Department’s data to the website for internal and public use. He showed the Commissioners how the New Property Information Map works and received feed- back from them.

Preservation Coordinator Frye gave a monthly status report on Golden Gate Park Article 10 Designation. The work included re-examining documentation of the National Register Nomination Form and researching significance and integrity related to WPA era properties within Golden Gate Park. He will report back to the Commission again on 6/15/11.

2. President’s Report and Announcements
President Chase attended the California Foundation Annual Meeting and Conference in Santa Monica. He briefly described development of surveys and noted that citywide survey was being embraced by a number of cities around the country.

Commissioner Damkroger responded to the emails from Peter Lewis and Lucia Bogata regarding the Inner Mission North Survey.

Fee Revisions and Adjustments – Review and Comment on amendments to Planning Code Article 3.5 to (1) place a cap on the initial fee amount at no more than 50% of the estimated construction cost of the project when applying for a Commission or Zoning Administrator Hearing Application (conditional use or variance, including Downtown Applications), certificate of appropriateness, or a building permit application and (2) adjust fees based on the Controller’s annual two-year average consumer price index (CPI).

Fee Revisions and Adjustments – Review and Comment on amendments to Administrative Code, Article IV, Section 31.22(12)(3) Basic Fees to include language that the fees are subject to the Controller’s annual adjustment based on the two-year average consumer price index (CPI) and adjust fees based on this CPI rate.

Glen Park Community Plan - Commission Review and Comment on the Draft Environmental Impact Report for the Glen Park Community Plan, which covers a plan area bounded generally by Chenery Street; Roanoke Street; San Jose Avenue, Calvert Drive, and Bosworth Street; and Elk Street. The plan would require amendments to the San Francisco General Plan as well as changes to use and height and bulk controls in the San Francisco Planning Code. The plan also includes policies for transportation and infrastructure improvements. Nine properties within the plan area were determined to be eligible for the California Register, including the Glen Park BART Station. This public hearing is intended to assist the Commission in its preparation of comments on the Draft Environmental Impact Report (DEIR). Comments made by members of the public at this hearing will not be considered comments on the DEIR and may not be responded to in the Final EIR (FEIR). The Planning Commission will hold a public hearing to receive comments on the DEIR on June 2, 2011. Written comments on the DEIR will be accepted at the Planning Department until 5:00 p.m., June 13, 2011.

NOTE: The Commission concurred with the findings in terms of properties which have been found to be eligible for historic resources. HPC comments will be forwarded to the Planning Commission.

8. Identification and Delegation of Administrative Certificates of Appropriateness for individual landmarks and all buildings within landmark districts regulated under Article 10 of the Planning Code to the Planning Department pursuant to City Charter Section 4.135.

ACTION: Approved with changes that the Commission made under 4a, 4b.i regarding the percentages of window replacement. For serial permitting, any window replacement of the same property under 20% done within a 5-year period will be administratively delegated to staff. Staff would return within a year to the Commission for review and to determine that the delegation of Administrative Certificates of Appropriateness to staff has worked appropriately.

INNER MISSION NORTH HISTORIC RESOURCE SURVEY - Consideration to adopt, modify, or disapprove the findings of the historic resource survey - The survey consists of: field survey information for approximately 2,009 individual properties; historic resource/non-resource evaluations for approximately 1,745 individual properties that are at least 50 years of age; and historic district evaluations of 13 areas that contain significant groupings of historic contributors. The study area covers approximately 30 square blocks and includes the northwest portion of the Mission Area Plan and a small portion of the Market & Octavia Area Plan. The general boundaries of the study area are: Duboce Avenue and Market Street to the north; 20th Street to the south; Folsom Street and Shotwell Street to the east; and Dolores Street to the west.
Preliminary Recommendation: Adopt the Inner Mission North Historic Resource Survey.
SPEAKERS: Peter Lewis, Co-President of Mission/Dolores Neighborhood Association, asked for continuance on the proposed survey adoption; Lucia Bogata, Co-President of Mission/Dolores Neighborhood Association and resident of 20th Street, related her personal perception of 20th Street.
ACTION: The Commission continued the adoption to June 1, 2011. Public hearing remained open. Commissioner Martinez requested a copy of the map that showed the 200 properties identified as potential contributors.

Request for Review and Comment on the nomination of the San Francisco Public Library North Beach Branch (A.K.A. North Beach Library) to the National Register of Historic Places. The subject property is located within a P (Public) District and an OS (Open Space) Height and Bulk District.

4th ACTION: Motion to forward a letter to SHPO that the Commission had considered several motions for and against the nomination of the San Francisco North Beach Branch Library to the National Register of Historic Places and could not reach consensus – all motions had failed.
