3773 20th STREET, south side between Dolores and Guerrero Streets. Assessor?s Block 3607, Lot 60. A contributory building in the Liberty Hill Historic District. The subject building is three-stories-over-garage and was originally used and is currently used as a single-family house; is within an RH-2 (House, Two-Family) District and is within a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to remove the existing stucco finish, restore the original clapboard siding, and add period detailing around the existing windows, entry, bay, garage structure, and other façade features.

Preliminary Recommendation: Approve with conditions

3. PRESIDENT'S REPORT AND ANNOUNCEMENTS

President Kelley:

i He and Board Member Skrondal met with the sponsors of the 128 King Street warehouse landmark project, discussing appropriate marker for the site and hopes to have the nomination before the Landmarks Board within a month or so.

i Began discussions with the owners of 1268 Lombard Street to see if there is a way of them coming forward with their support for landmarking of their property, which they currently oppose.

iStatus of firehouse at 1152 Oak Street ? neighborhood organization have taken the initiative to have the fire department commit to a timeline and budget to do the repair work on the building. He has agreed to meet with the neighborhood group and keep the Board updated.

NORTH BEACH HOPE VI HOUSING REDEVELOPMENT 500 FRANCISCO STREET, the site is approximately 200,000 square feet, bordered by Bay Street, Francisco Street, Mason Street and Columbus Avenue, Assessor?s Block 42, Lot 1 and Assessor?s Block 43, Lot 1; located in an RM-3 (Mixed Residential, Medium Density) District and is in a 40-X Height and Bulk. The project is the demolition of 13 three-story buildings containing 229 units of rental public housing units and child care facilities for 38 children, and construction of 14 three- to four-story buildings with 360 units of affordable housing, neighborhood serving ground floor retail and commercial office space, child care facilities for 38 children, and one level of below-grade parking in the Fisherman?s Wharf area. The 360 units would include 229 units of rental public housing, and 131 units of rental affordable housing of which 48 would be designated for senior housing. The project would require a Conditional Use Approval from the Planning Commission to permit Planned Unit Development under Sections 303 and 304 of the Planning Code. The project would provide 404 independently accessible parking spaces. The purpose of the hearing is to facilitate the formulation ofthe Landmarks Preservation Advisory Board's comments on the adequacy of the Draft Environmental Impact Report for the proposed project pursuant to the California Environmental Quality Act (CEQA).

After hearing public testimony, the Board made the following comments:

iThe Board commented that the document was well written, and in particular treated the subject of potential adverse affects to historical resources fully and accurately.

iThe Board expressed concerns regarding the adequacy of the discussion on Existing Land Uses and Zoning beginning on page 24. It was suggested that this section would be amplified and contain more description of the existing buildings, which are important architectural and historical resources.

iThe Board felt as further mitigation for the loss of existing buildings, consideration should be given to providing a public display area in the new project which could contain a model of the existing buildings, as well as interpretive materials on the lives of the occupants in those buildings.

iIt was noted that throughout the Report, the language conflated the possibility of the existing buildings being ?determined eligible? for the National Register, which would necessarily include a finding of ?exceptional significance?, with the potential determination that they ?may become eligible? when they reach 50 years old. The Board suggested that the language should be consistent throughout, and should clearly include both possible determinations.

The Board expressed appreciation for having the opportunity to participate in the review process of such an important project. President Kelley will write the comment letter.

LANDMARK AND HISTORIC DISTRICT DESIGNATION PROCEDURES. Request for Landmarks Preservation Advisory Board (Landmarks Board) adoption of the revised Landmark and Historic District Designation Procedures dated March 15, 2001. (Note: On December 16, 1998, the Landmarks Board reviewed and adopted the Landmark and Historic District Designation Procedures. On June 7, 2000, the Landmarks Board adopted by Resolution No. 527, the Secretary of Interior?s Standards and the California State Office of Historic Preservation?s Recordation Manual for use in Landmark and Historic District Designation Reports. At the October 4, 2000 hearing of the Landmarks Preservation Advisory Board, staff presented the Landmark and Historic District Designation Report Template. The Landmark and Historic District Designation Procedures have been revised to reflect these changes.)

After Staff presentation and hearing comments made by the public, the Board made the following comments:

i Board Members acknowledged all the work that has gone into this document. It?s obvious that the outline has a lot of merit.

iIt was suggested that where the word ?standards? is used, make sure there is no confusion as to the technical standards and that it be the standards and guidelines for archeology/historic preservation. Perhaps this can be done by using a footnote.

Board Member Reidy made a motion (seconded by Skrondal) to adopt the revised Landmark and Historic District Designation Procedures with editorial corrections/clarifications. The vote was unanimous (Finwall, Ho-Belli, Kelley, Reidy, Shatara and Skrondal). Absent: Dearman, Kotas and Magrane.

i Announced the start up of the Public Communication Committee (PCC). Board Member Kotas will chair the Committee, President Kelley will serve as Ex-Officio, with Board Members Dearman, Finwall and Skrondal as committee members. The PCC may hold a hearing on the first and third Wednesdays of the month (same as meeting times for the full Board), when there are no items scheduled before the full Board or when there are only a couple of items on the regular calendar before the full Board. This will allow members of the public to give public comments and make informational presentations when the full Board does not meet.

i Received a letter from the Friends of 1800 Market Street regarding the 1800 Market Street project.

Built in 1887, the Italianate structure included two units in a two-story-over-basement building. The subject property is zoned RM-2 (Residential, Mixed) District and is in a 50-X Height and Bulk District. Request for a Certification of Appropriateness to establish a new garage and install a new garage door at the basement level.

The subject property is known as the Mark Hopkins Hotel, Landmark No. 184. The property is zoned RM-4 (Mixed Residential, High Density) District and is in a 65-A Height and Bulk District. Request for a Certificate of Appropriateness for repairs and modifications to port cochere canopy and lighting upgrades.
