335 Oak Street (aka 230 Lily Street - south side between Octavia and Laguna Streets, Lot 025 in Assessor's Block 0839 - Request for Conditional Use Authorization to allow dwellings at a density ratio exceeding one dwelling unit per 400 square feet of lot area within an RTO (Residential, Transit-Oriented Neighborhood) Zoning District and a 40-X Height and Bulk District. There are two existing six-unit residential buildings at the project site. The proposed project would create two new dwelling units in the basement of each existing residential building, for a total of four new dwelling units. No physical expansion of the building is proposed. The existing buildings do not provide the usable open space required for the existing and proposed new dwelling units at the project site, therefore the Zoning Administrator will consider a request for a Variance from usable open space requirements concurrently with the Planning Commission's consideration of the conditional use authorization.

The project consists of a five-story mixed-use development with approximately 10,330 square feet of commercial space, approximately 61 dwelling units, and a below-grade parking garage with up to 39 off-street parking spaces. The project is seeking modification of the method of height measurement and of rear yard and open space requirements via the PUD process. The project site is within the Hayes-Gough NCT (Neighborhood Commercial Transit) Zoning District and a 40-X/50-X Height and Bulk District.

THE SAN FRANCISCO GENERAL HOSPITAL (SFGH) SEISMIC COMPLIANCE HOSPITAL REPLACEMENT PROGRAM AT 1001 POTRERO AVENUE: BOUNDED BY 20TH STREET TO THE NORTH, U.S. HIGHWAY 101 TO THE EAST, 23RD AND 24TH STREETS TO THE SOUTH AND POTRERO AVENUE TO THE WEST, LOT 001 IN Block 4154 - Conditional Use authorization request for a Planned Unit Development pursuant to Planning Code Sections 102.12, 151, 260, 271, 303, AND 304 to modify where height is measured and to grant exceptions to bulk, parking, and mechanical penthouse coverage requirements with respect to a proposal to construct a new 7-story-over 2-basement-level, 422,000 square-foot, 284-bed acute care hospital on Lot 001 in Assessor's Block 4154, within the P (Public) District and a 105-E Height and Bulk District. The new hospital would be constructed on the west lawn of the SFGH Campus, located along Potrero Avenue, between Buildings 20 and 30. Acute care services currently located in the existing Main Hospital (Building 5) would be relocated to the new hospital, and the vacated space in the existing Main Hospital would be reused for non-acute care medical and administrative uses.

THE SAN FRANCISCO GENERAL HOSPITAL (SFGH) SEISMIC COMPLIANCE HOSPITAL REPLACEMENT PROGRAM AT 1001 POTRERO AVENUE: BOUNDED BY 20TH STREET TO THE NORTH, U.S. HIGHWAY 101 TO THE EAST, 23RD AND 24TH STREETS TO THE SOUTH AND POTRERO AVENUE TO THE WEST, LOT 001 IN Block 4154 - Elevator Penthouse Height Exemption request to the Zoning Administrator pursuant to Planning Code Section 260(b)(1)(B) to allow construction of an elevator penthouse on top of the proposed mechanical penthouse of the new 7-story-over-2-basement-level, 422,000 square-foot, 284-bed acute care hospital to comply with seismic safety requirements of Senate Bill 1953. The proposed elevator penthouse measures approximately 22.5 feet tall and 34.5 feet above the 105 foot height limit. The SFGH Campus, including the proposed new hospital site, is in a P (Public) Use District and a 105-E Height and Bulk District.

THE VISITACION VALLEY REDEVELOPMENT PLAN - pursuant to Planning Code Sections 302(b) and 340(c). Generally bounded by Bayshore Boulevard and Tunnel Avenue to the north, Tunnel Avenue to the East, the San Francisco/San Mateo County line to the south, and the property lines fronting on Bayshore Boulevard and property lines of parcels fronting Leland Avenue between Bayshore Boulevard and Cora Streets to the west. The Redevelopment Plan area has the following general boundaries: Tunnel Avenue to the east; the San Francisco/San Mateo County line to the south; to the west generally by lots fronting the west side of Bayshore Boulevard between Sunnydale Avenue on the south and Blanken to the north and lots fronting the both sides of Leland Avenue, between Bayshore Boulevard and Cora Street. Pursuant to Planning Code Sections 302(b) and 340(c). The Visitacion Valley Redevelopment Plan calls for redevelopment of the long-vacant Schlage Lock site into the larger Visitacion Valley neighborhood, creating a transit-oriented mixed use development that will meet the community's goals and objectives for the project. The plan calls for the creation of as many as 1200 -1600 new residential units, including 300-400 affordable housing units, a mid-sized grocery store, and other neighborhood commercial ground floor retail on the Schlage site. It also includes three new interconnected neighborhood parks of different sizes, requires the extension of the Visitacion Valley street grid throughout the Schlage Lock property, and integrates the commercial backbone of the community, Leland Avenue, into the site. The plan supports strategic infill development and a number of community improvements outside the Schlage site, along Bayshore Boulevard and Leland Avenue. The project requires several actions by the Planning Commission, the Redevelopment Commission and the Board of Supervisors, including conforming amendments to the General Plan, Planning Code and Zoning Map of the Planning Code.

BALBOA PARK STATION AREA PLAN - Informational - The Balboa Park Station Area Plan encompasses the entirety or portions of 43 Assessor's Blocks including those the parcels fronting Ocean Avenue between Manor Drive and San Jose Avenue, the Balboa Reservoir, City College of San Francisco's Ocean Avenue Campus, Balboa Park, the Balboa Park BART/MUNI station, and the MTA's Green Yard, Upper Yard, and Geneva Yard.
The Balboa Park Station Area Plan articulates a holistic vision for the area by promoting transit, and bicycle use and pedestrian friendly environments; by strengthening and encouraging vibrant neighborhood-serving commercial areas; by providing and maintaining community facilities and open space to ensure neighborhood livability; and by increasing both the supply and variety of housing for residents. The project requires several actions by the Planning Commission and the Board of Supervisors, including conforming amendments to the General Plan, Planning Code and Zoning Map.
Today's presentation will be informational: no action is required by the Planning Commission today. On Thursday, November 6th, Staff presented two of the three components of the Plan; the Area Plan and the Zoning Controls. Today, Staff will present the third component of the Balboa Park Station Area Plan; the Balboa Park Community Improvements Program. The Community Improvements Program addresses identified needs proposes specific funding strategies, and identifies potential funding sources to finance the projects identified in the Plan. The Balboa Park Community Improvements Program looks at existing, new, and future sources of revenue and proposes a fee for new development; the Balboa Park Impact Fee. The Program also establishes roles for city agencies to administer the Program, and it provides a monitoring program to ensure that implementation actions follow the intent of the Plan. This hearing is the second of the three hearings currently scheduled for the Plan.
