PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).).

The proposed Ordinance is before the Landmarks Board so that it may recommend adoption, rejection, or adoption with modifications to the Planning Commission. Referral from the Board of Supervisors under Planning Code Section 032(b) requesting review of a proposed text change and amendments to Planning Code Sections 1004, 1005, 1006.7. The ordinance was introduced by Supervisor Jake McGoldrick to provide for review of proposed changes to interior architectural features of privately-owned landmark buildings where such features are in areas of the landmark that are generally accessible to members of the public; and making findings, including environmental findings and findings of consistency with the priority policies of Planning Code Section 101.1 and the General Plan.

340-370 VALENCIA STREET, Valencia Street Gardens Public Housing Project

The Memorandum of Agreement (MOA) between the City and County of San Francisco, Mayors Office of Housing and the California State Historic Preservation Officer regarding the demolition and reconstruction of Valencia Gardens Public Housing Project stipulated that a publicly accessible interpretive display area be developed. The MOA requires that the Landmarks Board review and approve the interpretive display prior to the issuance of a final certificate of occupancy for the project.

  1. 2006.1363A (T. SULLIVAN-LENANE: 415/558-6257)

2226 CALIFORNIA STREET, north side of California Street between Buchanan and Webster Streets in Assessor's Block 637, Lot 040. Request for Certificate of Appropriateness to install a new garage, construct a horizontal addition at the rear façade, install a dormer window on the east roof and a skylight on the west roof, alter two window openings on the western façade, and remove & rebuild chimneys. 2226 California Street is San Francisco Individual Landmark No. 168 and was constructed in 1885 in the Queen Anne-style. It is located within an RH-2 (Residential, House, Two-Family)Zoning District and 40-X Height and Bulk District.

2135 SUTTER STREET, Golden Gate of Commandeers of the Knights Templar (Macedonia Missionary Baptist Church), south side of Sutter Street between Pierce and Steiner Streets in Assessor's Block 682, Lot 006. Request for Certificate of Appropriateness to install a disabled entrance at the western side of the front facade. 2135 Sutter Street is San Francisco Individual Landmark No. 202 and was constructed in 1905 & 1906-07 in the Jacobean phase of Medieval Revival style. It is located within an NC-2 (Small-Scale Neighborhood Commercial)Zoning District and 50-X Height and Bulk District.

10. PROPOSED FOR CONTINUANCE UNTIL MAY 16, 2007

2006.1145A (T. SULLIVAN-LENANE: 415/558-6257)

1480-1484 McALLISTER STREET, north side of McAllister Street between Pierce and Scott Streets in Assessor's Block 776, Lot 012. Request for a Certificate of Appropriateness to install a new garage and driveway at the side façade, alter the basement floor of the side façade, install new fencing at the front property line, and to construct three new decks at the visible side facade. Constructed in 1902, 1480-1484 McAllister Street is a Edwardian-style building in the Alamo Square Historic District. It is located within an RM-1 (Residential, Mixed, Moderate Density)Zoning District and 40-X Height and Bulk District.

1735 FRANKLIN STREET, west side of Franklin Street, between California and Sacramento Streets, in Assessor's Block 641, Lot 02. Request for a Certificate of Appropriateness to rehabilitate and restore the structure. The project also proposes installation of a new garage entry at the Franklin Street façade, installation of a new slate roof, and patio doors at the rear elevation of the two-story over basement single-family residence built in 1904. The subject building is San Francisco Landmark No. 126 ("The Bransten House"), is listed in the City's 1976 Architectural Survey and in Here Today Page 39 and is located within an RH-2 (Residential, House, Two-Family) District and a 40-X Height and Bulk District. This item will be heard concurrent with a request for consideration of a Mills Act Property Contract.

1735 FRANKLIN STREET, west side of Franklin Street, between California and Sacramento Streets, in Assessor's Block 641, Lot 02. Consideration of Mills Act Property Contract. The Landmarks Board is requested to consider adoption of the resolution recommending approval of: (1) The draft Mills Act property historical contract which includes: (a) the rehabilitation plan; and, (b) the maintenance plan; for the two-story over basement single-family residence built in 1904. The subject building is San Francisco Landmark No. 126 ("The Bransten House"), is listed in the City's 1976 Architectural Survey and in Here Today Page 39 and is located within an RH-2 (Residential, House, Two-Family) District and a 40-X Height and Bulk District.

Preliminary Recommendation: Adopt the resolution

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

ACCESSIBLE MEETING POLICY

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street. For more information regarding MUNI accessible services, call (415) 923-6142.
