PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).).

      835 MARKET STREET, The Emporium Building. Review and comment on the final language for placing a commemorative plaque on the old Emporium Building as required per Planning Commission Motion No. 15949. Condition of Approval No. 4C required: (1) the project sponsor to erect a plaque in a prominent location along Market Street describing the history of the Emporium Building, its uses, its architect, and its architecture; (2) the plaque to be prominent and easily read by visitors to the project; and (3) the final language and appearance of the plaque to be coordinated by the Landmarks Preservation Advisory Board. The project sponsor will also give an informational presentation on the replacement of the glass in the restored dome.

    3301 LYON STREET, Palace of Fine Arts, between Bay and Jefferson Streets. Assessor's Block 916, Lot 2 - Informational Presentation to discuss the Recreation and Parks Department's proposal to rehabilitate and restore the Rotunda, the Colonnade, Lagoon landscape and the Peristyle of the Palace of Fine Arts with a three-phase project. The proposed project is in conjunction with the Maybeck Foundation and stakeholders in the community and is in close coordination with the work of other private and public entities to provide restoration as closely as possible to the spirit of the original design. The subject property was designated City Landmark No. 88. It is zoned P (Public) District and is in an Open Space (OS) Height and Bulk District.

      1305 18TH STREET, Sunset Branch Carnegie Library, southwest corner of 18th Avenue and Irving Street. Assessor's Block 1773, Lot 001 - Request for a Certificate of Appropriateness to make minor alterations to the exterior and interior of the of the Sunset Branch Carnegie Library, Landmark 239. The subject property is zone P (Public), and is in a 40-X height and bulk district.

    Preliminary Recommendation: Approval

      245 VALLEJO STREET, on the south side of Vallejo Street between Sansome and Battery Streets. Assessor's Block 0142, Lot 008 - Request for a Certificate of Appropriateness to install two additional skylights on the roof. The subject property is a two-story; commercial building that was constructed in circa 1900 and is a contributory building within the Northeast Waterfront Historic District. It is zoned C-2 (Community Business) District and in a 84-E Height and Bulk District.

      367 LEXINGTON STREET, east side between 20th and 21st Streets. Assessor's Block 3609, Lot 65 - Request for a Certificate of Appropriateness for replacement of rear egress stairs and an expanded rear deck. The subject Italianate style single-family residence is a contributory building in the Liberty Hill Historic District, is listed in the Here Today survey and the 1976 Architectural Survey; it is zoned RH-2 (House, Two-Family) and is in a 50-X Height and Bulk District

              Preliminary Recommendation: Approval

    9. 2005.0452A (A. LIGHT: 415/558-6254)

      831 MONTGOMERY STREET, west side between Jackson Street and Pacific Avenue. Assessor's Block 176, Lot 4 - Request for a Certificate of Appropriateness for signage and to paint the exterior of a brick-clad one-story potentially contributory building in the Jackson Square Historic District. The subject building was constructed in 1925, and was clad in a concrete exterior at some point in its history. The subject facade was re-clad in brick in 1984 under a previous Certificate of Appropriateness. The subject property is located in a C-2 (Community Business) Zoning District and a 65-A Height and Bulk District.

    Preliminary Recommendation: Approval with Conditions

NOTE: Material submitted by the public for Landmarks Board review prior to a scheduled hearing, should be received at the Planning Department Reception Counter, 1660 Mission Street, 5th Floor, no later than 5:00 p.m. the Tuesday (eight (8) days) prior to the scheduled public hearing. Persons unable to attend a hearing may submit written comments regarding a calendared item to the Board at the above listed address. Comments received by 11:00 a.m. on the day of the hearing will be made part of the official record and will be brought to the attention of the Landmarks Board at the public hearing. Otherwise, submit material related to a calendared item at the scheduled hearing for distribution. CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

ACCESSIBLE MEETING POLICY

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street. For more information regarding MUNI accessible services, call (415) 923-6142.

Requests for American sign language interpreters , sound enhancement system and/or language translators will be available upon request by contacting Lulu Hwang at (415) 558-6418, at least 48 hours prior to a hearing. A sound enhancement system will be available upon request at the meetings.
