                    50-70 OAK STREET, north side between Van Ness Avenue and Franklin Street. Assessor's Block 834, Lots 5 and 7. The subject property is zoned C-3-G (Downtown, General) District and is in an 80-E Height and Bulk District. Request for the Architectural Review Committee comments on a proposal to rehabilitate 50 Oak Street (a five-story-over basement, granite and polychrome terra cotta, Category II (Significant) Building) and replace it with a new four-story-over basement structure that will function as an addition to 50 Oak Street, to create a new facility for the San Francisco Conservatory of Music.

Neighborhood Planning:
i          Mills Act for 460 Bush Street was heard before the Planning Commission, 4/25; awaiting hearing at the Board of Supervisors, May 8.
i          216 Stockton Street, Permit to Alter was approved with the  Academy Black as recommended by the Architectural Review Committee, 4/17.
i          333 Sacramento Street, category change from V to IV building was heard at the Board of Supervisors on 4/23.
i          Chinatown Carnegie Library landmark designation passed 1st reading at the Board of Supervisors 4/23.
i          128 King Street landmark designation passed Committee 4/25.
i          California Preservation Foundation conference begins May 2 in Santa Rosa, CA.
i          Neil Hart will be on vacation 5/7-5/17.
i          At the May 15 Landmarks Board Hearing, the Board will hear objections to properties regarding Central Waterfront and Dogpatch Cultural Resource Surveys. This is scheduled to go back to the Planning Commission on 6/13.

                              MARCH 20           It was moved by Member Skrondal (seconded by Ho-Belli) to approve the minutes. The vote was unanimous.

                     5.          2001.0494A          (W. HASTIE: 415/575-6381)
                    1479 FOLSOM STREET, The Jackson Brewery Complex, south side between 10th and 11th Streets. Assessor's Block 3520, Lot 30C. Constructed in 1906, the Jackson Brewery Complex (Landmark No. 199) is a Romanesque Revival brick building with five floors at the front of the building and one floor plus mezzanine towards the rear. The subject property is zoned within an SLR (Service/Light Industrial/Residential) District and a 50-X Height and Bulk District, and is also within the Industrial Protection Zone (Planning Commission Resolution No. 16202). The building is also a contributor to a listed National Register Historic District, is rated as a significant historic building in the South of Market Area Plan, is included in the 1976 Architectural Survey, and has been surveyed by Heritage. Request for a Certificate of Appropriateness to infill existing openings with new windows to match existing, to install two new entries in existing infilled openings, and to enlarge one window opening on the third floor of the east elevation. Work will also include interior seismic, ADA, and fire code upgrades.
                    Preliminary Recommendation: Approval with Conditions

                    1040 FULTON STREET, north side between Pierce and Steiner Streets. Assessor's Block 778, Lot 7. The subject building is a three-story apartment building over a basement. The Craftsman-style building, built in 1912, is contributory to the Alamo Square Historic District. It is zoned within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to install 24 photovoltaic panels and 10 thermal solar panels on the roof.
                    Preliminary Recommendation: Approval with Conditions

                     7.                                        (K. SIMONSION: 415/558-6321)
                    4150 CLEMENT STREET, Veterans Affairs Medical Center, San Francisco, Fort Miley. Assessor's Block 1313, a portion of Lot 23. The Landmarks Board has been asked to review and comment on the Department of Veterans Affairs (VA) Medical Center, Fort Miley, Historical and Architectural Assessment (Assessment) prepared by Page and Turnbull. At the close of a 30-day comment period the VA will scheduled a public meeting to address all the comments received on the Assessment. Upon completion of the comment period and public hearing, the VA will submit their findings to the California Preservation Officer with an application for a National Register of Historic Places nomination. The Assessment finds the campus as a whole ineligible for listing on the National Register, but finds two sub-areas, which qualify for listing. The purpose of the Landmarks Board hearing is to facilitate the formulation of the Landmarks Board comments on the Assessment. A letter containing the comments of the Landmarks Board will be sent to the Department of Veterans Affairs.

Comments:          
                    i          Complimented the Department of Veterans Affairs and Page and Turnbull for a well-researched and written report.
                    i          Commented that the historic and architectural significance of the property as a whole, as well as the individual buildings, was very clearly laid out.
                    i          The Landmarks Board generally concurs with the findings of the report, the ratings assigned to significant and contributing buildings located within the campus, and more specifically, the identification of the two sub-areas, which appear eligible for listing in the National Register of Historic Places.
                    i          Asked if Criterion A was explored? Knowing that the two sub-areas are clearly eligible for listing under National Register Criterion C, the Landmarks Board encourages further research to determine whether the property is also eligible for listing under Criterion A.
                    i          The Landmarks Board commented that the San Francisco Veterans Affairs Medical Center, played a significant role in the development of veterans' benefits, representing a broad cross-section of military service. Further evaluation of this issue relative to Criterion A is warranted.
                    i          Another issue that should be evaluated under Criterion A is that of gender and class, which is not addressed in the assessment. Layout of the buildings represents an expression of the patriarchal organization of the workplace, with segregated facilities for nurses, officers, staff, and patients.
                    i          Staff will prepare a letter with the Landmarks Board's comments and send to the Department of Veterans Affairs.
