1. STAFF REPORT AND ANNOUNCEMENTS

- Briefly responded to comments made by members of the public regarding 465 Hoffman Street, the Old Mint, and the Emporium Building.
- Responded to an inquiry made by Board Member Maley regarding whether a photograph can be included in the environmental notification.
- On July 26th , the Land Use Committee recommended to the full Board of Supervisors, landmark designation of the James Lick Baths, the Sunset Carnegie Library. On August 9th, the Land Use Committee will hear landmark designations for the Mission Carnegie Library and the Laguna Honda Muni Station.
- The September 15th Landmarks Board hearing will be cancelled due to Rashashna (the Jewish New Year).
- Gave an update on the budget process. The budget was adopted by the Board of Supervisors on July 27th. He announced receipt of his layoff notification.
2. PRESIDENT'S REPORT AND ANNOUNCEMENTS
Tim Kelley:
- Expressed regrets regarding Neil's employment situation.
- Attended a ceremony dedicating the Redstone Building Labor Temple Landmark, July 31, 2004.
3. MATTERS OF THE BOARD
Paul Finwall:
- Commented on the Emporium Building and the Jewish Museum.
- Requested the Board agendize discussions on how to deal with issues such as what's happening with the Emporium Building and the Jewish Museum.
Bridget Maley:
- Reported back on an issue regarding the proposed work at Stern Grove.
- Commented that a member of the public asked her about the project at 212 Union Street. She would like the Staff person for this project to give her call.
Robert Cherny:
- Explained copies of two personal letters he distributed to the Landmarks Board (one regarding the National Register Nomination for Golden Gate Park; and one regarding the Lincoln Highway Special Resource Study and Environmental Assessment done by the National Park Service).
Suheil Shatara:
- Commented on the Emporium Building and the Jewish Museum.

March 17 - No quorum.
June 2 - It was moved by Vice President Skrondal (seconded by Maley) to adopt the draft action. The vote was unanimous (Cherny, Finwall, Kelley, Maley, Shatara and Skrondal; absent: Dearman, Kotas and Samuels).

990 POLK STREET, at the southeast corner of the intersection of Geary and Polk Streets. Assessor's Block 0716, Lots 6 and 7 - Request for Section 106 Review - The Mayor's Office of Housing (MOH) has recently recommended federal funding for a proposal from Geary Senior Housing, INC. for a new development of 110 units of affordable housing known as 990 Polk/Geary Development. The undertaking is eligible for Federal funds from the U.S. Department of Housing and Urban Development (HUD) through the Section 8 Program. At this time, MOH is seeking comments on the Findings of Effect. The Landmarks Preservation Advisory Board will, as a consulting party in the Section 106 review process, review and comment on the Findings of Effect, as described in the letter dated May 6, 2004.

690 MARKET STREET, The Old Chronicle Building, northeast corner of intersection with Kearny Street. Assessor's Block 311, Lot 6. Request by Project Sponsor for Landmarks Board review and approval of revisions to the Old Chronicle Building Landmark Designation Report as required by Condition of Approval No. 1 under the Landmarks Board's Landmark Designation Resolution No. 570 and the Planning Commission's Landmark Designation Resolution No. 16751. The subject property has been conditionally designated by the Board of Supervisors as San Francisco Landmark No. 243. The property is located in a C-3-O (Downtown, Office) Zoning District, the Downtown Housing Demonstration Special Use District, and a 285-S Height and Bulk District. (Note: The landmark designation was approved on February 18, 2004, as required by Condition of Approval No. 1.)
Preliminary Recommendation: Staff recommends that the Landmarks Board review the proposed revisions to the Old Chronicle Building Landmark Designation Report to determine whether or not said revisions are sufficient such that the Designation Report now constitutes a Landmarks Preservation Advisory Board Final Landmark Designation Report for the subject property.

Article 11 - Change of Designation

580 HOWARD STREET, north side between First and Second Streets. Assessor's Block 3721, Lot 91 - Request for a Change of Designation - A four-story, brick clad building built in 1906. The subject property is rated Category V (unrated) under Article 11 of the Planning Code, and is listed on the National Register of Historic Places as a contributor to the Second and Howard Streets National Register District. The subject property is zoned C-30OSD (Downtown Office) District and is in a 450-S Height and Bulk District. Request for Landmarks Preservation Advisory Board's review and recommend to the Planning Commission, a proposal to expand the boundaries of the New Montgomery-Second Street Conservation District to include the subject building and change its designation from a Category V Building to a Category IV Building within said conservation district.
Preliminary Recommendation: Approval
