REPORTS

 

1.         STAFF REPORT AND ANNOUNCEMENTS

 

Mark Luellen,

Planning Staff:

                                                i        Welcomed Courtney Damkroger to the Landmarks Board.

i         The department recently hired Rachel Force as a intern to work on the citywide comprehensive survey team.  She will attend the next hearing on December 21, 2005 to give a informational presentation on the inner Mission North survey as well as the outline on the comprehensive survey.

i         On December 16, 2005 there will be a special joint hearing with the Landmarks Board and the Mayor Council on Disability at 12:30 in Room 250.

i         Cancellation of the January 4, 2006 hearing.  The next scheduled hearing will be on January 18, 2006 at that time there will be election of officers.

i         Today at 1:00 p.m. there will be a Land Use Committee @ St. Bridget.

 

                        2.         PRESIDENT'S REPORT AND ANNOUNCEMENTS

President:

                                                i        Reiterated on Katherine Howard’s comments regarding the Music Concourse.

                                                i        She attended a meeting with Board Member Street, regarding 230 Jones Street.

i            Announced the Holiday gathering on December 16, 2005 @7:00 p.m. at his home.

 

4.        LANDMARKS WORK PROGRAM 2005-2006 UPDATE

                        Planning Staff:

i         Within your packets there is a copy of the work program we have assigned a staff member to each of the potential designations and staff will write draft notification letters.  We have received a draft notification for 557 Ashbury Street.  It is in the process of being reviewed and should be on the calendar in January.

i         The thought behind the work program is to team a staff member, a community member and a board member with each of these sites.  Recommended scheduling a hearing with DPW.

The Board will consider member appointments and an alternate to the three members Architectural Review Committee.

 

Action:            It was moved by Member Cherny (seconded by Street) to recommend approval of the Architectural Review Committee. The vote was unanimous.

      Certificate(s) of Appropriateness

Matt Snyder, Preservation Staff

130 Townsend Street, on the north side of the street at Stanford Street.  Assessor’s Block 3788, Lot 008 – Request for Certificate of Appropriateness to replace glazing and framing within the existing window openings, to replace the front door and sidelights, as well as add a new canopy, light fixtures, and signage to the building’s façade.  The subject property is designated “contributory-altered” to the Southend Historic District and is within the SSO (Service Secondary Office) District and a 50-X Height and Bulk District.

            Board Comment(s)

                        i         Concerned with the structure, windows, roof and material to be used.

 

Action:            It was moved by Member Cherny (seconded by Street) to recommend approval of the Certificate of Appropriateness with condition to remove the original primary sign from over the door and install the blade sign as the primary sign.  The project sponsor will work with staff on the final design of the blade sign and the sign being no more than 16 sq. ft. and allow secondary sign.  This was a unanimous vote.

ITEM #7 IS BEING PROPOSED FOR A CONTINUANCE TO DECEMBER 21, 2005.

      Matt Synder, Preservation Staff

      900 Minnesota Street, C. Schilling & Co. Wine Cellars Complex, the northern portion of the City block bounded by 20th Street, Minnesota Street, 22nd Street and Indiana Street.  Assessor’s Block 4106, Lot 027 – Request for Certificate of Appropriateness to demolish four structures, partially demolish and rehabilitate a fifth structure, alter and rehabilitate a sixth structure, and construct six new structures; the resultant project would include up to 142 dwelling units, approximately 168 off-street parking spaces, approximately 6,300 square feet of office space, and approximately 2,100 square feet of restaurant / commercial use, configured around two inner courtyards.  The subject property is contributory to the Dogpatch Historic District and is within the M-2 (Heavy Industrial) District and a 50-X Height and Bulk District. 

                        Preliminary Recommendation:  Approval

Action:            It was moved by Member Shatara (seconded by Cherny) to recommend approval for the proposed continuance until December 21, 2005.       The vote was unanimous.

      8.               2005.0908A

                        Adam Light, Preservation Staff

                        130 Sutter Street, north side between Montgomery and Kearny Streets, in Assessor’s Block 288, Lots 27 and 30 – Request for a Certificate of Appropriateness to subdivide a ground level retail space into two spaces, and relocate non-historic signage as appropriate.  Minor changes to the non-original store front system are proposed to accommodate the subdivision.  The subject building is Landmark No. 37, “The Hallidie Building”, an eight-story-over-basement steel frame office building with a front glass curtain wall and masonry sidewalls, and is in the C-3-0 (Downtown, Office) District, and an 80-130-F Height and Bulk District.

                        Preliminary Recommendation:  Approval

Action:            It was moved by Member Cherny (seconded by Martinez) to recommend approval of the Certificate of Appropriateness subject to staff approval of the revised drawing.   The vote was unanimous.
