351-359 9th AVENUE, Richmond Branch Library, west side between Geary Boulevard and Clement Street. Assessor's Block 144, Lot 7. Continuation of discussion and comment on the Informational Presentation at the October 16, 2002 Landmarks Board hearing, to develop a letter summarizing the Landmarks Board comments to the Planning Department. The subject property was constructed in 1913-1914, and is a one-story-over-basement steel frame, sandstone building with decorative elements in a Mediterranean Revival style. The property is zoned P (Public) District and is in a 40-X Height and Bulk District.

  • It was moved by Member Pearlman (seconded by Picon) to write a letter to the Director of Planning, with comments and recommendations on the proposed project. The recommendation are offered in order to help guide the Department's environmental assessment of the project and to encourage a policy of early consultation between the Landmarks Board and other city agencies undertaking important projects involving historical resources. The vote was unanimous (Finwall, Kelley, Pearlman, Picon and Skrondal; absent: Dearman, Ho-Belli, Kotas and Shatara).

An informational presentation on the completion of DPR 523B-evaluative forms on 420 resources in the Inner Mission North survey area previously surveyed at the DPR 523A-descriptive level. TRANSBAY TERMINAL/CALTRAIN DOWNTOWN EXTENSION/ REDEVELOPMENT PROJECT, Draft Environmental Impact Statement/Draft Environmental Impact Report (DEIS/DEIR). The proposed project has three major components: the construction of a new multi-modal Terminal on the site of the present Terminal (that would be demolished) at Mission and First Streets; an underground extension of Caltrain commuter rail service from its current San Francisco terminus at Fourth and Townsend Streets to a new terminus underneath the proposed new Transbay Terminal; and establishment of a Redevelopment Area Plan with related development projects, including transit-oriented development in the vicinity of the new multi-modal Transbay Terminal. The proposed Redevelopment Area would generally be bound by Mission, Main, Spear, Folsom, Essex, I-80, Second and Minna Streets. Other subordinate components of the project include a temporary bus terminal facility at Beale and Folsom Streets to be used during construction of the new Transbay Terminal; a new, permanent off-site bus storage/layover facility; reconstructed bus ramps leading to the new Transbay Terminal; and a redesigned Caltrain storage yard between 4th and Townsend and Caltrain tracks under Interstate 280 between Mariposa and 16th Streets. The construction of a new Terminal and the required ramps would require demolition and removal of the Terminal (eligible for listing in the National Register of Historic Places) as well as the existing loop ramp (a contributing element to the Bay Bridge). The Caltrain Extension would remove between three and 13 buildings depending on the alternative chosen. There is no direct impact as a result of the Redevelopment Plan for development of the public parcels. The purpose of the hearing is to facilitate the formulation of the Landmarks Preservation Advisory Board's comments on the adequacy of the Draft Environmental Impact Statement/Draft Environmental Report for the proposed project pursuant to the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).

  • Agreed with the advice from Heritage and strongly recommend the tunneling alternative, which would result in the demolition of four historic resources, over the "cut-and-cover" alternative, which would result in the demolition of 14 historic resources.

  • Concerned over the fact that there was no consideration in the EIS/EIR of adaptive reuse of the Transbay Terminal building, which is listed on the National Register.

  • Commented that the terminal building was not discussed thoroughly enough in terms of its significance.

  • The Landmarks Board recommended that the EIS/EIR document provide an adaptive reuse alternative for the Transbay Terminal building.

7. 2000.048F- SECTION 106 (A. LIGHT: 415/558-6254)

TRANSBAY TERMINAL/CALTRAIN DOWNTOWN EXTENSION/ REDEVELOPMENT PROJECT. The proposed project is to replace the existing Transbay Terminal with a new multi-modal transit/transportation facility at First and Mission Streets in Downtown San Francisco, to extend Caltrain service from the existing Caltrain Station at Fourth and Townsend Streets to a new underground terminus underneath the proposed new Transbay Terminal, and to redevelop publicly-owned land in the vicinity of the Transbay Terminal site with high-density, transit-oriented development including housing, hotels, and office uses. The undertaking will impact various historical resources. The Federal Transit Administration (FTA) has asked the Landmarks Preservation Advisory Board (Landmarks Board) and the Planning Department to participate in reviewing the Caltrain Extension Project under Section 106 of the National Historic Preservation Act. Specifically, FTA has requested the Landmarks Board's review and comment on the documents it has prepared in the course of conducting the Section 106 review, which identify and evaluate the historic properties as well as any existing archaeological sites or potential archaeological historic or prehistoric resources included in the Area of Potential Effect (APE) of the undertaking including: the Historic Architectural Survey Report; the Archaeological Impact Assessment; and the Area of Potential Effects for Archaeological Resources. The Landmarks Board will hold a public hearing to review and comment on the above-mentioned documents. A letter containing the comments of the Landmarks Board will be addressed to the Director of Planning. The letter should conclude with the Landmarks Board's views on the effect this undertaking could have upon historic properties within the APE. The Director will forward the letter containing the comments of the Landmarks Board as well as the comments of the Planning Department to the lead Federal Agency (The Federal Transit Administration (FTA)) via the City and County of San Francisco's Transbay Joint Powers Authority (TJPA), and send copies to the California Office of Historic Preservation, the Peninsula Commute Service Joint Powers Board (JPB), the Major Environmental Analysis Division of the Planning Department, and any other interested parties. The actual impacts on historic and archaeological resources based on the undertaking's various alternatives are addressed in the draft Environmental Impact Statement/ Environmental Impact Report.

  • The Landmarks Board recommended strongly that the impacts on historical and archaeological resources should be included in the HASR as "Findings of Effect".

  • The Landmarks Board unanimously concurred with the Description of the Project, including all three alternatives; the Areas of Potential Effect; and the Identification of Significant Properties.

  • The Landmarks Board found that the significant impacts to the National Register building (Transbay Terminal) should be included in the HASR, and that all impacts on historical and archaeological resources should be included in the HASR as "Findings of Effect" as contained in the EIS/EIR.

275 BRANNAN STREET, south side between 2nd and Colin P. Kelly, Jr. Streets. Assessor's Block 3789, Lot 9. Constructed in 1905, the Rosenberg Brothers' Warehouse is a brick building that was originally a storage warehouse and is now used as office space. The property is contributory to the South End Historic District, is separately listed in the National Register of Historic Places, is a rated building in the South of Market Area Plan, has a "B" rating from Heritage, and is listed in the UMB Survey. The subject property is zoned SSO (Service/Secondary Office) District and is in a 50-X Height and Bulk District. Request for a Certificate of Appropriateness to replace existing double-hung wood sash windows at the second and third levels with double-glazed wood sash windows, and to install a new, accessible aluminum entry system.

Preliminary Recommendation: Approval

43-45 LIBERTY STREET, south side between Guerrero and Valencia Streets. Assessor's Block 3608, Lot 78. This house is a contributory structure in the Liberty Hill Historic District and is listed in Here Today. The Italianate structure was built in 1880, and was originally built as a single-family house and is currently used as a two-family dwelling. The property is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to remodel the rear of the house, construct a rear addition, construct a new garage structure on the side of the property, and make other improvements to the front yard area.

The two-story modern retail building is compatible/non-contributory to the Jackson Square Historic District. The building is zoned C-2 (Community Business) District and is in a 65-A Height and Bulk District. Request for a Certificate of Appropriateness to replace existing steel-frame storefront windows with aluminum frame windows; replace front doors; replace existing second floor balcony with rail to meet current Building Code Standards; replace existing rear alley door and sidelight with new solid wood double doors. Repaint Jackson Street façade.
