Announced a meeting being held this evening, regarding the Oak Street Firehouse.
Discussion of whether the Landmarks Preservation Advisory Board (Landmarks Board) should abandon or revise its adopted policy establishing annual lists of Landmarks Board sponsored landmark nominations in order to consider initiating a nomination for the Parkside School. (FINWALL)

After hearing public comment, the Board moved to revise the adopted policy establishing its annual lists of Landmarks Board sponsored landmark nominations by adding language whereby threatened buildings can be added to the list, after the list has been created.

MARY ELLEN “MAMMY” PLEASANT TREES, Structure of Merit No. 7, southwest corner of Octavia and Bush Streets. The National Park Service Pacific West Region for the National Underground Railroad Network to Freedom is seeking comments and a letter of authorization from the Landmarks Preservation Advisory Board, to add the metal medallion, referred to as the “Western Terminus of the Underground Railroad” and the Mary Ellen “Mammy” Pleasant Trees as a site contributing to the Underground Railroad Sidewalk to Freedom to the Network. The Network to Freedom program was established by Congress in 1998 to locate and preserve Underground Railroad history throughout the United States. The Network to Freedom has achieved 180 sites, programs and facilities with verifiable association to the Underground Railroad, including 4 in California. Mary Ellen Pleasant was an important Underground Railroad operative who worked with antislavery figures, such as John Brown, to assist freedom seekers in the 1850s and '60s. Two Network to Freedom members have association with Pleasant's history and the National Park Service would like to add the memorial plaque located at Bush and Octavia Streets in San Francisco to the Network of Freedom.

274 BRANNAN STREET, The Hawley Terminal Building, north side between 1st and 2nd Streets. Assessor’s Block 3774, Lot 73. A contributory building to the South End Historic District. Built in 1924, the reinforced concrete building is six stories and approximately 72-feet tall. Originally used for public storage, the building is now primarily used as a telecommunications facility. The Hawley Terminal Building has a "C" rating from San Francisco Architectural Heritage and has a California Historic Resources Status Code of 3D. It is within an SSO (Service / Secondary Office) District and a 50-X Height and Bulk District. Request for a Certificate of Appropriateness to install a WTS facility consisting of seven antennas on the rooftop.

27 ALTA STREET, south side of Alta Street between Sansome and Montgomery Streets. Assessor’s Block 106, Lot 34A. The subject property is a three-story; three-unit dwelling that was constructed in 1951 and is a non-contributory building within the Telegraph Hill Historic District. It is zoned RH-3 (House, Three-Family) District and in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to alter the façade by removing the existing balcony, install new windows, doors, and trim, as well as expand the 4th floor level with two bays to match the 2nd and 3rd floor levels.

Action: After hearing public comment, it was moved by Member Finwall (seconded by Dearman) to recommend approval of the Certificate of Appropriateness based on Staff’s Findings and Conditions. The vote failed +2 –4 (+Dearman and Finwall; - Kelley, Samuels, Shatara and Skrondal) Absent: Cherny and Kotas.
A second motion was made by Member Shatara (seconded by Samuels) to approve and recommend approval of the Certificate of Appropriateness with the project as is. The vote failed +2 –4 (+Samuels and Shatara; - Dearman, Finwall, Kelley and Skrondal) Absent: Cherny and Kotas.
A final motion was made by Member Shatara (seconded by Samuels) to recommend approval of the Certificate of Appropriateness with the condition that a wooden belt coarse be installed on the building’s façade between the third and fourth floor to give the building the appearance that it better relates to the adjacent contributory structures (25 and 29 Alta Street). The vote was unanimous.

n Landmark Designation, Mills Act Contract and Permit to Alter

938-942 MARKET STREET, north side between Mason and Cyril Magnin Streets (also fronting on the east side of Mason Street between Market and Eddy Streets (the lot and structure are L-shaped)). Assessor's Block 341, Lot 5. Request for 1) a Permit to Alter under Article 11 for a substantial increase in height to a Category I Building as well as the creation of a lightwell; 2) recommendation to the Planning Commission for conditional landmark designation as San Francisco Landmark No. 244; and 3) recommendation to the Planning Commission for conditional approval of a conditional Mills Act Contract; all for the subject 7-story, brick and terracotta, Category I office building, which is in the C-3-G Zoning District, the Kearny, Market, Mason, Sutter Conservation District, and a 110-X Height and Bulk District.
The proposal is to:
1) Seismically upgrade the subject seven-story office building (The Garfield Building);
2) Rehabilitate the historic building façades;
3) Construct a one-story vertical penthouse addition that would be set back from both the Market Street and Mason Street facades;
4) Convert the existing office use to approximately 33 dwelling units;
5) The proposed project would provide its required Below Market Rate (BMR) units on site as well as the off-site BMR units required for a proposed companion project located at 690 Market Street (2003.0584MTZXCKLU).
6) The project sponsors are seeking to avail themselves of the Mills Act, which allows local governments to grant property tax relief benefits in exchange for the guaranteed preservation of an historic property. In order to qualify under the San Francisco Administrative Code, the property must either be designated as a San Francisco Landmark or listed separately on the National Register. As neither condition is the case with the subject property, the project sponsor is seeking conditional San Francisco landmark status. The proposed Landmark Designation would become final upon the completion of the proposed project consistent with the Rehabilitation Program set forth by the proposed Mills Act contract.
The Landmarks Preservation Advisory Board will consider the following three actions:
1. Adoption of a resolution recommending approval of a Permit to Alter under Article 11 of the Planning Code for the proposed one-story addition to the subject property and the creation of a lightwell.
2. Adoption of a resolution recommending conditional designation of 938 Market Street as San Francisco Landmark No. 244.
3. Adoption of a resolution recommending the conditional approval of a Mills Act Historic Property Contract (including a Rehabilitation Program and Maintenance Plan) for the subject property.
