THE MEETING WAS CALLED TO ORDER BY PRESIDENT CHASE AT 12:44 P.M.

A.         PUBLIC COMMENT

 

SPEAKERS:  Johanna Street, Local Preservation Architect, agreed to write the nomination for the Save Stow Lake Boat House group.  She created her own non-owner initiation form and submitted it to the HPC at the hearing.

 

B.        STAFF REPORT AND ANNOUNCEMENTS

 

Acting Preservation Coordinator Frye

1.         Status of the Planning Code “Clean-Up” - The Department and the Planning Commission had decided to move forward the entire code clean-up package without Articles 10 and 11 to the Board of Supervisors (BOS).  The Planning Commission would continue the conversation with the HPC in late spring because cases for CPMC and Parkmerced have booked the Planning Commission hearing time until then.  Commissioner Martinez felt that it is the HPC’s prerogative to have its own version sent directly to the BOS.  He would like to agendize a discussion and see the City Attorney’s comments on HPC proposed language changes to Articles 10 and 11 at the 3/2/11 HPC hearing.  Commissioner Hasz favored sending HPC’s version to the BOS directly. Commissioner Chase added, if needed, HPC may poll commissioners to start the hearing at 11:30 a.m., to at least get the City Attorney’s tentative schedule on when they could provide their comments to the BOS.

2.         Response letter sent to the Eastern Neighborhoods (EN) CAC regarding Eastern Neighborhoods Surveys – The letter was sent in response to EN CAC’s November 2010 letter to the Department in regards to EN Surveys and their future use.  At the present, the Department anticipates responses from EN CAC members at their next meeting and hoped it would assign its committee members to engage the HPC once the surveys are adopted.

3.         President’s Report and Announcements - None

 

4.         Minor Permits to Alter: In accordance with HPC Motion No. 0083 the following Minor Permits to Alter have been delegated to the Planning Department and are pending approval.  The HPC may request to review one or all of these items at a future hearing.

NOTE:            Commissioner Chase directed staff to approve the permits since there were no expressed comments or concerns by the public or commissioners.

 

Commission Secretary Avery announced Item 5 was deleted from today’s calendar and read it into the record.

Commissioner Chase added he would like to have a status section added at the end of the HPC Regular Calendar to include deferred items and items that the HPC might want to calendar.

 

Item 5 was deleted.

5.         Appoint a Commissioner to represent the HPC at the Recreation & Parks Commission hearing on February 17, 2011 on the status report on the Planning Department’s work on the Golden Gate Park Article 10 Landmark designation.

ACTION:         This item has been removed from the calendar and will not have commission discussion or action

 

6.         Disclosures

 

Commissioner Johns received communications from Messrs. Gregg, Brigante and others; had driven by 937 Valencia Street; is familiar with the South of Market area – from South Van Ness to the Bay; has worked at the Oriental Warehouse and has more than a casual interest in the neighborhood.

 

7.         Commissioner Comments/Questions

           

Commissioner Hasz 1) Status on 900 Innes, the Shipwright’s Cottage - He received a reasonable roofing contractor bid for a temporary asphalt roof for fire protection and sturdiness. He would continue the effort to get funds from different sources. He remarked that the interior of the Cottage is in very poor conditions such that it would not easily be turned into a revenue generating real estate;   2) The Minor Permits to Alter procedure takes staff and project sponsors’ time for HPC approval and thus far neither the public nor the HPC have ever spoken against them.  He asked President Chase if he would indulge calendaring a future discussion for relieving staff and project sponsors’ burden. He thanked staff for their efforts; 3) He went to the Mint and was impressed with the diversity of the display, the attendance numbers and the various groups that came were from outside his normal interaction group.

Commissioner Johns commented that he is interested in public input and encourages public advocacy and debate; however he read things which are presented as would a dispassionate reader..... and not persuaded by things which clearly are an overstatement and argumentative. 

Commissioner Martinez asked when HPC would hear about fees, and whether or not the discussion would include guidelines for a tiered fee structure for small projects seeking a Certificate of Appropriateness.  Mr. Frye reported that it will be in the next few months, when the budget legislation is proposed at the end of this Fiscal Year.

Commissioner Damkroger announced that her historic preservation class of about 15 students from San Jose State would attend the 3/16/11 HPC hearing.

 

D.        REGULAR CALENDAR

 

8.         2006.1388F                                                                       (T. TAM: 415/558-6325)

SEISMIC UPGRADE OF BAY DIVISION PIPELINE NOS. 3 AND 4.  The Seismic Upgrade of Bay Division Pipeline (BDPL) Nos. 3 and 4 cross the Hayward Fault in the City of Fremont, Alameda County, California.  The sections of the pipeline to be upgraded are located within the 24.4-meter (80-foot) SFPUC ROW between the existing South and North Shutoff Stations near the intersection of Interstate 680 (I-680) and Mission Boulevard. Within the project area, the pipelines cross I-680, three I-680 on-ramps, Mission Boulevard, Agua Caliente Creek (contained within a concrete culvert), and Agua Fria Creek (a creek that crosses the pipeline ROW and flows within its natural bed within the ROW). The SFPUC ROW traverses residential areas on both the north and south ends.  Request for Review and Comment on the documentation and draft Memorandum of Agreement prepared by United States Army Corps of Engineers (USACE) for Section 106 review of the proposed installation of approximately 719 meters (2,360 feet) of 1.8- to 2.0-meter (72- to 78-inch) diameter welded steel pipe (BDPL No. 3X) directly adjacent to the existing 2.0-meter (78-inch)-diameter BDPL No. 3 between the North and South Shutoff Stations. In addition, upgrades to the existing BDPL No. 4 will be implemented to seismically strengthen the pipeline where it crosses all three traces of the Hayward fault, and to prevent damage to the new BDPL No. 3X should BDPL No. 4 fail. The new BDPL No. 3X will parallel the two existing pipelines at a depth comparable to or below the existing BDPL Nos. 3 and 4, and all facilities with the exception of access structures will be constructed below ground. All improvements will be constructed within the 24.4-meter (80-foot) SFPUC ROW between the existing South and North Shutoff Stations, and temporary bridges will be constructed across Mission Boulevard and the I-680 on-ramps where they are crossed by the ROW to facilitate traffic flow during construction. For planning purposes, the project area has been divided into eight construction zones and includes four staging areas where grading (but no excavation) will occur.

Preliminary Recommendation:  Direct staff to draft written comments of the Commission to be forwarded to the US Army Corps of Engineer (USACE) and State Office of Historic Preservation (SHPO).

SOMA HISTORIC RESOURCES SURVEY, Consideration to adopt, modify, or disapprove the findings of the historic resource survey. The survey consists of: a Historic Context Statement (previously adopted); Primary Records (DPR 523A forms), Building Structure and Object Records, (DPR 523B forms), District Records (DPR 523D forms) and comprehensive Survey Inventory Database.  The survey area includes approximately 60 blocks and covers the Eastern Neighborhoods East  SoMa Area Plan and the Western SoMa Community Plan. The general boundaries of the survey area are Mission and Folsom Streets to the north; Bryant and Townsend Streets to the south, The Embarcadero to the east, and 13th and 7th Streets to the west.

Preliminary Recommendation: Adopt the SoMa Historic Resources Survey Primary Records (DPR 523A forms); Building Structure and Object Records, (DPR 523B forms), District Records (DPR 523D forms) and Survey Inventory Database.

ACTION:         Adopted the survey with the amendments staff offered 1) eliminate 147 South Park from contributors; 2) remove “lush” description of South Park’s park; 3) change condition from poor to very poor for the Hugo Hotel at 200 6th Street; 4) clarify defenestration is not a character defining feature; 5) withhold evaluation on property at 426 Brannan Street; and to move the rest of the surveys.

937 VALENCIA STREET, east side of street between 20th and 21st Streets, Assessor’s 3609, Lot 036.  Request for a Certificate of Appropriateness to replace the existing garage door and main entry staircase, and relocate the secondary stair.  The subject property is a contributing resource to the Liberty-Hill Historic District and is located within the Valencia Street Neighborhood Commercial Transit District with a 50-X Height and Bulk limit. 

Preliminary Recommendation:  Approval with Conditions
