Charles Chase re:

        1. City Landmark No. 104, Market Street Railway Substation - request for Redevelopment to give an informational presentation to the Landmarks Board and members of the public on status of this property (Staff to write Redevelopment Agency requesting they give an informational presentation).

        2. 1600 Mission Street - concerned with the proposed addition and loss of detail on an historic resource.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

      Neil Hart, Chief

      Neighborhood Planning:

      • Announced that Andrea Green, the Recording Secretary, is on jury duty.

      • CLG Annual Report - due March 1 in Sacramento. The Recording Secretary needs updated resumes and list of any training sessions or professional conferences attended between October 1,2001 and September 30, 2002.

      • Announced upcoming meetings at the Planning Commission - February 6th, Dogpatch Historic District will be heard. At the Board of Supervisors - in February, the landmark designation of Forest Hills/Laguna Honda Muni Station has been referred to the Transportation and Commerce Committee, which will cease to exist on February 13th and be reconstituted as the Land Use Committee. No date has been set.

      • The California Preservation Foundation is holding its 20th Anniversary Preservation Design Awards Program.

      • The California Preservation Foundation Annual Conference will be held in Santa Barbara April 24-27th. Jeffrey Tully, will be doing a session with the cities of Sacramento and Riverside on cultural resource surveys.

      • Responded to public comment made at the January 15th hearing by Nancy Shanahan regarding 1831 Powell Street, did it meet the Secretary of Interior's Standards or not - Staff re-reviewed the project, and in light of additional information, have concluded that the project as proposed does not meet the Secretary of Interior's Standards, therefore, the Department is rescinding the categorical exemption.

      • Informed the Landmarks Board that he will be out of the office next week (February 10-14th) - Kaye Simonson will be the acting Preservation Coordinator in his absence.

        • The New York Times wrote an article regarding the Doelger House nomination - he has additional copies of the article if interested.

        • January 25th news article in the SF Chronicle, regarding cottages in San Francisco.

    3. MATTERS OF THE BOARD

    • Board Member Shatara gave an update on the status of the Old Mint at 88 5th Street.

    • Board Member Finwall informed the Board of his walkthrough of 135 Van Ness Avenue/170 Fell Street.

                SAN FRANCISCO PRESERVATION BULLETIN NO. 20, THE ARCHITECTURAL REVIEW COMMITTEE (ARC) OF THE LANDMARKS PRESERVATION ADVISORY BOARD (LANDMARKS BOARD). Review and comment by the Landmarks Preservation Advisory Board on Preservation Bulletin No. 20, which outlines the purpose and procedures of the Architectural Review Committee (ARC).

            5. 2002.1252A (K. SIMONSON: 415/558-6321)

                809 SCOTT STREET, west side between Fulton and McAllister Streets. Assessor's Block 1180, Lot 004. A two-story building containing two dwelling units. The Stick-style building, built in 1888, is contributory to the Alamo Square Historic District. It is zoned within an RM-1 (Mixed Residential, Low Density) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to construct a two-car garage, reconfigure the front stairs, install an entry gate, replace the existing rear deck, construct a first floor addition at the rear, add decorative trim at the front of the building, make window modifications at the rear, and replace brick foundation.

                Preliminary Recommendation: Approval with modifications

        Action: It was moved by Member Finwall (seconded by Skrondal) to recommend approval of the Certificate of Appropriateness based on Staff Findings. The vote was unanimous.

  • Section 106 Review

      6. 2002.1247F (M. LUELLEN: 415/558-6418)

        421 TURK STREET, south side, between Hyde and Larkin Streets. Assessor's Block 346, Lot 7. The Mayor's Office of Housing (MOH) has recently recommended federal funding for a proposal from Asian Inc. for a new development of 29 units of affordable housing known as 421 Turk Street. The undertaking is eligible for Federal funds from the U.S. Department of Housing and Urban Development (HUD) through the Section 8 Program. The Area of Potential Effects (APE) includes the subject site and nine of the surrounding and facing properties, or ten properties in all. The letter concludes that proposed undertaking will result in no adverse effects to the historic resources. At this time MOH is seeking comments on the Findings of Effect. The Landmarks Preservation Advisory Board (Landmarks Board) will, as a consulting party in the Section 106 review process, review and comment on the Findings of Effect, as described in the letter dated December 2, 2002. A letter containing the comments of the Landmarks Board will be sent to the Director of Planning. The Director will then forward the comments of the Landmarks Board and the comments of the Planning Department to the Mayor's Office of Housing, the lead agency.

        Comments:

          • Board Members commented that the intent of the design is good, but can go much further.

          • Suggested the architect play around with the façade; vary the top belt course; perhaps use balconies on the top floor.

          • Board Member stated they were struck by how much integrity remains in the Tenderloin. Urged the architect to make the building more sympathetic.

          • Board Member commented that they had a problem with the configuration of the bay windows. Preference was for the original design with the tower on the left side.

          • Board Member stated that the buildings in the area display "rigor". By contrast, the base on 421 Turk Street isn't organized. Commented that the single biggest problem is that the bays violate the pattern of the neighborhood. They need to be more repetitive.

          • The Landmarks Board generally concurred with the description of the undertaking, the Area of Potential Effects (APE) and the Eligibility of APE properties. The Landmarks Board questioned why two of the properties, #1 and #2 of the APE, were rated "7" undetermined. The Landmarks Board felt that the fact that these buildings were not evaluated in the original survey, is not sufficient for Section 106 Review; they should be evaluated as part of the Section 106 Review process.

          • Under consideration of "effect", the Landmarks Board has the following opinions: The consensus was that façade design of the undertaking, as currently presented, has the potential for adverse effect on individual historic properties within the APE and the Historic District as a whole. The Landmarks Board recommends mitigation of this potential effect by a reconsideration of the façade in light of the comments above regarding the belt courses and windows.

          • The Landmarks Board does not concur with the MOH determination under Section 106 of the NHPA, that no historic properties are adversely affected by the undertaking. As currently presented, the Landmarks Board believes that the proposed building for 421 Turk Street will have an Adverse Effect to Historic Properties.
