                    639 SECOND STREET, east side between Brannan and King Streets. Assessor's Block 3789, Lot 5. A non-contributing property to the South End Historic District. This vacant property is currently being used as an open parking lot. It is within an SSO (Service, Secondary Office) District, a 50-X Height and Bulk District, and a Mixed-Use Housing Zone. Request for a Certificate of Appropriateness to construct a new building containing approximately 49,950 square feet of office use, nine dwelling units, and 100 parking spaces.
                    Preliminary Recommendation: None

Action:          After public testimony and Chair Finwall gave a summary of the comments made by the Architectural Review Committee at its June 6, 2001 hearing, Member Reidy moved (seconded by Magrane) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness. However, the Board requested the project sponsor re-look at the brick on the lower level and bring the project back to the Landmarks Board.

                    699 SECOND STREET, The California Warehouse, northeast corner of Second and King Streets. Assessor's Block 3989, Lot 4. A contributing property to the South End Historic District, the California Warehouse has also received a  B rating from San Francisco Heritage. The two-story-over-basement brick and concrete structure was originally used as a warehouse, has been used as a parking garage, and is currently used as an office building. It is within an SSO (Service, Secondary Office) District, a 50-X Height and Bulk District, and a Mixed-Use Housing Zone. Request for a Certificate of Appropriateness to alter the façade and add a vertical addition. The resultant building would include approximately 49,950 square feet of office space, 9,000 square feet of retail or restaurant use, and approximately 100 parking spaces.
                    Preliminary Recommendation: None

Action:          After public testimony and Chair Finwall gave a summary of the comments made by the Architectural Review Committee at its June 6, 2001 hearing, Member Shatara moved (seconded by Magrane) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness with the following modifications:
                    4          look at design review of Townsend Street façade looking at whatever historic fabric might be identified onsite and reincorporating that fabric within the project, somehow
                    4          the third finding in the resolution to read: the new store fronts as redesigned to match fenestration proportions will be compatible with the existing windows.
                    4          recommended that the street trees be considered on 30 foot spaces relative to the pilasters; suggests Dodonea Viscosa Purpurea (15' x 15') evergreen, burgundy red trees.

                    15 NAPIER LANE, west side between Filbert and Greenwich Streets. Assessor's Block 85, Lot 14. A wood, one-story over basement, residential building, built in 1872. The subject property is a Contributory Building in the Telegraph Hill Historic District, is zoned RH-3 (House, Three Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to construct a new foundation, level the floor and raise it by eight inches above its original height, replace deck railings, replace two windows at front with wood windows, install new doors and windows at rear.
                    Preliminary Recommendation: Approval

Action:          After hearing public testimony and comments made by members of the Landmark Board, Member Reidy made a motion to recommend approval of the Certificate of Appropriateness with modification to finding #7 – add to the end of #7,  & and any material discrepancies would require review and amendment of the Certificate of Appropriateness ; delete finding #8 (seconded by Magrane).

                    290 UNION STREET, The James McEvoy House, north side between Montgomery Street and Calhoun Terrace. Assessor's Block 106, Lot 15. A three-story over basement, residential building built in 1867, and remodeled in 1944 and in 2000-2001. The subject property is a Contributory/Altered building in the Telegraph Hill Historic District, is zoned RH-3 (House, Three Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness for a fourth floor balcony/fire escape at the rear, a chimney pipe at the rear, and a roof deck railing at the rear.

Action:          After hearing public testimony and comments made by members of the Landmark Board, Member Shatara (seconded by Reidy) made a motion to recommend approval of the Certificate of Appropriateness as proposed, subject to findings in the draft staff report, focusing on the elements that were listed for review and that the alterations (the chimney flue, rooftop railing, fire escape); add a finding that the Board focused on the alterations and features presented to the Board. Note – the Board has accepted the recommendations of the Zoning Administrator on the scope of this Certificate of Appropriateness and has accepted that Department Staff has recommended that this be processed as a new Certificate of Appropriateness rather than an amendment.

                    12.          2000.0541BCXAHT          (LE BLANC: 558-6351)
                    350 BUSH STREET, San Francisco Mining Exchange Building, north side between Montgomery and Kearny Streets. Assessor's Block 269, Lot 3. Individually designated Landmark No. 113, also rated a Category II Building under Article 11. A two-story, concrete and steel stock exchange building built in 1923. The subject property is in the C-3-0 (Downtown Office) District, and is in a 250-S Height and Bulk District. The proposal is to construct a 19-story, 250-foot tall office and retail building above, behind and beside the Mining Exchange Building. Appendix B of Article 11 requires a minimum 60-foot setback for any addition to the Mining Exchange Building that would be visible when viewing the principal facades. A portion of the proposed project would be set back 30 feet from Bush Street.

                    13.          2000.0541E          (MALTZER: 558-6391)
                    350 BUSH STREET OFFICE DEVELOPMENT. The proposed project would construct a 250-foot-high, 400,000 square feet office building that would be 19 stories tall (plus a mechanical penthouse) and would incorporate the historical San Francisco Mining Exchange Building, (San Francisco Landmark No. 113). The proposed office tower would be set back from the Bush Street façade of the Mining Exchange Building. The new building would be located in the approximate middle third of Assessor's Block 269, Lots 2, 2a, 3, 22, 24, 25, 26, and would have frontages on both Bush and Pine Streets. The cross streets are Kearny and Montgomery. The project as proposed would contain 360,000 square feet of office use, 7,270 square feet of retail use and 32,730 square feet of parking as 100 subsurface parking spaces. Four existing buildings (465-469 Pine, 451-453 Pine, 447 Pine, and 441-443 Pine) would be demolished. The project site is located in the Financial District of downtown San Francisco, is zoned C-3-0 (Downtown Office) District and a 250-S Height and Bulk District. The Landmarks Board will receive public testimony and discuss the EIR in order to frame their written comments on the Draft EIR. Landmarks Preservation Advisory Board review and comment on the adequacy of the Draft Environmental Impact Report (DEIR), pursuant to the California Environmental Quality Act (CEQA).

                              i          The Landmarks Board felt the DEIR presented an articulate and thorough description of the project and the Historic Resources potentially affected by its construction, as well as a clear analysis of its associated impacts.
                              i          Members of the Landmarks Board generally agreed that, since the project would be located outside the Kearny-Belden Conservation District and the Kearny-Market-Mason-Sutter Conservation District, it would have no direct adverse impact on either of those Historic Resources.
                              i          Landmarks Board members also generally agreed that the proposed project would retain the distinctive features, bother exterior and interior, of the Mining Exchange Building, San Francisco Landmark No. 113, and a Category II building under Article 11 of the Planning Code. Further, there was general acceptance for the proposal to reduce the setback of the new construction to 30 feet from the front façade of the Mining Exchange Building, from the minimum of 60 feet required by Article 11 of the Planning Code, in order to minimize the impact on significant interior spaces.
                              i          The Landmarks Board also agreed that the sheer scale of the proposed addition, although in keeping with the surrounding downtown built environment, would create a significant adverse impact on the setting for the Mining Exchange Building.

                              i          The Landmarks Board generally accepted that the proposed mitigation measures; retention and rehabilitation of the exterior and significant interior features of the Mining Exchange Building, HABS documentation of the building, and possible restoration of roofline cresting and acroteria would lessen the impact, but not eliminate the adverse impact of the project on the Mining Exchange Building. However, it was also felt that Mitigation Measures No. 1 should specify that rehabilitation work comply with the Secretary of the Interior's Standards for Rehabilitation of Historic Properties.

                    835 MARKET STREET- DEVELOPMENT OF THE EMPORIUM SITE. Landmarks Preservation Advisory Board review and comment on the final language for placing a commemorative plaque on the old Emporium building as required per Planning Commission Motion No. 15949 (Case No. 1998.090B). Condition of Approval No. 4C required: (1) the Project Sponsor to erect a plaque in a prominent location along Market Street describing the history of the Emporium Building, its uses, its architect, and its architecture; (2) the plaque to be prominent and easily read by visitors to the Project; and (3) the final language and appearance of the plaque to be coordinated by the Landmarks Preservation Advisory Board. The Project Sponsor will also give an informational presentation on the current status of the proposed Bloomingdale's department store design.
