PUBLIC COMMENT

At this time, members of the public may address the Historic Preservation Commission on items of interest to the public that are within the subject matter jurisdiction of the Historic Preservation Commission except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Commission for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Commission is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).).

MATTERS OF THE COMMISSION

CONSIDERATION OF ITEMS PROPOSED FOR CONTINUANCE

1. 2009.0420A (A. Starr: 415/558-6362)

2113 – 2115 Bush Street, south side of Bush Street, between Webster and Fillmore Streets, in Assessor's Block 0677 and Lot 032. Request for a Certificate of Appropriateness to legalize work that has already been completed including removing the asbestos siding, removing the historic drop siding, interiorize the exposed plumbing and electrical conduits, installing new drop siding to match the original and replacing the sashes on five of the front façade windows. The subject property is located within an RM-1 (Residential, Mixed, Low Density) Zoning District, and a 40-X Height and Bulk Limit.

Preliminary Recommendation: Approval

All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Historic Preservation Commission, and will be acted upon by a single roll call vote of the Commission. There will be no separate discussion of these items unless a member of the Commission, the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this or a future hearing

2. 2009.0565A (S. Caltagirone: 415/558-6625 or T. Frye: 415/575-6833)

1000 Great Highway, Golden Gate Park,west end of park near Martin Luther King Jr. Drive. Assessor's Block 1700, Lot 001. Request for a Certificate of Appropriateness for seismic and ADA-accessibility upgrades, window replacement, and re-roofing. The building contributes to designated Landmark No. 210: The Murphy Windmill and Millwright's Cottage. It is zoned P (Public) District and is in an Open Space Height and Bulk District.

Preliminary Recommendation: Approval

3. 2008.0775A (S. Caltagirone: 415/558-6625 or T. Frye: 415/575-6833)

1000 Great Highway, Golden Gate Park (811 Stanyan Street),east end of park near Stanyan Street. Assessor's Block 1700, Lot 001. Request for a Certificate of Appropriateness for seismic and ADA-accessibility upgrades, exterior restoration, and re-roofing. The building is designated as Landmark No. 201: Park Emergency Hospital (a.k.a. Park Aid Station). It is zoned P (Public) District and is in an Open Space Height and Bulk District.

Preliminary Recommendation: Approval

4. 2009.0490A (P. LaValley: 415/575-9084)

670 - 680 2nd Street, west side between Brannan and Townsend streets, Assessor's Block 3788, Lots 043-044. Request for a Certificate of Appropriateness to install one primary and one secondary tenant sign on the 2nd Street façade and three gooseneck light fixtures to light the primary sign. The subject property is a contributing structure to the South End Historic District and is located within a MUO (Mixed-Use Office) District with a 65-X Height and Bulk limit.

Preliminary Recommendation: Approval

5. 2005.0162E (S. Smith: 415/558-6373)

New Irvington Tunnel Project- The San Francisco Public Utilities Commission (SFPUC) proposes the New Irvington Tunnel Project (also known as  NIT ). Request for a Review and Comment on the Draft Environment Impact Report. The project would be approximately 3.5 miles long, extending west from a new Alameda West Portal in the Sunol Valley to a new Irvington Portal in the City of Fremont, located approximately parallel to the existing tunnel. The proposed NIT project would result in impacts on the historical significance of individual facilities or districts resulting from alteration and nearby construction activities.

Preliminary Recommendation: Provide written comments on the adequacy of the DEIR, pursuant to the California Environmental Quality Act (CEQA).

6. 2007.0007A (P. LaValley: 415/575-9084)

750 2nd Street, west side between Townsend and King Streets, in Assessor's Block 3794, Lot 002A. Request for a Certificate of Appropriateness to demolish an existing, one-story with mezzanine industrial building and construction of an eight-story with mezzanine residential building with ground floor retail and parking. The subject property is a non-contributing structure to the South End Historic District and is located within a MOU (Mixed-Use Office) District with a 105-F Height and Bulk limit. The project also requires Large Project Authorization from the Planning Commission, which is scheduled for public hearing on July 23, 2009.

Preliminary Recommendation: Approval with conditions

7. 2009.0203A (P. LaValley: 415/575-9084)

625 3rd Street, northeast side, between Brannan and Townsend streets in Assessor's Block 3788, Lot 045. Request for a Certificate of Appropriateness to undertake a voluntary structural upgrade, which includes installation of new concrete frame behind the existing ground floor opening (former loading dock) and reduction in the width of the opening and new concrete beam across lobby entrance opening (former railroad spur), as well as replacement of non-historic storefront system in two openings, and removal of non-historic exterior light fixtures and installation of new light fixtures. The subject property, formerly known as the Transcontinental Freight Company Building, is a contributing resource to the South End Historic District and is located within a SLI (Service/Light-Industrial) Zoning District with a 65-X Height and Bulk limit.

Preliminary Recommendation: Approval with conditions

8. 2009.0536U (A. Starr: 415/558-6362)

1969 California Street, south side of California Street between Octavia and Gough Streets, in Assessor's Block 0649, Lot 016. Request for Review and Comment on the nomination of the Tobin House, Landmark No. 260 to the National Register of Historic Places. The subject property is located within an RH-2 (Residential, House, Two-Family) Zoning District with a 40-X Height and Bulk Limit.

Preliminary Recommendation: Provide written comments on Category of Significance and nomination

9. 2009.0537U (A. Starr: 415/558-6362)

3500 Jackson Street, northwest corner of Jackson and Locus Streets, in Assessor's Block 0970, Lot 002, Request for Review and Comment on the nomination of the Roos House, Landmark No. 56 to the National Register of Historic Places. The subject property is located within an RH-1 (Residential, House, Single-Family) Zoning District, and a 40-X Height and Bulk Limit.

Preliminary Recommendation: Provide written comments on Category of Significance and nomination

Comments received by 11:00 a.m. on the day of the hearing will be made part of the official record and will be brought to the attention of the Historic Preservation Commission at the public hearing. Otherwise, submit material related to a calendared item at the scheduled hearing for distribution. For complete distribution to all Commissioners, necessary staff and case/docket/ correspondence files, submit an original and 14 copies.

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street. For more information regarding MUNI accessible services, call (415) 923-6142.

Requests for American sign language interpreters, sound enhancement system and/or language translators will be available upon request by contacting Lulu Hwang at (415) 558-6318, at least 48 hours prior to a hearing. A sound enhancement system will be available upon request at the meetings.
