                    MUNICIPAL RAILWAY CAR NUMBER 1. This streetcar is garaged at the Municipal Railway yard located at Geneva and San Jose Avenues, and operated on tracks throughout the City. Consideration to initiate landmark designation and adopt a resolution initiating and recommending landmark designation of the Municipal Railway Car Number 1 as Landmark No. 230.
                    Preliminary Recommendation: Adopt resolution supporting city landmark designation

                    Special Note: The Landmarks Board, Staff and members of the public boarded Muni Car No. 1 and conducted the hearing while riding the streetcar down Market.

                                        i          It was moved by Member Reidy (seconded by Skrondal) to initiate landmark designation of Municipal Railway Car Number 1, subject to the appropriate findings. The vote was unanimous.
                                        i          It was moved by Reidy (seconded by Skrondal) to adopt a resolution initiating and recommend to the Planning Commission that they would support and approve designation of Municipal Railway Car Number 1 as Landmark No. 230. The vote was unanimous.

Neighborhood Planning:
          i          As requested by the Landmarks Board, a status report was given on: 1052 Oak Street, The Firehouse. Commented that the Bureau of Architecture will come to the Planning Department for a project review meeting with Mr. Adam Light, to discussed their plans for the project.
i          Landmark designation of the Old Mint is tenetatively scheduled before the Planning Commission for December 6, 2001.

                    978 GUERRERO STREET, west side between Liberty and 21st Streets. Assessor's Block 3618, Lot 11. A contributing building to the Liberty Hill Historic District. The subject Edwardian, two-family structure was built in 1912, is currently within an RH-3 (House, Three-Family) District, and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to construct an addition to the front of the building.
                    Preliminary Recommendation: Approval

Action:          Board Member Finwall moved (seconded by Skrondal) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness with the following condition:

                    i          The project architect further tie in the new construction
                              with the historic residence at the third level of the south,
                              side elevation by attaching a piece of horizontal trim to
                              the gambrel structure in order to visually continue the
                              line created by the railing cap of the existing balustrade.
                    i          The new applied trim should only extend as far as the existing balustrade to be removed.
                    i          The horizontal trim is to be level with the balustrade railing, have similar dimensions, and be painted to match the existing railing.
                    i          Work with Department Staff on the final design.                    
                    The vote was unanimous.

                     7.          2001.0767A          (LIGHT: 558-64254)
                    1020-1024 KEARNY STREET, east side between Broadway and Pacific Avenue. Assessor's Block 163, Lot 13. A two-story commercial building built in 1907. The subject property is a Potentially Compatible building in the Jackson Square Historic District, is zoned C-2 (Community Business) District and is in a 65-A Height and Bulk District. Request for a Certificate of Appropriateness for façade repairs, new windows and new entrances.
                    Preliminary Recommendation: Approval with conditions

Action:          Board Member Kotas moved (seconded by Finwall) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness with the following condition:

                    i          The fenestration pattern shall be designed to give emphasis to the remaining visible historic materials and create a more open ground floor window display area consistent with the standards for the Jackson Square Historic District. The appearance of the historic columns between the façade bays shall be enhanced by a color scheme that emphasizes any detailing.
                    i          The window frame material shall be a painted finish of dark color (such as burgundy, brown, dark green), rather than an anodized aluminum finish, and the window frames shall be recessed approximately six inches to create substantial reveals and shadow lines.
                    i          The in-filled fenestration along Nottingham Place shall be indirectly lighted and painted in appropriate contrasting colors to emphasize opening shapes, sizes and character.
                    i          All original exposed brickwork shall be patched and repainted where necessary, and properly waterproofed, rather than stuccoed, to preserve the historic character of the building.
                    i          Delete the third bullet in the Draft Motion  The project sponsor shall continue to work with Planning& .. .          

                    The vote was unanimous.

                     8.                                        (TULLY: 558-6372)
                              DOGPATCH SURVEY. Adopt a resolution and recommend to the Planning Commission, adoption of the Dogpatch Historic Resource Survey (California Department of Parks and Recreation Survey Forms – DPR 523A and 523B) and Dogpatch Draft Context Statement. Boundaries of the Dogpatch Survey are Minnesota and Tennessee Streets, odd and even addresses from 18th Street to Tubbs Street.

Action:          There is a clerical error on page 1 that needs to be corrected: The second sentence under Introduction, the word  proposed should be changed to  potential .

                    Board Member Reidy moved (seconded by Dearman) to adopt a resolution, adopt the survey forms and recommend to the Planning Commission, adoption of the Dogpatch Historic Resource Survey. (Note: The Context Statement supporting the survey was endorsed at the beginning of this hearing.) The vote was unanimous.
