                        LANDMARK TRANSFERABLE DEVELOPMENT RIGHTS AND ARTWORK CONTRIBUTIONS.  Review and comment on an Ordinance amending the San Francisco Planning Code by amending Section 128 to allow a City-owned landmark in a P (Public) zoning district that is adjacent to properties zoned C-3 (Downtown Commercial) to sell Transferable Development Rights and by amending Section 149 to authorize the landmark to receive artwork contributions in order to finance rehabilitation and restoration of the exterior of the property.

220-226 JESSIE STREET, The Jessie Street Substation, north side of Mission Street (Jessie Street now vacated) between Third and Fourth Streets.  Assessor=s Block 3706, Lot 70.  A one-story, brick and terra cotta, utilities substation building, built in 1906.  The subject property is Landmark No. 87, is zoned C-3-R (Downtown Retail) District and is in a 400-I Height and Bulk District.  Consider whether or not to request Planning Department staff to prepare a report regarding the delisting of the Jessie Street Substation as City Landmark No. 87.

                        2550 MISSION STREET, The New Mission Theater, west side between 21st  and 22nd  Streets.  Assessor's 3616, Lot 7.  Constructed in 1916, and then altered in 1932, this building was originally used as a movie palace and served that purpose until 1993; it was then used as a furniture retail store, but is currently vacant.  The subject property is zoned NC-3 (Moderate-Scale, Neighborhood Commercial) District and is in a 50-X/65-B Height and Bulk District.  Request for the Landmarks Preservation Advisory Board recommendation to the Planning Commission on the proposed landmark designation, which was initiated by the Board of Supervisors on December 9, 2003, as Landmark No. 245.  This item was heard on February 4, 2004.  This is a rehearing of the item.

Preliminary Recommendation:  Adopt resolution supporting landmark designation

                        1008 TENNESSEE STREET, west side between 20th and 22nd Streets.  Assessor’s Block 4107, Lot 2A.  The subject “Stick/Eastlake style” residence is a contributory building in the Dogpatch Historic District; it is zoned RH-3 (House, Three-Family) District and is in a 50-X Height and Bulk District.  Request for a Certificate of Appropriateness to remove incompatible rear addition, add new windows and French doors at the rear, re-roof entire building, repair front façade and stairs, and to replace existing windows, front doors and garage door.

                        Preliminary Recommendation:

Action:            It was moved by Member Finwall (seconded by Samuels) to recommend approval of the Certificate of Appropriateness with the following conditions:

                                                4        The selection of replacement materials/products and the final design shall be subject to Staff approval.

                                                4        The proposed wood entry doors at the front elevation will be as simple as possible and will feature rectangular glazing.

                                                4        The wood balustrades flanking the proposed new stairs leading to the front door will terminate at the sidewalk with simple wood-paneled newel posts.

 

 

                                                4        The new wood garage door will feature more vertically-oriented panels and will feature divided lite glazing at the top.

                                                4        The new cedar shingles at the front elevation will be cut and shaped.  The vote was unanimous.

                        714 22nd STREET, north side between Tennessee and Third Street.  Assessor's Block 4108, Lot 5. This contributory structure to the Dogpatch Historic District also has a National Register Status Code of 5N.  The subject three-family dwelling was constructed in 1882, in the flat front Italianate style has since undergone extensive modifications including the addition of the front bay and the removal of most of the front facade's original material and detailing.  It is within an NC-2 (Neighborhood Commercial, Small Scale) District and a 50-X Height and Bulk District.  Request for a Certificate of Appropriateness to replace all 24 the existing windows (twelve in front and visible from the public right-of-way and twelve in the rear and not visible from the public right-of-way) with new vinyl sash windows.  

                        Preliminary Recommendation:  Approval with Conditions

340–370 VALENCIA STREET AKA VALENCIA GARDENS, west side of Valencia Street, north side of 15th Street,  and  the east side of Guerrero Street.  Assessor’s Block 3546, Lot 2.  The proposed project involves the demolition of the Valencia Gardens public housing project (246 units).  Request for the Landmarks Preservation Advisory Board (Landmarks Board) to review and comment on the adequacy of the Historic American Building Survey (HABS) Cultural report.  The HABS Cultural Report is one of the mitigation measures agreed to in the Memorandum of Agreement resulting from the Section 106 review.  A letter containing the comments of the Landmarks Board will be addressed to the Director of Planning.  The Director will then forward the comments of the Landmarks Board and the comments of the Planning Department to the lead Federal Agency (Department of Housing and Urban Development), and send copies to the California Office of Historic Preservation, Mayor’s Office of Housing, and any other interested parties.

INNER MISSIONNORTH CULTURAL RESOURCE SURVEY PHASE III, Informational presentation on the proposed survey of the North Mission Area.  The proposed survey is the fourth phase of a multi-year survey that will be used to create a citywide inventory of cultural resources.  Boundaries of the North Mission Area Survey, Phase III are 13th Street to 18th Street and Capp Street to Folsom Street, and includes portions of the following Blocks:  3548, 3549, 3552, 3553, 3569, 3570, 3571, 3574, and 3575.
