43-45 LIBERTY STREET, south side between Guerrero Street and Valencia Street, Assessor's Block 3608, Lot 78. This house is a contributory structure in the Liberty Hill Historic District and is listed in Here Today; this Italianate structure was built in 1880 and was originally built as a single-family house and is currently used as a two-family dwelling. The property is within an RH-3 (House, Three-family) District and a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to remodel the rear of the house, construct a rear addition, construct a new garage structure on the side of the property, and make other improvements to the front yard area.

President Kelley, along with Vice President Skrondal and Charles Chase, Executive Director of Heritage, attended a meeting of the School District regarding 135 Van Ness Avenue/170 Fell Street buildings, and reiterated forcefully to the School District the interest of the Landmarks Board and the preservation community in saving the buildings.

LANDMARK DESIGNATION WORK PROGRAM, 2002-2003, initial discussion to establish the Landmark Designation Work Program for Fiscal Year 2002-2003. A working session to update the List of Potential Landmark Designations, and to identify up to eight sites for the Landmarks Preservation Advisory Board's consideration of initiation of landmark designation.

                                                            i          Mr. Hart briefed the Board and members of the public on the objective for this hearing, which is to update the list of potential landmark designations. He also gave an overview of work that has been completed or work in progress from 1997 to the present.

                                                            i          After hearing comments and recommendations from members of the public, the following properties were removed from the lists of potential landmark designations:
                                                                      1.          Fiscal Year '97-'98, No. 4 – St. Francis Woods Streetscape and Clubhouse
                                                                      2.          Fiscal Year '98-'99, No. 11 –Tobin House; No. 12 – Doris M. Magowan House
                                                                      3.           Fiscal Year '00-'02, No. 8 – Context Statement for Russian Hill Cottages
                                                                      4.          Fiscal Year  02-'03, No. 16 – Branch of Compton's Cafeteria  Riot Site
                                                                      The following corrections were made as follows:
                                                                      1.          Fiscal Year '00-'02, Nos. 3 and 4, Japanese Language School (Kimmon Gakuen) Golden Gate Institute and Mainichi Hokubei Newspaper – in status column, Tim Kelley will write the Designation Reports (not the Japanese Historical Society).
                                                            i          Several people came forward and asked that the following items be added to the list of potential landmark designations:
                                                                      1.          29 Russell Street and a Neighborhood Designation (Russell Street and the surrounding four blocks around Hyde and Union Streets)
                                                                      2.          202 Green Street, the Philo Farnsworth Building
3.          Reconsider Buena Vista North Historic District
                                                                      4.          2362 Market Street, the AIDS Quilt Building (assembled and stored)
                                                            i          Board Member Finwall made a motion (seconded by Shatara) to continue consideration of the additions to the list and to remove the items agreed upon earlier. The vote was unanimous (Finwall, Kelley, Pearlman, Picon and Shatara). Absent: Dearman, Ho-Belli, Kotas and Skrondal. An amendment was added to the above motion requesting that another public hearing be held on October 16, 2002 . The vote was unanimous (Finwall, Kelley, Pearlman, Picon and Shatara).                               1000 GREAT HIGHWAY, The Beach Chalet, Landmark No. 179, east side between South Drive and John F. Kennedy Drive. Assessor's Block 1700, a portion of Lot 1. A two-story, stucco-clad Spanish Revival building, built in 1925. It houses a visitor's center and restaurant. The property is included in the 1976 Architectural Survey, and is within a P (Public) District, an OS Height and Bulk District, and the Coastal Special Use District. Certificates of Appropriateness for a deck covered by a wooden arbor were issued pursuant to the November 4, 1998 and December 19, 2002 Landmarks Preservation Advisory Board hearings. Request for a Certificate of Appropriateness to construct an addition to the rear (east), with a footprint of approximately 3,100 square feet, including space for a covered seating area, food preparation, and storage.

Action:          It was moved by Member Shatara (seconded by Pearlman) to recommend approval of the Certificate of Appropriateness with the condition that the East green area come back to the Landmarks Board with some level of detail as to an approach for a design resolution. The vote was unanimous.

                              280 DIVISADERO STREET, The Charles L. Hinkel House, Landmark No. 190, between Page and Haight Streets. Assessor's Block 1238, Lot 23. The subject property is wood frame French Second Empire residence, built in 1885. The landmark designation includes the carriage house, located at the rear of the property. The property is listed in the City's 1976 Architectural Survey, is listed in Here Today, and is in an NC-2 (Small-Scale Neighborhood Commercial) District and a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to alter the carriage house located at the rear of the property and install a new foundation, replace non-original aluminum windows, replace garage roofing, replace siding, install additional doors and windows, and add decorative trim elements including dormers and a tower.
                              Preliminary Recommendation: Disapproval

                    Member Shatara made a motion to support the project. The motion did not get a second. MOTION FAILED

                    Member Pearlman made a motion to accept Staff's recommendation to disapprove. The motion did not get a second. MOTION FAILED. Therefore, NO ACTION was taken by the Landmarks Board on this case.

                              27-29 LIBERTY STREET, south side between Guerrero and Valencia Streets. Assessor's Block 3608, Lot 39. The subject Queen Anne-style residence is a contributory building to the Liberty Hill Historic District and is a contributor to a National Register District; it is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to replace an existing side-hinged garage door with a new roll-up garage door.
                              Preliminary Recommendation: Approval

It is zoned C-2 (Community Business) District and is in an 84-E Height and Bulk District. Request for a Certificate of Appropriateness to install one exterior identity sign above the entry doors on Battery Street and one sign centered on the building's Front Street façade. (Note: Item continued from August 21, 2002 hearing. Motion to approve failed 4-2.)

                              1050 SANSOME STREET, east side between Vallejo and Green Streets. Assessor's Block 135, Lot 8. The subject property is a six-story, reinforced concrete warehouse constructed in 1906 and is compatible with the Northeast Waterfront Historic District. It is zoned C-2 (Community Business) District and is in a 65-X Height and Bulk District. Request for a Certificate of Appropriateness to install three wireless telecommunications antennas on the building's elevator penthouse. The associated equipment cabinets will be placed in the basement.
                              Preliminary Recommendation: Approval with Conditions

                    It was moved by Member Finwall (seconded by Pearlman) to approve adoption of the resolution endorsing the Draft Context Statement with the condition that the following comments be addressed in the Draft that is sent to Sacramento:

                    i          The Context Statement cast the Mission District into a mold of a declining central city, that are believed to be inaccurate. The Mission District was a self-contained community and was stable for a long period of time.
                    i          It appeared that only the first and last chapters of Godfrey's Neighborhood in Transition was reviewed and not the middle chapters that discussed the stability of the Mission District. Suggested Staff look to the information is the middle chapters to guide the revisions to the Context Statement.
                    i          The Context Statement made no mention that the community was so self-contained and isolated that it developed its own dialect.
                    i          Valencia Gardens was a stable working class  model housing project that was considered a desirable place to live because of its walking distance to downtown and the labor halls.
                    i          The Context Statement concentrates unduly on architectural periods and styles, and even then it doesn't use San Francisco local terminology –  Edwardian . The emphasis on architecture seems out of proportion, while slighting the historical context.
