COMMISSIONERS PRESENT: Antonini, Shelley Bradford Bell and Sue Lee

COMMISSIONERS ABSENT: None

THE MEETING WAS CALLED TO ORDER BY PRESIDENT BRADFORD BELL AT 12:30 p.m.

REGULAR CALENDAR

      1. Discussion and possible action adopting selection criteria, final job description, final job announcement for the position of Planning Director, and list of additional sources for posting.

          (Continued from Regular Meeting of October 21, 2004)

      SPEAKER(S):

      Emeric Calman

      - He commended the Commission for taking this task on and finding a Planning Director.

      - How much of this process will be open for public review?

      - What was amended from the previous job description?

      Jeremy Nelson - Transportation for a Livable City

      - He thanked the Commission for improving the job description from the one the Board of Supervisor's was using.

      - He suggests that the description should include more detailed information on land use and transportation.

      - He agrees that the candidate should have advanced degree but the decision should not be based solely on credentials.

      Marilyn Amini

      - The job description has not be placed in a public file at the Planning Department.

      - It is difficult to differentiate what the previous description stated and what has been revised.

      - It is critical to have on the description about knowledge on preserving neighborhoods.

      - The resumes should be available publicly. This gives the public an opportunity to have input on this matter.

      ACTION: Include in the job description and announcement for the Director of Planning: 1) "advanced degree would be desirable"

          2) under Job Related and Essential Qualifications, there is a formatting error where two paragraphs are joined.

          3) under Examples of Important and Essential Duties, item 8 should read: "Represents the department and planning commission on interdepartmental committees as required by ordinance"

          4) under Filing Deadline include: "interviews will start November 29, 2004"

      2. Discussion and possible action on recruitment plan, including report on obtaining the services of a professional recruiter.

      SPEAKER(S):

      Jeremy Nelson - Transportation for a Livable City

      - He hopes that the Commission sets an aggressive and comprehensive search and if this requires a recruiter then he agrees with that.

      - There are plenty of online resources where the job description can be posted.

      Emeric Calman

      - Is this search going to include international candidates?

      - He heard that depending the budget will base how extensive the search will be.

      Marilyn Amini

      - She feels it would be a good idea to include the dynamics of San Francisco in the job search information.

PUBLIC COMMENT

    At this time, members of the public may address the Planning Director Search Subcommittee on items of interest to the public that are within the subject matter jurisdiction of the Subcommittee. Each member of the public may address the Subcommittee for up to three minutes.

      Emeric Calman

      - He commended the Commission.

      - He would like to make this process as public as possible.

      - He would like to see a flowchart or diagram of the entire process including all the codes about the process. If a licensed engineer or architect is hired, this person should be part of an American association. Each association has their own code of ethics. The code of ethics might make the new director base his/her decisions on those.

      Marilyn Amini

      - One something is submitted, like a resume, it is public material. She understands personnel issues but the resumes submitted should be available to the public. She would like the Commission to clarify this with the City Attorney.

      - She would think that the costs of recruitment should come back to the Commission.

        City Attorney Cleveland-Knowles stated:

        - The Brown Act and the Sunshine Ordinance include explicit exception to the general rule that documents submitted to a public body are disclosable. The rational for this is the privacy of the applicants.
