MEETING WAS CALLED TO ORDER BY PRESIDENT BRADFOR-BELL AT 12:39 P.M.

C.          DIRECTOR'S REPORT

4.1.          Informational presentation on Board of Supervisor's legislation which would establish a Special Use District at Fourth Street and Freelon Street. The proposed special use district would permit increased residential density, greater height and create affordable housing. NO ACTION REQUIRED.

- Gave an overall explanation about the legislation

-          Is this legislation consistent with the Housing Element?
-          Housing Element currently is out of compliance with State law, it is a year overdue, and was rejected by the State in October 11, 2002.
-          Is this the best use of this site?
-          Is this project consistent with the conditional use process?
-          This is the first project outside the C-3, that she is aware of, that does not have any bulk limitation over 50 feet
-          This is not the way that the Planning Code is set up to deal with amendments of the Planning Code. Is this a Planning Code amendment?
-          Environmental Review could not start during 90 days, because the project sponsor had not come in with the application that defined the project
-          This is a way to run a railroad, this is not the way to run a Planning Commission

-          This legislation does not talk about communication with the community
-          There has not been given any notice to anybody that lives near this project; there has not been meetings, reviews or recommendations by the Planning Commission, Planning Commission should review, and then the legislation should happen, not the other way around.

-          There are three important elements of this project:
-          Dense housing/apartment, near transit corridors is a good planning
-          Tax base in this City
-          There is a really a big push in the City to try to provide the people that live here affordable housing

-          There are twenty thousand people living in the SRO hotels
-          We need to have more affordable housing

-          This will be a good project, for many people who have lived in SRO's for many years

-          Developing affordable housing is a very difficult proposition, and developing as a non-profit is even more difficult

- This is by far the best idea that we have seen today
- The best part of the whole idea, is the non-profit agency that will receive this project, will be able to choose the mix and size each unit that best meets each client

-          The only way to reduce the cost of housing, is to create more housing
-          The proposed project has affordable units, but also offers 330 market rate units, that will be priced at the entry level market rate.
