TRAINING SESSION

           1.          Building blocks of historic resource surveys: presentation by Jan Wooley and Lucinda Woodward, State Office of Historic Preservation. Topics to be discussed include California Department of Parks and Recreation Survey Forms – DPR 523A and 523B and understanding general National Register Status Codes (Codes) assigned to historic resources; National Register of Historic Resources criteria; individual listing of National Register properties versus eligibility as part of an historic district, context statements and period of significance. CEQA and its connection of historic resource surveys will also be presented.

2.          STAFF REPORT AND ANNOUNCEMENTS

Neil Hart, Chief
Neighborhood Planning:
          i          As requested by the Landmarks Board, a status report was given on: St. Mark's Housing project and 1881 Bush Street, Bush Street Synagogue.
i          Landmark designation of the Old Mint is scheduled before the Planning Commission for November 8, 2001.
i          At its September hearing, the Zoning Administrator (ZA) turned down the four variance requests on the property 916 Guerrero Street, which was heard before the Architectural Review Committee (ARC), at the previous hearing. The ARC recommended that the ZA not grant the variances.

           3.          PRESIDENT’S REPORT AND ANNOUNCEMENTS
          
Tim Kelley:
                    i          It will be discussed at a coordination meeting how to proceed about Nec Decs. Would like to establish some sort of procedure that will keep the Landmarks Board in the loop.
                    i          Finally got approval from Muni to go forward with the landmark designation of Muni Car #1. The hearing is scheduled for October 17, 2001 – convening onboard Muni Car #1 at 17th and Castro Streets.

4.          MATTERS OF THE BOARD

Member Reidy:
                    i          Thanked Neil Hart for the status report on St. Mark's Housing project and the Bush Street Synagogue.
                    i          Suggested sending the MEA staff photographs from the Secretary of the Interior's Standards handbooks, showing pictures of small landmark buildings, like Lincoln's home, with a very large modern building right next to it, that overwhelms it. The photographs will show that a large new building, overwhelming in size and bulk can have an adverse effect on a small landmark building.
Member Finwall:
                    i          Gave an update on activities taking place at 500 Divisadero Street
                    i          Asked for status of work the Arts Commission is doing on the Muni substation at Turk and Fillmore Streets.
                    i          Spoke at the Victorian Alliance Neighborhood group monthly meeting.

5.          APPROVAL OF THE AUGUST 1, 15, and SEPTEMBER 5, 2001 DRAFT ACTION MINUTES

                    August 1 -          Continue to the next hearing.

                    August 15 -          It was moved by Member Finwall (seconded by Ho-Belli) to approve. The vote was unanimous – Finwall, Ho-Belli, Kelley, Kotas, Reidy and Skrondal.

                    September 5 – It was moved by Member Skrondal (seconded by Finwall) to approve. The vote was unanimous – Finwall, Ho-Belli, Kelley, Reidy and Skrondal.

                     6.          2001.0913L          (HASTIE: 558-6381)
                    128 KING STREET, north side between 2nd and 3rd Streets. Assessor's Block 3744, Lot 23. A contributory building to the South End Historic District. Built in 1913, this three-story brick structure was originally used as a dried fruit warehouse, and is currently used for office, retail and restaurant uses. The building is within an M-2 (Heavy Industrial) District, and is in a 105-F Height and Bulk District. Consideration to initiate landmark designation and adopt a resolution initiating and recommending landmark designation of the 128 King Street as Landmark No. 229.
                    Preliminary Recommendation: Adopt resolution supporting city landmark designation

                    and Actions:
                                        i          Concerns were raised regarding the triangular open portion of the building. The majority of the Landmarks Board members wanted to make sure this space remained open space.
                                        i          It was moved by Member Reidy (seconded by Kotas) to initiate landmark designation of 128 King Street subject to the appropriate findings that are contained in the Resolution (create a #2 on the Designation Report to maintain the open space without any permanent structures – preserve as an open space). The vote was unanimous.
                                        i          It was moved by Reidy (seconded by Ho-Belli) to recommend to the Planning Commission that they would support and approve designation of 128 King Street as San Francisco landmark, based on the appropriate findings that are in the draft resolution prepared by Staff – incorporating the recommended change discussed above. The vote was unanimous.

                    501 SECOND STREET, east side between Bryant and Federal Streets. Assessor's Block 3774, Lot 067. Subject property is within an SSO (Service/Secondary Office) District and is in a 50-X Height and Bulk District. The contributory-altered industrial building was constructed in 1924, and is in the South End Historic District. Request for a Certificate of Appropriateness for exterior alterations which include new entryway marquees and identifying signage at both the Bryant Street and Federal Street facades; new storefront systems at both facades; new terrazzo flooring at the recessed Bryant Street entry, and a new attached identifying sign at the Second Street elevation.
                    Preliminary Recommendation: Approval with modifications

Action:          Board Member Kotas moved (seconded by Shatara) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness. The vote was unanimous.

Request for a Permit to Alter under Planning Code Article 11 to construct an approximately 350,000 square-foot office and retail building above and adjacent to the San Francisco Mining Exchange, a.k.a. the San Francisco Curb Exchange, Landmark No. 113. Proposal includes demolition of a rear one-story office wing of the landmark structure, restoration of the building façade as seen from Bush Street, and a partial restoration of the building interior.
                    Preliminary Recommendation: Approval

Action:          Board Member Finwall moved (seconded by Reidy) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness and Permit to Alter based on the following change – edit 4.b. in the Resolution (take language from page 5 (4) of the Staff Report) – the Resolution read:  The new office/retail structure would be compatible with the scale of the building. Change to read:  The new office/retail structure would be compatible with the size, scale, color, material and character of the San Francisco Mining Exchange building and its surroundings. The vote was unanimous.
