1.         STAFF REPORT AND ANNOUNCEMENTS

Preservation

Coordinator:

i        Board Member, Nancy Ho-Belli’s term expired on March 31st –  the Mayor has appointed Bridget Maley of the Architecture Resource Group to replace Ms. Ho-Belli.  Her appointment will not be official until she is sworn in – date to be determined.

i        Deputy City Attorney, Sarah Owsowitz is getting married on April 14, 2004at City Hall.

i        The Bufano statues (previously located at the ValenciaGardens) have been moved to CoronaHeights.

i        Received a notice from the State Office of Historic Preservation that the Governor’s Historic Preservation Awards are here.  They are looking for nominations, which are due by April 30th.

i        Gave a status report on the UN Plaza, located in the Civic Center Historic District – in response to the question whether a Certificate of Appropriateness would be required for alterations of UN Plaza – since it is in the Historic District under Article 10, if a building permit is filed with the Department of Building Inspection, it would trigger the Cof A process.

i        Gave status report of the Turk StreetSubstation as requested by Board Member Finwall.

 

                        2.         PRESIDENT'S REPORT AND ANNOUNCEMENTS

           

                                                            Tim Kelley:

                                                                        i        Thanked Nancy Ho-Belli for time served as a member of the Landmarks Board.

                                                                        i        Attended a preservation conference in New York, sponsored by the National Park Service.  In an informal session, the San Francisco Landmarks Board was praised a number of times for their work with social historical  landmarks and for their use of context statements in the process.

 

                          3.        MATTERS OF THE BOARD

 

                                                            Paul Finwall:

                                                                        i        In following the Parkside Elementary School project and recently learned that the members of the Board of Supervisors (BOS) were unwilling to sponsor a resolution for landmarking  - The BOS asked the District Supervisor carry it, who is also unwilling to carry it forward.

 

                                                            Elizabeth Skrondal:

                                                                        i        Asked if it is possible to add the ParksideSchoolto the bottom of the list of potential landmark designations.

                        913 MINNESOTA STREET, east side between 20th and 22nd Streets.  Assessor’s Block 4107, Lot 2G. The subject "Stick/Eastlake style" residence is a contributory building in the Dogpatch Historic District and has a National Status Code of “5D1”. It is within an RH-3 (House, Three-Family) District and is in a 50-X Height and Bulk District.   Request for a Certificate of Appropriateness to add a rear deck, add two new windows on the southern facade (not visible from the street), construct a new front stair, install a new garage door, replace the existing front windows and front door, and make other needed repairs.

Preliminary Recommendation:   Approval

1 SOUTH PARK, south corner of 2nd Street and South Park, Assessor’s Block 3775, Lot 7.  Built in 1913, the Tobacco Company of California was originally used as a tobacco processing and warehouse building, and is currently vacant. The property is a contributory structure within the South End Historic District, is within an SSO (Service / Secondary Office) District, and a 40-X Height and Bulk District.  Request for Certificate of Appropriateness to convert the industrial building into 35 dwelling units with ground floor retail.

Preliminary Recommendation:  Approval

Action:            It was moved by Member Dearman (seconded by Cherny) to recommend approval of the Certificate of Appropriateness based on Staff’s Findings.  The vote was unanimous.   It was recommended that the project sponsor simplify the glazing pattern on insert to Staff’s satisfaction.

This two-story wood frame, late 19th century residential building, is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District.  Request for a Certificate of Appropriateness to construct a one-story rear yard horizontal extension.

                        Preliminary Recommendation:  Approval

Assessor’s Block 777, Lot 4.  The subject Queen Anne style two unit building is located in the Alamo Square Historic District, listed in Here Today, and the City’s 1976 Architectural Survey.  This three-story wood frame, late 19th century residential building is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District.  Request for a Certificate of Appropriateness to construct a garage on the ground floor.

Preliminary Recommendation:   Approval

Action:            It was moved by Member Finwall (seconded by Dearman) to recommend approval of the Certificate of Appropriateness based on Staff’s Findings.  The vote was unanimous.    It was also recommended that the project sponsor work with Staff regarding the historic fence and landscaping for the front yard area.

600 COLUMBUS AVENUE, Washington Square Park, east side of the street between Filbert and Union Streets.  Assessor’s Block 102, Lots 1 and 2, Landmark No. 226.   The area is within a P (Public)   OS (Open Space) District.  Request from the Department of Recreation and Parks for a Certificate of Appropriateness to remove a 986 square feet of the park’s existing paving and replace it with a poured in place pervious concrete.  This is a test case to determine an appropriate alternative paving material to mitigate the tree roots that are upturning the existing paving material. 

Preliminary Recommendation:  Approval

Action:            It was moved by Member Cherny (seconded by Skrondal) to recommend approval of the Certificate of Appropriateness based on Staff’s Findings with the following condition:

                                                i        The proposed new paving material, Pervious Concrete Material, be colored to match the existing material or the color of a gravel or dirt path.

                                                i        The Department of Recreation and Parks will come back to the Landmarks Board and present the results of the test case once enough time has past to determine the produce’s durability and effectiveness.   The vote was unanimous.

                        220-226 JESSIE STREET, The Jessie Street Substation, north side of Mission Street (Jessie Street now vacated) between Third and Fourth Streets.  Assessor=s Block 3706, Lot 70.  A one-story, brick and terra cotta, utilities substation building, built in 1906.  The subject property is Landmark No. 87, is zoned C-3-R (Downtown Retail) District and is in a 400-I Height and Bulk District.  An informational presentation on the proposed project to construct an addition and adaptively reuse the building as the Contemporary Jewish Museum San Francisco.

                                                i        President Kelley stated that he thinks this is a wonderful project.  He thinks that the proposed Jewish Museum is a magnificent structure and a magnificent response to an historic resource.

                                                i        As responsible stewards of the City’s historic resources, the Landmarks Board needs to be looking at this project.

                        220-226 JESSIE STREET, The Jessie Street Substation, north side of Mission Street (Jessie Street now vacated) between Third and Fourth Streets.  Assessor=s Block 3706, Lot 70.  A one-story, brick and terra cotta, utilities substation building, built in 1906.  The subject property is Landmark No. 87, is zoned C-3-R (Downtown Retail) District and is in a 400-I Height and Bulk District.  Consider whether or not to request Planning Department staff to prepare a report regarding the delisting of the Jessie Street Substation as City Landmark No. 87.

                                                i        After hearing public comments, members of the Landmarks Board was pleased to hear Redevelopment’s commitment in involving the Landmarks Board in the process.

                                                i        President Kelley stated that he would support not recommending that the Staff develop a report on delisting the Jessie StreetSubstation with the condition that the Redevelopment Agency and the Jewish Museum are committed in keeping the Landmarks Board in the loop.

                                                i        It was requested that ARG (Architectural Resources Group) come before the Landmarks Board within 60 days and give an informational presentation on the Conservation Plan.

                                                i        It was moved by Board Member Dearman (seconded by Shatara) not to delist 220-226 Jessie Street, Jessie StreetSubstation, Landmark No. 87.  The vote was unanimous  (Cherny, Dearman, Finwall, Kelley, Shatara and Skrondal) Absent:  Kotas and Samuels.

      The Landmarks Preservation Advisory Board will consider the following three actions:

             

                        1.        Evaluate the owner’s objection to the proposed California Historic Resources Status Code (CHRSC) assigned to the property at 1886 Mission Street, and either endorse the proposed CHRSC of 3CS, or determine based on historical evidence and evaluation criteria, an alternate status code;

 

                        2.        Adopt a resolution recommending to the Planning Commission, endorsement of the Inner Mission North Cultural Resource Survey (California Department of Parks and Recreation Survey Forms (DPR 523A, 523 B, 523D and 523L) and;

 

                        3.        Endorse the document entitled - Phase Two: Inner Mission North Cultural Resource Survey Summary Report and Revised Context Statement.

                                                i        It was requested that renotification to property owners be done showing 5D2 Status Code with definition.

                                                i        Check with the State regarding the district forms.

                                                i        This item was continued to June 2, 2004, in order to provide time to resolve questions with the State and to clarify the status codes for the 5D2 property owners.
