599 2ND STREET, Los Angeles Soap Company Warehouse, northeast corner of 2nd Street and Brannan Street,  Block 3774, Lot 031.  Request for Architectural Review Committee review of a proposal to replace existing doors and windows at the ground and mezzanine levels along with other minor improvements.  The subject property is contributory to the South End Historic District, has been given a "C" rating by San Francisco Architectural Heritage, and has been given a National Register Status Code 3D (Appears eligible for the National Register as a contributor to a National Register eligible district).  It is within the SS0 (Service / Secondary Office) District and a 50-X Height and Bulk District.

PUBLIC COMMENT

 

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items.  Public comment will be taken on each agendized item.  Each member of the public may address the Landmarks Board for up to three minutes.  If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

 

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment.  In response to public comment, not on an agendized item, the Board is limited to:

 

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

The Landmarks Preservation Advisory Board will consider the following actions:

 

  1. Endorse the revised 2005 Inner Mission North Cultural Resource Survey Context Statement.
  2. Endorse draft DPR 523D forms for:
    1. Guerrero Street-Fire Line National Register eligible district
    2. Ramona Street National Register eligible district
    3. Hidalgo Terrace California Register eligible district
    4. South Van Ness Avenue-Shotwell-Folsom Streets California Register eligible district
    5. Inner Mission commercial corridor locally significant area
    6. Inner Mission reconstruction locally significant theme
    7. Inner Mission 1906 Earthquake Survivor theme
  3. Endorse the Inner Mission North Areas 1 and 2 findings consisting of California Department of Parks and Recreation Survey Forms for 593 properties within the survey area (DPR 523A, 523 B, 523D and 523L) pursuant to Article 10 of the Planning Code.
  4. Recommend the Planning Commission: endorse the Inner Mission North Cultural Resource Survey Context Statement; endorse the 7 draft DPR 523D forms; and endorse the California Department of Parks and Recreation Survey Forms (DPR 523A, 523 B, and 523L) for 593 properties within the survey areas.

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision:  The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA.  The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets.  Accessible curb side parking has been designated at points along McAllister Street.  Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line.  Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street.  For more information regarding MUNI accessible services, call (415) 923-6142.
