Richard Fong: Concerns about the Chinatown YMCA. Would like to request landmark information for 855 Sacramento Street.
REPORTS
1. STAFF REPORT AND ANNOUNCEMENTS

i The Director signed the Certificate of Appropriateness for the Belli Building that was recently reviewed by the Board. It was found that the roof deck was in conflict with the variance application therefore the roof deck design for the project was not approved.
i The landmark designation for St. Brigid’s Church will be heard tomorrow at the Planning Commission hearing.
i The National Register nomination for the Port will be going to the State Historic Commission the first week in February.
i It is with great sadness that Winslow Hasting will be leaving the Planning department in November.

She requested the status on the Landmarks Board minutes.

4. ARCHITECTURAL REVIEW COMMITTEE BYLAWS, The Board will consider an
amendment to the bylaws to establish a three member Architectural Review Committee.
Action:
It was moved by Board Member Cherny (seconded by Skrondal) to continue the Architectural Review Committee Bylaws. The vote was unanimous.

5. LANDMARK DESIGNATION WORK PROGRAM 2005-2006, continued discussion to establish the Landmark Designation Work Program for Fiscal Year 2005-2006. A working session to update the List of Potential Landmark Designations, and to identify up to eight sites for the Landmarks Preservation Advisory Board’s consideration of initiation of landmark designation. (Note: Continued from the August 17, September 21 and October 5, 2005 Landmarks Board hearings.)

iHow to you pick between the necessary projects? Suggested some smaller district where the resident themselves have put together the information may be more feasible. Are there proposed boundaries for these districts and how do they compare with the surveyed districts? It may be good to add a district to our list and pair up a Board Member with that project. There is a big distinction between the survey and historic district. Is creating a historic district going to be a part of the survey?

900 MINNESOTA STREET, Public Hearing to assist the Landmarks Preservation Advisory Board to prepare comment letter on the Draft Environmental Impact Report. The proposed project would include the development of approximately 142 residential units, approximately 6,300 gross square feet (gsf) of office space, about 2,100 gsf of café space, and a 168-space underground parking garage on an approximately two-acre site in San Francisco’s Central Waterfront district. The project site is located on the northern half of the 900 block of Minnesota Street, between 20th and 22nd Streets, at the street addresses of 900, 910-12 Minnesota Street and 833 Indiana Street (Assessor’s Block 4106; Lot 27). The project site, which is currently unoccupied, consists of six buildings totaling approximately 144,000 square feet; a surface parking area; and three gardens and other landscaping, that make up the C. Schilling & Co. Wine Cellars complex, a contributor to the Dogpatch Historic District. The site was most recently the headquarters of the Esprit de Corp. clothing company. The proposed project would be developed through adaptive reuse of two large brick buildings, demolition of four structures, and new construction. The portion of the project site for which new development is proposed is within an M-2 (Heavy Industrial) District, and the southwestern portion of the site is within an RH-3 (Residential, House Three-Family) District. The site is also located within the Central Waterfront Better Neighborhoods Plan Area, and the Dogpatch Historic District. NOTE: The Draft Environmental Impact Report (EIR) was published on September 17, 2005. The Planning Commission will hold a public hearing to receive comments on the adequacy, accuracy, objectivity and completeness of information in the Draft EIR on October 21, 2005. This hearing is intended to assist the Landmarks Board such that the Board may prepare written comments on the Draft EIR to submit to the Planning Department. Written comments on the Draft EIR will be accepted at the Planning Department until 5:00 p.m. on Tuesday, October 25, 2005.
Board Comments:
· The Board felt that the results of Alternative B: Preservation Alternative as presented on page 97, was difficult to understand because there were no graphics. An illustration showing how this alternative would result in approximately 70 residential units is needed.
· The Board recommends that the project include a publicly accessible interpretive display prepared by a professional exhibit designer and historian. The Board felt that the display should also include historical information about the four buildings proposed for demolition that are currently listed as contributory resources to the Dogpatch Historic District and didactic materials including the history of the C. Shilling & Co. Wine Cellars.
· The Board felt that the project’s name, “The Cooperage” is misleading because the actual cooperage building is proposed to be demolished.

24 HILL STREET, north side between Guerrero and Valencia Streets. Assessor’s Block 3617, Lot 53 – Request for a Certificate of Appropriateness to remove existing second entry, create new window openings at side and rear elevations, to remove utility room at rear and to construct a parking pad along side of residence. The subject Italianate-style residence is a contributory building in the Liberty Hill Historic District, is listed in the Here Today survey and the 1976 Architectural Survey; it is zoned within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District.

iHow wide is the opening of the existing gate? Is there a clear picture of the house? How many cars are going to be able to fit into the space? There are a couple of windows that need replacing. There is a lot of interior demolition. Do not see a picture of the spacing of the old historic fence and there is not enough information about the fence. Are there two gates? How old is the iron fence? Feels that this is a great project
Action: It was moved by Board Member Street (seconded by Cherny) to approve the Certificate of Appropriateness. The vote was unanimous.
