PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).).

PLANNING DEPARTMENT'S PROPOSED WORK PROGRAM AND BUDGET FOR 2008-2009 - Informational presentation on the Planning Department's Proposed Work Program and Budget for Fiscal Year 2008-2009.

SPRECKLES TEMPLE OF MUSIC MAINTENANCE AND REPAIRS,1000 Great Highway, Assessor's Block 1700, Lot 001. The Department of Recreation and Parks has prepared construction drawings and technical specifications for the maintenance and repair of the Spreckles Temple of Music, Landmark No. 249 (Golden Gate Park, the Music Concourse). An Informational Presentationto the Landmarks Board will be made by the Department of Recreation and Parks in order to describe the extent of maintenance and repairs required, and the methodology for repairs to the roof, roof parapet, cornice, and exterior stone walls of the structure. Informational presentation, no action required.

8. 2008.0102A (S. PERDUE: 415/558-6625)

851 BEACH STREET, (aka 900 North Point), Ghirardelli Square,on block bound by Beach, North Point, Larkin, and Polk Streets. Assessor's Block 0086, Lot 012 - Request for a Certificate of Appropriateness for building and site alterations related to the previously approved conversion of existing office and retail space to hotel use. The Ghirardelli Square is designated San Francisco Landmark No. 30 and is listed on the National and California Registers of Historic Places. The site is zoned C-2 (Commercial) District and is in a 40-X Height and Bulk District, and is also within the Northern Waterfront Special Use District No. 2.

Preliminary Recommendation: Approval with Conditions

9. 2007.1169A (P. LaVALLEY: 415/575-9084)

324 San Carlos Street, is located in Assessor's Block 3609, Lot 086. Request for a Certificate of Appropriateness to excavate and install one garage door opening on façade. The subject property is a contributing structure to the Liberty-Hill Historic District and is located within a RH-2 (Residential House – Multi-Family) District with a 50-X Height and Bulk limit.

10. 2008.0077A (A. HEITTER: 415/558-6602)

592 PACIFIC AVENUEis located at the northeast corner of Kearny Street, in Assessor's Block 163, Lot 012. Request for a Certificate of Appropriateness to install business signage. The building is within the Jackson Square Historic District and rated  D on San Francisco Architectural Heritage Foundation's survey. The property is zoned C-2 (Community Business) and is within the 65-A Height and Bulk District and Jackson Square Special Sign District.

REVIEW AND COMMENT

11. 2006.0464A (A. HEITTER: 558-6602)

38-42 HOTALING PLACE, east side between Jackson and Washington Streets, Assessor's Block 196, Lot 18. The Hotaling Stables is City Landmark No. 11 and is Contributory to the Jackson Square Historic District. On July 19, 2006, the Planning Department issued a Certificate of Appropriateness at the recommendation of the Landmarks Board for storefront alterations, stair penthouse, roof deck, installation of fire escape and fenestration modifications. Since this time, an application for a building permit has been received and revisions are proposed. Request for Review and Comment for input on whether the proposed revisions are in conformance with the previously approved Certificate of Appropriateness Application.

12. 2008.0014GU (A. HEITTER: 415/558-6602)

690 MARKET STREET,the Chronicle Building, is located at the northeast intersection of Market, Geary and Kearny Streets, Lot 6 in Assessor's Block 311 -- Request for Review and Comment and Consideration of a Draft Resolution on a proposal to designate the subject property as Category II (Significant) per Article 11 of Planning Code. The subject property consists of two sections: a nine-story plus mezzanine office tower originally designed by Burnham & Root in 1887 and constructed in 1889-90, enlarged in 1905 by D.H. Burnham & Co. into an eleven-story tower and reconstructed in 1907-09 by Willis Polk; and an adjoining sixteen-story tower designed and constructed in 1905 by D. H. Burnham & Co. and reconstructed in 1908 by Willis Polk. An eight story addition was constructed in 2007. They are within a C-3-O (Downtown Office) District and a 285-S Height and Bulk District.

690 MARKET STREET,the Chronicle Building, is located at the northeast intersection of Market, Geary and Kearny Streets, Lot 6 in Assessor's Block 311 – Request for Review and Comment and Consideration of a Draft Resolution recommending approval of a Mills Act historical property contract for 690 Market Street, the Chronicle Building, which is proposed to be designated as a Category II (Significant) building pursuant to Article 11 of the Planning Code. The Mills Act authorizes local governments to enter into contracts with owners of private historical property who, through the historical property contract, assure the rehabilitation, restoration, preservation and maintenance of a qualified historical property. In return, the property owner enjoys a reduction in property taxes for a given period. The subject property is within a C-3-O (Downtown Office) District and a 285-S Height and Bulk District.

LANDMARK DESIGNATION

14. 2007.1401L (S. PERDUE: 415/558-6625)

2055 UNION STREET, The Metro Theatre,between Webster and Buchanan Streets. Assessor's Block 0541, Lot 018 - Request for a Landmark Designation under Criterion A (Event) and Criterion C (Design/Construction). On November 8, 2007, the Board of Supervisors of the City and County of San Francisco passed Resolution No. 672-07 (File No. 071215) initiating the designation of the Metro Theatre (a.k.a. Metropolitan Theatre), located at 2055 Union Street, as a Landmark pursuant to Section 1004.1 of the San Francisco Planning Code. The resolution was adopted on December 4, 2007. Following the Board of Supervisor's initiation of the landmark designation process, the property owner also submitted an application to designate the Metro Theatre. The Board will review both designation requests and the accompanying reports. The site is zoned Union Street NCD (Neighborhood Commercial District) and is in a 40-X Height and Bulk District.

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street. For more information regarding MUNI accessible services, call (415) 923-6142.
