PUBLIC COMMENT

 

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items.  Public comment will be taken on each agendized item.  Each member of the public may address the Landmarks Board for up to three minutes.  If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

 

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment.  In response to public comment, not on an agendized item, the Board is limited to:

 

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda.   (Government Code Section 54954.2(a).).

COMPREHENSIVE SURVEY UPDATE.  This fiscal year (2005-2006), the Planning Department has received line item funding from the Board of Supervisors to identify areas in San Francisco to be surveyed under the Department’s Citywide Cultural Resources Survey Program (Citywide Survey).  The priority of the program is to generate historical documentation of the neighborhoods and the individual buildings located within the Market and Octavia Area Plan, as well as develop historical contexts that will ultimately be used to evaluate significance and inform the planning process.  The Planning Department is seeking the Landmarks Preservation Advisory Board’s comments on the scope of work and the adoption of a resolution on the proposed project outline and proposed scope for request for proposal.  This item is  a follow up to the Review and Comment hearing of December 21, 2005 hearing.

8.      The Planning Department is seeking the adoption of a resolution on the proposed project outline for the Comprehensive Survey and proposed scope of work for the request for proposal.

2400 THIRD STREET, west side between 20th and 22nd Streets. Assessor’s Block 4108, Lot 030 - Request for Certificate of Appropriateness to modify an existing Wireless Telecommunications Services (WTS) facility that would consist of adding one antenna to the south façade and slightly rotating an existing antenna on the north side.  The subject property is a non-contributor to the Dogpatch Historic District, and was included in the Central Waterfront Survey (National Register Status Code 4D2).  It is within the M-2 (Heavy Commercial) District and a 50-X Height and Bulk District.   (Note:  Continued from February 1, 2006) Application Withdrawn no action required.

1500 SANSOME STREET, east side between Lombard Street and the Embarcadero.  Assessor's Block 58, Lot 1 - Request for a Certificate of Appropriateness to install HVAC equipment on the roof of San Francisco Landmark No. 114, the Belt Line Railroad Roundhouse, a former industrial building that contains approximately 20,000 square feet of office space.  The subject property is located on San Francisco Port property, is located in a C-2 (Community Business) Zoning District, and a 40-X Height and Bulk District.

Preliminary Recommendation:  Approval with Conditions

326 & 328 LEXINGTON STREET, west side between 20th and 21st Street.  Assessor’s Block 3609, Lot 048 - Request for Certificate of Appropriateness to construct new stairs and a rear deck that is approximately 12 feet above grade.  The subject property is a contributory/compatible street to the Liberty Hill Historic District and is within an RH-3 (House, Three-Family) District and a 40-X Height and Bulk District.  

Preliminary Recommendation:  Approval

NOTE:  Material submitted by the public for Landmarks Board review prior to a scheduled hearing, should be received at the Planning Department Reception Counter, 1660 Mission Street, 5th Floor, no later than 5:00 p.m. the Tuesday (eight (8) days) prior to the scheduled public hearing.  Persons unable to attend a hearing may submit written comments regarding a calendared item to the Board at the above listed address.  Comments received by 11:00 a.m. on the day of the hearing will be made part of the official record and will be brought to the attention of the Landmarks Board at the public hearing.  Otherwise, submit material related to a calendared item at the scheduled hearing for distribution.  For complete distribution to all Board Members, necessary staff and case/docket/ correspondence files, submit an original and 18 copies.

 

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision:  The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

 

                                                      ACCESSIBLE MEETING POLICY

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA.  The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets.  Accessible curb side parking has been designated at points along McAllister Street.  Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line.  Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street.  For more information regarding MUNI accessible services, call (415) 923-6142. 

 

Requests for American sign language interpreters, sound enhancement system and/or language translators will be available upon request by contacting Lulu Hwang at (415) 558-6418, at least 48 hours prior to a hearing.  A sound enhancement system will be available upon request at the meetings.  Please contact Services for the Deaf and Hearing Impaired at 557-4433 (TDD) or 557-4434 (Voice) at least 48 hours prior to the meeting. Late requests will be honored if possible.  A person who is deaf or hearing impaired may gain meeting information prior to the meeting by calling 557-4433 (TDD) or 557-4434 (Voice).  In addition, the California Relay Service can be used by individuals with hearing and speech impairments by calling 1-800-735-2929 (TDD) or 1-800-735-2922 (Voice).  Minutes of the meetings are available in alternative formats.
