THE MEETING WAS CALLED TO ORDER BY PRESIDENT OLAGUE AT 1:38 P.M.

BICYCLE PLAN ENVIRONMENTAL IMPACT REPORT - Informational item to discuss current status of environmental review for the Bicycle Plan - The Director of Planning will lead this discussion on a monthly basis until the certification of the Bicycle Plan EIR. The Municipal Transportation Agency Board is also holding concurrent monthly briefings on the status of the Bicycle Plan.

Water System Improvement Program (WSIP) - San Francisco Public Utilities Commission (SFPUC) Service Area: Alameda, Santa Clara, San Francisco, San Joaquin, San Mateo, Stanislaus, and Tuolumne CountiesInformational Presentation and Certification of Final Environmental Impact Report. The Planning Commission will consider certifying the Final Program EIR for the WSIP. The WSIP is proposed to increase the reliability of the regional water system, which provides drinking water to 2.4 million people in San Francisco, San Mateo, Santa Clara, Alameda, and Tuolumne Counties. The WSIP is a program to implement the service goals and system performance objectives established by the SFPUC for the regional water system in the areas of water quality, seismic reliability, delivery reliability, and water supply. The WSIP would implement a proposed water supply option, modify system operations, and construct a series of facility improvement projects. The Planning Department and the SFPUC will provide information to the Planning Commission about the proposed WSIP and Program Environmental Impact Report (PEIR). The public comment period for the PEIR extended from June 29, 2007 through October 15, 2007.

Preliminary Recommendation: Certify the PEIR
