THE MEETING WAS CALLED TO ORDER BY PRESIDENT OLAGUE AT 10: 07 A.M.

FOLLOWING ARE THE ACTIONS TAKEN BY THE PLANNING COMMISSION DURING THIS JOINT MEETING:

A. SPECIAL CALENDAR

Boeddeker Park, northeast corner of Eddy and Jones Streets, Lots 6, 7, 8, 9, 17, 18, and 19 of Assessor's Block 0332 - Request to Consider an increase of the cumulative shadow limit (no net new shadow) for Boeddeker Park established in a jointly-approved Section 295 implementation Memo adopted in 1989, in order to accommodate new shadow cast by the Eddy and Taylor Family Housing Project. The impacted park site is located within the P (Public) Zoning District and the OS Height and Bulk District.

Preliminary Recommendation: Adopt the Resolution raising the cumulative shadow limit for Boeddeker Park.

ACTION: Approved a motion of intent of raising the absolute cumulative limit for additional shadow on Boeddeker Park by 0.244 percent

168-186 Eddy Street - southwest corner at Taylor Street, Lots 010 and 011 of Assessor's Block 0331 - Request to consider whether the shading or shadowing on Boeddeker Park from the proposed Eddy and Taylor Family Housing Project will not be significant or adverse, pursuant to Planning Code Section 295 (The Sunlight Ordinance). The proposed project would demolish an existing surface parking lot and construct a new 14-story mixed-use building containing approximately 178 affordable dwelling units and ground-floor retail space. The project site is located within the RC-4 (Residential-Commercial Combined, High Density) Zoning District, the North of Market Residential Special Use District (Subarea 1), and the 80-130-T Height and Bulk District.

Preliminary Recommendation: Adopt the Motion finding that net new shadow from the project is not adverse, and authorizing the allocation of the Boeddeker Park cumulative shadow limit to this project.

Portsmouth Square - northwest corner of Clay and Kearny Streets, through to Washington Street, Lot 0 17 of Assessor's Block 0209 - Request to Consider an increase of the cumulative shadow limit (no net new shadow) for Portsmouth Square established in a jointly-approved Section 295 implementation Memo adopted in 1989, in order to accommodate new shadow cast by the Self Help Senior Housing Project. The impacted park site is located within the P (Public) Zoning District and the OS Height and Bulk District.

Preliminary Recommendation: Adopt the Resolution raising the cumulative shadow limit for Portsmouth Square.

740 Washington Street - north side between Kearny and Wentworth Streets, Lot 009 of Assessor's Block 0194 - Request to consider whether the shading or shadowing on Portsmouth Square from the proposed Self Help Senior Housing Project will not be significant or adverse, pursuant to Planning Code Section 295 (The Sunlight Ordinance). The proposed project would demolish the existing 13,500 sf retail building and construct 18 new affordable studio units totaling about 7,704 gsf and a 4,450 sf ground floor senior center. The building would be approximately 50 feet in height, four-stories over basement with mezzanine and total about 17,336 gsf. The project site is located within the CVR (Chinatown Visitor Retail) Zoning District, and the 50-N Height and Bulk District.

Preliminary Recommendation: Adopt the Motion finding that net new shadow from the project is not adverse, and authorizing the allocation of the Portsmouth Square cumulative shadow limit to this project.
