Preservation Coordinator:
i          Introduced and welcomed newly appointed Board Member, Jonathan Pearlman.
i          Parkside Theater on Taraval Street – it appears that the 1930 façade has been removed as part of building permit approval for adaptive reuse . Staff is scheduled for a site visit and will update the Board at the next hearing.
-          President Kelley asked Staff to get documents on the Parkside Theater and report back at a future hearing.
i          Restoration of 500 Divisadero Street is moving forward.
i          Informed Board of the receipt of a letter from Redland Company regarding objections to the Dogpatch Survey.

April 3 - Continued to the next hearing – no quorum.

April 17 – It was moved by Member Dearman (seconded by Skrondal) to approve the draft action minutes with correction on page 2, under President's Report and Announcements, delete the word Housing; on page 6, first bullet, third line should read  are inadequately examined. The vote was unanimous.

                              3731 20th STREET, south side between Dolores and Guerrero Streets, Assessor's Block 3607, Lot 70A. The subject Stick-style residence is a contributory building in the Liberty Hill Historic District; it is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to construct a two car garage in the front yard and basement level of the building.
                    Preliminary Recommendation: Approval

                     6.          2002.0439F – SECTION 106          (K. SIMONSON: 415/558-6321)
                              DOYLE DRIVE REPLACEMENT, southern approach of US 101 to the Golden Gate Bridge, Assessor's Block 1300, within the City of San Francisco and the Presidio of San Francisco, part of the Golden Gate National Recreation Area. Project limits extend eastward along Doyle Drive for approximately 1.1 miles, from the Park Presidio Interchange to the proposed Presidio National Park Access in the vicinity of Girard Road. East of Girard Road, improvements would be made to Richardson Avenue in the vicinity of Lyon and Francisco Street under selected alternatives. The California Department of Transportation (Caltrans), on behalf of the Federal Highway Administration (FHWA) is conducting a Section 106 Review of the proposed replacement of Doyle Drive. At this time, Caltrans is seeking information from individuals and organizations likely to have knowledge of, or concerns with, historic properties in the Area of Potential Effect (APE). The APE includes 269 buildings within the Presidio that contribute to the Presidio National Historic Landmark District; 55 resources in the Presidio that date to the Cold War period but have not been found eligible for the National Register; the Palace of Fine Arts, which has been found to appear to be eligible for the National Register of Historic Places and to qualify as an historical resource under CEQA; and 35 residences in the Marina District, none of which appear to be eligible for the National Register nor to qualify as historical resources for the purposes of CEQA. The Landmarks Preservation Advisory Board (Landmarks Board) will, as a consulting party in the Section 106 review process, review and comment on the identification of historic properties within the APE, as listed within the draft Historic Architectural Survey Report Appendices E and F. A letter containing the comments of the Landmarks Board will be sent to the Director of Planning. The Director will then forward the comments of the Landmarks Board and the comments of the Planning Department to Caltrans, the lead agency.

                              Comments:
                                                            i          The Landmarks Board concur with the description of the undertaking, the boundaries of the focused area of potential effect (APE), and the assessment of eligibility of historic resources in the APE.
                                                            i          Commented that the resources located within the Presidio National Historic Landmark District are especially well-documented.
                                                            i          Commented that there should be further examination of the significance of this resource and its historic association with the construction of the Golden Gate Bridge.
                                                            i          Doyle Drive's character-defining features, such as the light standards, should be identified and included in the Historic and Architectural Survey Report in order to facilitate future evaluation of the effects of the project on this specific resource.
                                                            i          The Landmarks Board concurs that the 35 houses in the Marina located within the APE are not eligible for listing on the National Register of Historic Places.
                                                            i          The Historic and Architectural Survey Report, when completed, should be submitted to the Landmarks Board for review so that they can better understand the historic and architectural significance of the area. The Landmarks Board considers itself to be one of the first lines of outreach to the neighborhood, and will consider the effects of the project on the area at the appropriate time.

n          Review of Written Objections to findings of the Central Waterfront and Dogpatch Cultural Resource Surveys

Following the Landmarks Boards’ Public Review Process for Cultural Resource Survey Findings , the Landmarks Board must review written objections to the Central Waterfront and Dogpatch survey findings as presented by property owners. The Landmarks Board may recommend retention or modification of survey information and/or National Register Status Code. The recommendation will then be forwarded to the Planning Commission for consideration of endorsement.

Objections to survey findings will be heard on the following resources:

7.          3201 3rd STREET – owner, William Spencer. Property owner believes that this resource  should not be considered to be placed on the National Register of Historic Places.
