                              333 GRANT AVENUE, The Home Telephone Company, Landmark No. 141, west side of Grant Avenue between Bush and Sutter Streets. Assessor's Block 286, Lot 2. The subject property was constructed in 1908 and is a seven-story, steel-framed building with a brick curtain wall and is clad in Colusa sandstone. The building is rated as Category 1 (Significant) within the Kearny-Market-Mason-Sutter Conservation District, is in the City's 1976 Architectural, rated an  A by Heritage and has been determined eligible for individual listing on the National Register by California Historic Preservation Office. The property is zoned C-3-R (Downtown Retail) District and is in an 80-130-F Height and Bulk District. Request for the Architectural Review Committee review and comment on a proposal for exterior alterations to convert of the existing vacant office building into a mixed-used building.

i          Regarding the Grant Avenue elevation: The proposed addition of the six projecting concrete balconies and enlargement of the window openings with the building's midsection will adversely impact the spatial relationships between the columns and the recessed fenestrated arches, thus diminishing the building's architectural integrity.
i          Regarding the balcony railing material: The proposed glass railings on the Grant Avenue as well as the Harlan Place elevation will not be invisible. The ARC urged the applicant to propose a metal railing that would be less obtrusive and more compatible with the historic character of the building.
i          Regarding the north light well elevation: One member expressed concern over the loss of the original fire shutters and would like to see them saved.
i          Overall, there was general support of the project.

Neighborhood Planning:
i          Gave status in response to public comment made at the September 18th hearing regarding Washington Square Park Flag Pole – Staff contacted the Department of Recreation of Parks and found out that a work order was issued for the removal of the Flag Pole in Washington Square Park and was told that the Pole will be returned to its original location.
i          Reminded Board Members of the importance of attending the hearings.
i          Ina Dearman is scheduled to have surgery in two weeks. Also, she and her husband will honored at a SPUR luncheon on November 4, 2002.

n          Review of Written Objections to findings of the Central Waterfront Cultural Resource Surveys
                                                            (J. TULLY: 415/558-6372)
Following the Landmarks Boards’ Public Review Process for Cultural Resource Survey Findings , the Landmarks Board must review written objections to the Central Waterfront survey findings as presented by property owners. The Landmarks Board may recommend retention or modification of survey information and/or National Register Status Code. The recommendation will then be forwarded to the Planning Commission for consideration of endorsement.

Objections to survey findings will be heard on the following resources:

4.          815-825 TENNESSEE STREET – owner, Su Wuan Lee Mai. Property owner believes National Register Status Code assigned to this resource is incorrect. (Note: Item is continued from the June 5, 2002 Landmarks Board Hearing)
                              Preliminary Recommendation: Retain National Register Status Code of 4D2

                                                            i          After public comment and discussions by Landmarks Board members, Member Kotas moved (seconded by Ho-Belli) to change the Status Code from 4D2 to 5D1. The MOTION FAILED with a +4 –1 vote (+Ho-Belli, Kotas, Shatara and Skrondal; -Finwall) Recused: Kelley Absence: Dearman, Pearlman and Picon.

                                                            i          Member Finwall made a motion to accept Staff's recommendation, maintaining the 4D2 Status Code. The motion did not get a second. MOTION FAILED

                                                            i          Because the above motions failed, NO ACTION was taken by the Landmarks Board on this case.

                     5.          2002.0852A          (M. LUELLEN: 415/558-6478)
                              840-848 BATTERY STREET, east side between Broadway and Vallejo Street. Assessor's Block 141, Lot 2. The subject property is a two-story, reinforced concrete warehouse constructed in 1931 and is potentially compatible to the Northeast Waterfront Historic District. It is zoned C-2 (Community Business) District and is in an 84-E Height and Bulk District. Request for a Certificate of Appropriateness to install one exterior identity sign above the entry doors on Battery Street and one sign centered on the building's Front Street façade. (Note: Item continued from August 21, 2002 hearing. Motion to approve failed 4-2.)
                              Preliminary Recommendation: Approval
