The subject property was constructed in 1913-1914, and is a one-story-over-basement steel frame, sandstone building with decorative elements in a Mediterranean Revival style. The property is in a P (Public) District and is in a 40-X Height and Bulk District. Consideration to initiate landmark designation, adopt a resolution initiating and recommending landmark designation to the Planning Commission, the Richmond Branch Library as Landmark No. 247.

i It was suggested by President Kelley that a finding be added saying that the Landmarks Board had reviewed a proposed project that in its opinion met the Secretary of Interior’s Standards for Rehabilitation.
i The designation report omits the address and the Assessor’s Block and Lot. The boundaries of the landmark site is 351-359 9th Avenue, Assessor’s Block 1441, Lot 7, encompassing the footprint of the building as well as the façade, should be added to the designation report.
i The Landmarks Board concurred with the designation information as outlined in the designation report.

1338 FILBERT STREET, The Filbert Street Cottages (Bush Cottages and the School of Basic Design and Color), Landmark No. 238, north side between Larkin and Polk Streets. Assessor’s Block 0524, Lots 031, 032, 033, and 034. The four two-story wood frame cottages were constructed in 1907 and are examples of a rare vernacular building type, associated with the City's post Earthquake and Great Fire emergency housing. The property is within a RH-2 (House, Two-Family) District and a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to remove 8.5-feet of depth of the non-contributory rear additions on the two houses at the north end of the property in order to gain access to the retaining wall behind the structures so that it can undergo structural repair.

n Review of Written Objections to findings of the Inner MissionNorth Cultural Resource Survey Phase II

Following the Landmarks Boards' Public Review Process for Cultural Resource Survey Findings , the Landmarks Board must review written objections to the Inner Mission North Cultural Resource Survey Phase II (California Department of Parks and Recreation Survey Forms – DPR 523A and 523B) survey findings as presented by property owner. The Landmarks Board may recommend retention or modification of survey information and/or National Register Status Code. The recommendation will then be forwarded to the Planning Commission for consideration of endorsement.
1. Evaluate the owner’s objection to the proposed California Historic Resources Status Code (CHRSC) assigned to the property at 1886 Mission Street, and either endorse the proposed CHRSC of 3CS, or determine based on historical evidence and evaluation criteria, an alternate status code.

9. NATIONAL REGISTER NOMINATION (M. LUELLEN: 415/558-6478)
425 Battery STreet, General Harrison Storeship, between Merchant and Clay Streets. Assessor’s Block 206, Lot 25. The remains of the ship, General Harrison, were partially excavated and subsequently reburied during construction at the northwest corner of Clay and Battery Streets in 2001. The nominated remains of General Harrison consist of the entire lower portion of the hull, including the stern and midships areas exposed in 2001, as well as the unexcavated bow with associated material culture. The subject property is in a C-3-0 (Downtown Office) District and is in a 200S Height and Bulk District. The State Historic Preservation Office is seeking the Landmarks Preservation Advisory Board’s comments on a proposed nomination to the National Register of Historic Places as part of San Francisco’s role as a Certified Local Government.

640 sutter street, Woman’s Athletic Club Of San Francisco (Currently Known As The Metropolitan Club), north side between Taylor and Mason Streets. Assessor’s Block 283, Lot 22. The subject building, designed by Bliss and Faville, is a six-story women’s club built in two phases, completed in 1917 and 1923. The building is rated as a Significant Category 1 building in Article 11 of the Planning Code, and is therefore included as well in the Downtown Plan of the General Plan. The site is in a C-3-G (Downtown General Commercial) District and is in a 160-F Height and Bulk District. The State Historic Preservation Office is seeking the Landmarks Preservation Advisory Board’s comments on a proposed nomination to the National Register of Historic Places as part of San Francisco’s role as a Certified Local Government.

COMCAST SURFACE MOUNTED CABINET PROGRAM. Comcast Cable Corporation has a Cable TV franchise with the City and County of San Francisco. Under the agreement, Comcast must rebuild the City’s cable system adding new technology to accomplish this. Comcast must install surface mounted Power Supply Cabinets (Cabinets) in parts of the City where utility facilities have been undergrounded. In as much as the franchise allows Comcast to install equipment necessary for their operation in the public right-of-way, the City retains plenary authority to regulate manner of use of the right-of-way to promote the public’s health, safety and convenience, to ensure safe and accessible path of travel and to minimize visual blight. To manage the installation of initially 360 Cabinets, Comcast and the Department of Public Works (DPW) formed an agreement that outlines a process for determining locations and for public involvement, allowing DPW oversight. The Planning Department reviewed and commented on the agreement for locating Cabinets. One of the guidelines states that Cabinets shall not be placed in Local, State, National Register, National Historic, or Conservation Districts. Several of these Districts are of such a large geographical area that DPW was unable to comply with the prohibition of cabinets in those areas. In addition, DPW has received objections from some residents protesting the location of cabinets within Districts eligible but not listed on the historic registers. The Department of Public Works seeks the Landmarks Preservation Advisory Board’s comments on how to best place these mandated Cabinets in the right-of-way within an historic or landmark district that most meets the integrity and quality of those designations.
