ARCHITECTURAL REVIEW COMMITTEE

                    1334-38 McALLISTER STREET, north side between Pierce and Steiner Streets. Assessor's Block 775, Lot 7. A three and a half-story-over-basement building containing three units. The Edwardian-style building, built in 1904, is contributory to the Alamo Square Historic District and is included in the 1976 Architectural Survey. It is within an RM-1 (Mixed Residential, Low Density) District and is in a 40-X Height and Bulk District. Request for the Architectural Review Committee comments on a proposal to add a garage to the front (south) façade at the basement level, construct an elevator penthouse and flue on the east side roof, construct a rear stairway, infill a stairwell on the east side, add skylights to the east and west-facing roofs, and make window changes to the rear and east facades.

i          Asked if there would be modifications to the window bays?
i          Asked if the door on the right side was a tradesman passage?
i          Asked if the second way out, passage door could be recessed to align with the garage door?
i          Suggested taking the two doors, which are currently shown on approximately the same line (about a two-feet separation), putting them in the same line and creating one larger/longer opening that would incorporate both doors and minimize the muntin effect between the two doors and detail them so that they are compatible to give a sense from the street of something that's a more centered structure under the bay.
i          Commented that the style of the garage door needs to be studied a little more.
i          Suggested looking at a swinging door for the garage.
i          Look into developing planter spaces.

i          Budget hearing on the Planning Department's budget will be held before the Board of Supervisors' Budget Committee on April 23, 2002.
i          Historic Architectural Resources document for the Chinatown YMCA Draft EIR is in the Landmarks Board correspondence folders.

Consideration of sending a revised letter of concern to the Department of Building Inspection regarding emergency exiting requirements for 128 King Street.

The Board voted unanimously to have Member Shatara schedule a meeting with Laurence Kornfield of the Department of Building Inspection, to review the plans along with the letter and come up with a recommendation.

                    68 FAIR OAKS STREET, west side between 21st and 22nd Streets. Assessor's Block 3618, Lot 49. A two-story-over-basement two-unit Stick-Eastlake style house built in 1888. The building is contributory to the Liberty Hill Historic District and is listed in Here Today. It is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to replace the front door, replace the front stairs, rebuild the front retaining wall and steps, repair the front iron fence, add two windows at the basement level of the front bay, and add a three-story addition to the rear of the property that would include two new garage doors and two balconies.
                    Preliminary Recommendation: Approval

Action:          It was moved by Member Kotas (seconded by Finwall) to adopt the draft resolution and staff report recommending approval of the Certificate of Appropriateness with the following conditions:
                    4          Work with Staff to review fences and detailing of the rear yard.
                     4          Remove the waffle paneling at the back of the building and replace with rustic siding.

                              68 FAIR OAKS STREET, west side between 21st and 22nd Streets. Assessor's Block 3618, Lot 49, in an RH-3 (House, Three-Family) District and in a 40-X Height and Bulk District.

                              REAR YARD VARIANCE SOUGHT. The proposal is to construct an addition at the rear of the house. Planning Code Section 134(c) requires a 34-feet, 7-inch deep rear yard for the subject property. The north rear corner of the house extends beyond this required rear yard line and therefore is considered to be legally non-complying. The project proposes to construct an addition that would be within the allowable building envelope for rear yard extensions (Planning Code Section 136© (25)(A) and (B)(ii). However, because there is already a non-complying portion of the structure within the rear yard, utilizing this otherwise permitted building envelope is considered to make the building more non-complying in terms of the rear yard requirement. The project also proposes adding an additional three-feet of volume height above the existing non-complying portion of the structure. The Variance case will be heard before the Zoning Administrator at the same time that the Certificate of Appropriateness is reviewed before the Landmarks Preservation Advisory Board.

                              Action taken by the Zoning Administrator (Lawrence Badiner): The Variance Hearing was closed. The Zoning Administrator granted the Variance. It will be subject to Conditions of Approval, such as no further expansion without review by the Zoning Administrator of Standard Conditions of Approval.

                    953 DE HARO STREET, The Potrero Hill Neighborhood House, Landmark No. 86, at the northeast corner with Southern Heights Avenue. Assessor's Block 4096, Lot 43. The subject building is a shingled, wood-frame building designed by the architect, Julia Morgan; it is zoned RH-2 (House, Two-Family) District, and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to replace wood casement windows with double-paned, wood-clad fiberglass casements to improve thermal efficiency. (Note: Item continued from January 23, 2002 Landmarks Board Hearing.)
