                    68 FAIR OAKS STREET, west side between 21st and 22nd Streets. Assessor's Block 3618, Lot 49. A two-story-over-basement two-unit Stick-Eastlake style house built in 1888. The building is contributory to the Liberty Hill Historic District and is listed in Here Today. It is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for the Architectural Review Committee comments on a proposal to replace the front door, replace the front stairs, rebuild the front retaining wall and steps, repair the front iron fence, add two windows at the basement level of the front bay, and add a three-story addition to the rear of the property that would include two new garage doors and two balconies.

i          First commented on the tremendous presentation.
          i          Asked if railing on the porch is original and if it will be removed?
          i          Commented that the detailing on the rear is a little too close of an attempt to repeat the front of the house. It seems that in the context of the District, the alley is a service entrance and the proposal is going pretty far away from appearance of the service end of the building.
          i          Suggested that they tone down the design of the garage doors. Simplicity is the key.

1.          STAFF REPORT AND ANNOUNCEMENTS

Neil Hart, Chief
Neighborhood Planning:
i          Gave status on the Haslett Warehouse (City landmark No. 59, National Register listed) fire.
i          Status on the Colombo Building landmark designation regarding four tiers of interior space.
i          The CLG Annual Report was mailed to the Office of Historic Preservation on Thursday, March 14 (a copy of the report was included in the Boar's packets).
i          Discussed the Work Program and Budget and pointed out the section regarding survey work.
i          Reminded the Board that their Statement of Economic Interests are due April 1st.
i          The Sunshine Ordinance Manual is in the Board's correspondence folder – they are to read the manual and sign the declaration.
i          Received from the State Office of Historic Preservation, nomination forms for the 2002 Governor's Historic Preservation Awards, which is presented annually under the sponsorship of OHAP. Nominations must be posted by April 30 – forms are provided.
i          The California Preservation Foundation is holding its annual conference in Santa Rosa, May 2-5.
          
          2.          PRESIDENT’S REPORT AND ANNOUNCEMENTS
          
President Kelley:
                    i          Asked Staff to inquire of the Park Service what their policy is for keeping the Landmarks Board in the loop regarding proposed work on the Haslett Warehouse.

4.          APPROVAL OF THE DECEMBER 5, 2001 and FEBRUARY 20, 2002 DRAFT ACTION MINUTES

December 5 -          It was moved by Member Finwall (seconded by Shatara) Skrondal to approve the draft action minutes. The vote was unanimous.

February 20 -          It was moved by Member Shatara (seconded by Finwall) to approve the draft action minutes with correction on page 4, end of first bullet as follows: last line to read: attached list  as prioritized in the Page & Turnbull Report, attached (to be& & ). The vote was unanimous.

n          Informational Presentation

                              MILLS ACT APPLICATION PROCESS. An informational presentation on the Mills Act legislation and how it applies to qualified historic resources in San Francisco.

                     6.          MILLS ACT APPLICATION          (J. TULLY: 415/558-6372)
                    460 BUSH STREET, San Francisco Fire Department Old Station No. 2, north side between Grant and Kearny Streets. Assessor's Block 270, Lot 41. The building is San Francisco Landmark No. 143 and is rated as a Significant Category 1 building in Article 11 of the Planning Code, and is therefore included as well in the Downtown Plan of the General Plan. The subject property is zoned C-3-R (Downtown, Retail) District is in an 80-130-F Height and Bulk District. The Landmarks Preservation Advisory Board will make recommendations on the proposed Mills Act Application, which will amend the San Francisco Administrative Code and provide a reduction in property taxes. The Mills Act requires that the property owner of this designated historic property contract directly with the City in which the owner agrees to restore the property, maintain its historic character, and use it in a manner compatible with the historic character.

                              216 STOCKTON STREET, east side between Geary and Post Streets. Assessor's Block 309, Lot 13. A three-story, black granite-clad Art Moderne-style Category IV Building in the Kearny-Market-Mason-Sutter Conservation District, zoned in a C-3-R (Downtown, Retail) District and is in an 80-130-F Height and Bulk District. Request for Permit to Alter under Article 11 of the Planning Code to allow exterior alterations to the façade above the ground floor.
          Preliminary Recommendation: Approval

                    4          Replicate original mortal joints configuration

                    4          Use a dark material to reflex the original character of the small building, but also, to make Dior stand out.
                    4          Have Planning Staff review changes

                    8.                                        (K. SIMONSON: 415/558-6321)
                              1820 EDDY STREET, Old St. Patrick's Parish Hall, Landmark No. 6. Review and comment on the proposed conversion of Old St. Patrick's Parish Hall, to a Buddhist monastery, as part of the redevelopment of the property. The property is located in the Western Addition Redevelopment Area and is adjacent to Holy Cross Church, which is being converted to a Buddhist temple. The project includes: 1) restoration and repair of the historic building, including reconstruction of the missing front entry stairs; 2) removal of the wood buttresses; 3) removal of the existing foundation windows and installation of new windows; and 4) construction of an addition at the rear of the historic building, increasing the building from 8,922 gsf to 13,455 gross square feet (gsf). The purpose of this hearing is to present the project to the Landmarks Preservation Advisory Board for their review and comments, as required by the Owner Participation Agreement with the San Francisco Redevelopment Agency.

                                                  i          The Board agreed that the overall concept of the proposed addition is appropriate relative to its placement, form and massing to the historic building. The Board commented that they like to way the proposal relates to the Holy Cross and the Rose Window and how the stair origination draws from the proposal
                                                  i          Commented that the buttresses have acquired historic significance and would like to see them reserved.
                                                  i          The Board gave thumbs up to placement of the proposed windows.
                                                  i          The Board had no problem with the proposed front steps.
                                                  i          In regards to the materials used (wood, stucco, metal, etc.) – suggested material choice would be reviewed by Staff.
                                                  i          Staff will prepare a letter for President Kelley's signature, with the Landmarks Board's comments.

          n          Certificate(s) of Appropriateness

                     9.          2002.0080A          (K. SIMONSON: 415/558-6321)
                              1600 GOUGH STREET, Trinity Episcopal Church, Landmark No. 65, northeast corner of Gough and Bush Streets, bounded by Austin Street on the north. Assessor's Block 665, Lot 15. Constructed in 1892-93, the property is zoned RM-4 (Mixed Residential, High Density) District and is in an 80-A Height and Bulk District. Request for a Certificate of Appropriateness to change a transom at the door on Bush Street to a leaded pattern (rather than an etched pattern approved in Case No. 2001.0557A), add a restroom vent on north façade, and add a kitchen exhaust stack and hood on the Austin Street (north) façade.
                    Preliminary Recommendation: Approval with conditions
