2301 SAN JOSE AVENUE, southeast corner of San Jose and Geneva Avenues. Assessor's Block 6972, Lot 36. This is an informational presentation on a proposal to construct a canopy to cover MUNI historic streetcars on the property. The site is located in a P (Public) zoning District and is City Landmark No. 180 (San Francisco and San Mateo Railroad Company Office Building, a.k.a. Geneva Car Barn).

ARC comments and recommendations:
i Asked if there are plans for future expansion on this property?
i White poles are shown on the photos/drawings – asked what are the poles used for.
i Concerned about the siding.
i Front arches might serve better with some other type of material, then what is proposed. Asked if other avenues have been explored?
i Would encourage glass in the front where the arches are located.
i Thanked project sponsor for an excellent presentation.
2. 2001.0983A (SNYDER/HASTIE: 575-6891/558-6381)
3615 20th STREET, south side between Guerrero and Valencia Streets. Assessor's Block 3608, Lot 74. A vacant lot within the Liberty Hill Historic District, is located in the Valencia Street Neighborhood Commercial District and a 50-X Height and Bulk District. Request for the Architectural Review Committee to review and comment on a proposal to construct a new four-story building that would contain six dwelling units over ground floor retail space.

ARC comments and recommendations:
i Asked if the alleyway/passageway between the corner building and the proposed building is required by the Planning Code?
i The project sponsor showed several designs – ARC member stated that they liked the first two designs better than the design proposed for consideration.
i Asked how the progressive bay windows evolved?
i Concerned that in the sketches and drawing elevations, they are just dealing with a piece of the Edwardian building on the corner and the 60s/70s building on the right side; then immediately adjacent to the right of the building is a little east-like building and the street has several nice period buildings. Commented that a building that deals with the massing does a better job of addressing the issues of massing than the finish product that is presented.
i Like how the top floor is moved back a little bit to break up the scale of the building.
i Asked if there is a canopy or cover over the windows for the commercial portion on the lower level?
i The scale of the window appears different in that there are horizontal elements in the windows on the lower level that are a little more sympathetic to the garage door (or the garage door is sympathetic to the windows). It seems to tie the whole elevation together a lot differently, then in the finish building.
i If you compare the very first drawing with the present drawing, the major difference is the swing towards historicist materials, siding, double-hung sash; the form is very similar. The materials go against it.
i Asked what type of finishes were being proposed?
i Asked what was the neighborhood looking for?
i ARC Chair agreed to sit down with the project architect and neighbors and work through some of the issues. It was suggested to go back to the second design and work with some of the elements to bring them into the character of what is in the neighborhood.

i Announced that his cataract surgery went well.
i Elizabeth Gordon gave birth to a 7-lb. 12-oz., 19-1/2 inches baby girl (Anna Christine Jonckeer) on Friday, October 26.
i Three landmark designations are scheduled before the Planning Commission on December 6: 128 King Street, The Old Mint on 5th Street, and Muni Car No. 1.
i The endorsement of the Central Waterfront Survey is scheduled before the Landmarks Board on, December 5.
i The endorsement of the Central Waterfront Survey and Dogpatch Historic Resource Survey are scheduled before the Planning Commission, December 13.
i Gave status report on 1152 Oak Street, City Landmark No. 89.
i Copies of comment letters from the Western Office of the National Trust and San Francisco Architectural Heritage regarding Presidio Trust Implementation Plan and Draft Environmental Impact Statement, are in the Landmarks Board correspondence file folder.
i The restored Doggie Diner Head is looking good.
i In observance of Thanksgiving Day, the Landmarks Board hearing of November 21st has been canceled.

October 3 - Correction should be made on page 2, 4. Matters of the Board, comment by Member Reidy, second bullet, add language at the beginning of sentence to read: He is overwhelmed by later built tall bulky buildings, therefore, suggested sending& ... . It was moved by Member Finwall (seconded by Skrondal) to approve draft minutes with correction. The vote was unanimous (Finwall, Kelley, Kotas, Reidy, Shatara and Skrondal).

LANDMARKS PRESERVATION ADVISORY BOARD PUBLIC REVIEW PROCESS FOR CULTURAL RESOURCE SURVEY FINDINGS. Information on the proposed review process for owners of property within the boundaries of a cultural resource survey, who disagree with the National Register Status Code assigned by Planning Department staff to his/her property. A proposed system of criteria will be discussed for Landmarks Preservation Advisory Board's review, comment and recommendation.

Preliminary Recommendation: Approval with conditions

4 the proposed black white checkerboard tiles below the windows covering the existing red brick shall be eliminated from the proposed plans in order to preserve the compatibility of the 1960s structure with the historic buildings on the landmark site.

Request for a Certificate of Appropriateness to insert garage within basement level of the two-story over basement clapboard Queen-Anne house (duplex), and extend the front stair.
Preliminary Recommendation: Approval

Action: It was moved by Member Finwall (seconded by Skrondal) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness with the following conditions:
4 the proposed garage door shall be redesigned with an arch to help fill in the void between the proposed garage door and the existing bay window above, similar to sketches provided by Board Member Shatara and the sample garage door photograph provided by the project sponsor.
4 Landscaping shall be provided at grade or in planters in the front setback area on both sides of a 10'-0 +/- wide driveway. Landscaping should encroach into public sidewalk area even with the proposed encroaching stairway. An automatic sprinkler system shall be installed to ensure survival of landscaping.
